We are recruiting for an Early Learning Facilitator to support the Ontario Autism Program (OAP) Entry to School. This position may also support the EarlyON Child and Family Centre programs operated by Empower Simcoe as needed.
Using a child and family centred, collaborative approach to service delivery, this role prepares children with an Autism Spectrum Disorder (ASD) diagnosis to transition successfully to school. This position supports the child to experience success in a classroom environment by providing opportunities and teaching that build skills to optimize school success. Facilitators will contribute to the development of an Integrated Individual Education and Family Service Plan that is reflective of the families' visions and goals and is inclusive of all Early Intervention partners working with the child. This is a contract position ending on December 31, 2025.
Compensation Package:
- Work up to 37.5 hours per week;
- Minimum starting rate of pay is $28.73 per hour;
- 11 paid statutory holidays;

Working as part of a team, this position is responsible for the daily operation of our EarlyON Child and Family Centres and/or Satellite Centres. This includes providing age-appropriate programming for children age 0 – 6 and parent education, including workshops, information and referral. Raising The Village (RTV) is an international development organization dedicated to addressing ultra-poverty in Sub-Saharan Africa. By integrating direct program implementation with advanced data analytics, RTV drives sustainable impact in last-mile communities. Our Applied Learning Unit is pivotal to this missionensuring that learning, adaptive strategies, and program quality are continuously enhanced at the organizational, team, and community levels.
RTV's Venn department, predominantly based in Uganda, is the data and technology backbone of our organization, connecting advanced analytics, and custom software tools with field implementation to ensure data-informed decision-making at every level. This role will work closely with the Venn team, Implementation team and the Senior Leadership Team to shape the future of the Applied Learning Unit at RTV.
Role Summary
The Director of Applied Learning is a strategic leader responsible for embedding continuous learning and quality improvement across RTV's programs. This role transcends traditional learning and training functions by integrating data analytics, adaptive learning systems, and real-time feedback to elevate program performance at the organizational, team, and community levels. You will drive the design, implementation, and evolution of a dynamic learning ecosystem that transforms complex data into actionable insights, informs evidence-based decision-making, and accelerates our mission to end ultra-poverty in Sub-Saharan Africa.
In this role, you will:
- Craft and execute a long-term vision and roadmap for applied learning that aligns with RTV's strategic priorities.
- Serve as the connective tissue between Venn (data analytics and software development) and Program Implementation to advance our learning and innovation agenda for program methodology in a multi-country set up.
- Build and manage robust knowledge management systems, ensuring that best practices, program methodologies, and field insights are effectively captured and disseminated.
- Lead capacity-building initiatives across multiple levels.
- Represent RTV as a thought leader at industry conferences, donor engagements, and research collaborations, driving sector-wide dialogue on effective, sustainable poverty reduction models.
Key Responsibilities
Strategy & Leadership
- Define and execute a 3-5 year roadmap for Applied Learning Unit, ensuring it becomes a core function that catalyzes program effectiveness, and data-informed decision-making, for implementation staff, replication partners, and partner communities.
- Lead the Applied Learning department to function as an interdisciplinary hub, working seamlessly with Implementation, Venn (data insights and software development), Planning, Fundraising, and Communications teams.
- Drive a learning-first culture, ensuring that program evolution is informed by both quantitative impact data and qualitative field insights.
- Develop a strong Applied Learning Team based in Toronto and Uganda.
Organizational Learning and Knowledge Management
- Own the organizational programmatic learning agenda, and focus on advancing continuous evidence-based approaches to inform program evolution. This will also include developing clear processes to translate new research, pilot learnings, and field insights for program refinements and scale-up strategies.
- Design and oversee a structured knowledge management system to house RTV's evolving program methodologies, impact drivers, and learning insights in an accessible, scalable format.
- Ensure RTV's learning framework supports rapid replication by documenting clear, adaptable methodologies.
Program Quality and Impact
- Work closely with the Venn team to translate complex data analytics into clear, actionable insights for enhancing program quality and impact.
- Implement learning cycles, where qualitative insights from field teams + data analytics from Venn inform program refinements.
- Establish structured feedback loops where program staff, Learning Hubs, and partners contribute real-time field observations, challenges, and innovations.
User Learning & Capacity Building
- Design a structured learning system that ensures implementers understand RTV's evolving methodology and data-informed approach.
- Develop scalable training resources tailored for Implementation staff, replication partners, government workers and partner communities.
- Ensure that data-informed coaching prompts and recommendations are integrated into implementation tools and decision-making workflows.
Stakeholder Collaboration
- Engage with internal and external stakeholders to drive impactful research initiatives, program design improvements, and methodology evolution.
- Lead cross-departmental project-specific committees focused on program learning and innovation.
- Contribute to proposal development and donor reporting, ensuring evidence summaries are accessible.
- Represent RTV's learning model at sector-wide conferences, donor meetings, and research partnerships.

