Why is this role important?

The Primary Health Care Standards Development team is responsible for a multi-year project to develop the pan-Canadian Health Data Content Framework, which defines, standardizes and models the health data required to enable connected care in Canada.


We are hiring 2 Program Leads for the Primary Health Care Standards Development team in Ottawa/Toronto.


The Program Lead is responsible for the development, implementation, and maintenance of the Primary Health Care (PHC) data content standard – a key deliverable of the pan-Canadian Health Data Content Framework. This includes conducting consultations with provincial/territorial ministries, vendors, clinicians, and other experts to enhance the PHC data content standard. They will work closely with Canada Health Infoway, and CIHI content and technical experts to ensure alignment with related standards. The Program Lead will provide input on the development of use cases, drawing on clinical experience to provide the business context for technical experts. The Program Lead represents CIHI on internal and external committees and works closely with the manager to provide leadership, strategic planning, and project management as required.


What you'll do

1. Leads the evaluation and enhancement of the PHC data content standard. Develops and executes plans to engage internal and external stakeholders, gain endorsement, and communicate enhancements to the data elements and value sets.


2. Provides leadership and coaching to staff, establishing work plans and providing constructive feedback on progress. Seeks learning and development opportunities for team members and conducts annual performance management reviews.


3. Establishes relationships with CIHI content and technical experts to improve alignment and consistency in concepts, definitions, and value sets across CIHI data holdings and with key external data standards.


4. Collaborates with Canada Health Infoway and other pan-Canadian and jurisdictional stakeholders to promote PHC data standard adoption in vendor solutions.


5. Leads the update, enhancement, delivery and external promotion of primary health care products and deliverables.


6. Represents the PHC team and CIHI on internal and external committees/working groups, delivering presentations and updates as required.


7. Contributes to the development and reporting of operational plans and program budgets. Provides regular updates to the manager and director. Supports other strategic or operational activities as required.


What you'll bring to the table

• Graduate degree in health informatics, health sciences, health administration, or relevant field, or equivalent combination of clinical experience/education.

• Five years’ experience working in a health-related field.

• 3 years of demonstrated experience supervising an interdisciplinary team.

• Demonstrated knowledge of developing, implementing and monitoring health data standards

• Experience managing multiple projects in a matrix environment, with a high level of accountability and ability to work in a team setting. Excellent organization and project management skills.

• Demonstrated experience developing and maintaining relationships with internal and external partners.

• Experience in facilitating communication and collaboration with both internal and external stakeholders. Able to gather and disseminate appropriate information and solicit participation and feedback from stakeholders.

• Conceptual understanding of Canada's health systems and the primary health care sector, as well as a sound knowledge of health information and its uses for policy development, planning, management, and evaluation purposes.

• Excellent verbal and written communication, interpersonal, presentation and facilitation skills.

• Knowledge and understanding of health terminologies/classifications such as SNOMED CT, ICD, LOINC or HL7 FHIR standards is an asset.

• Ability to meet travel requirements.

• Fluency in English is required; bilingualism in both official languages is an asset