Job Overview:
As a Machine Learning Engineer II, you independently design, build, and maintain machine learning systems that deliver impact for our customers and business. You are responsible for deploying reliable, scalable solutions from credit scoring models to intelligent automation and LLM-powered features. You work across the stack to connect ML systems with real user value.
You own end-to-end workflows: from data ingestion and transformation to model training, validation, and online inference. You actively contribute to model quality, observability, and performance optimization. You also help standardize development practices, CI/CD, and deployment tooling for ML systems.
You are expected to integrate modern AI techniques including LLM APIs, embeddings, and generative workflows where appropriate, and help evaluate how they can enhance products and operations. You use AI development tools to accelerate delivery and improve testing and debugging. You also build and maintain automated data pipelines and model services, working across real-time and batch systems.
You work closely with product managers, data scientists, and business stakeholders to clarify problems, evaluate feasibility, and align technical solutions with strategic outcomes. You are a key contributor to the evolution of Springs ML platform and culture.
What youll do:
- Own development of production-grade ML and AI systems from data to deployment.
- Build automated pipelines for training, feature engineering, and model serving.
- Use AI tools to improve development speed and integrate AI capabilities (e.g. LLMs) into products.
- Optimize systems for performance, latency, and cost.
- Collaborate with cross-functional stakeholders to scope projects and communicate results.
- Monitor, retrain, and improve models based on feedback and system metrics.
What You Should Already Have:
- Experience deploying machine learning models into production systems.
- Proficiency in Python and tools such as scikit-learn, TensorFlow, PyTorch, or HuggingFace.
- Strong understanding of model lifecycle, MLOps, and data pipeline design.
- Skills in inference optimization.
- Ability to collaborate with data, product, and business teams on impactful ML features.
- Experience with testing, monitoring, and CI/CD for ML systems.
- Know-hows on cost/benefit analysis for different ML solutions, e.g. Lambda vs. Sagemaker Inference, OpenAI vs. xAI API.
- Comfortable working with AI technologies (LLMs, embeddings, etc.) in applied settings.

About the Role
The Director, Learning & Development, will lead the organization’s internal global academy, overseeing strategy, operations, and program delivery across the enterprise. This leader will drive leadership development, elevate technical learning, and embed a culture of continuous growth and innovation. Reporting to the VP, Talent & Career Development, and working closely with senior HR and business leaders, this role is both hands-on and highly strategic.
This is a rare opportunity to lead meaningful change while managing a skilled and collaborative team of four L&D professionals, including instructional designers, a digital learning specialist, and a program administrator. You’ll oversee a $2M annual learning budget and work with modern tools, including AI-enabled learning platforms and a best-in-class LMS.
Key Responsibilities
- Lead the global learning strategy and oversee the operations of the internal academy
- Build and enhance leadership and talent development programs aligned to business strategy
- Collaborate with HR Business Partners and senior leaders to integrate learning into organizational culture
- Guide a team of four L&D professionals, encouraging ownership, innovation, and high performance
- Leverage digital learning tools and platforms to drive accessibility, impact, and engagement
- Monitor and evaluate the effectiveness of programs through ROI and continuous improvement practices
- Provide change management and coaching support to senior leaders during transformation initiatives
- Champion the internal learning brand and ensure strong uptake across functions and geographies
- Build trust with key internal stakeholders and assess the current program landscape
- Identify and implement quick wins while developing a longer-term roadmap
- Evaluate and enhance existing leadership development initiatives
- Position the learning function as a strategic business enabler

- 10+ years in Learning & Development or Organizational Development, with 5+ years in a leadership role
- Proven experience building and executing enterprise-wide learning strategies across global technical environments
- Strong familiarity with modern digital learning platforms, LMS, and AI-enabled tools
- Background in Adult Education, Organizational Development, HR, or related field
- Strategic thinker with a track record of operational execution and measurable impact
