Characteristic Duties:
Under the general supervision of the Director of Corporate Security and By-Law Services and day-to-day direction of the By-Law Co-ordinator - Security and/or the Security Enforcement Officer Lead.

  • Conduct property patrols of designated CGS facilities and properties to prevent and respond to any threats to safety and security, with a specific focus for transit, Greater Sudbury Housing building, libraries, parks, and community facilities.
  • Respond to urgent and potentially volatile situations; investigate suspicious vehicles/activity, removing unauthorized persons from CGS property.
  • Accompany and provide safety and security support to Housing Operations staff while they deliver notices, conduct various types of inspections, and perform work in units identified by surveillance as units of interest.
  • Accompany and provide safety and security support to Transit staff and riders while on the bus, within the transit terminal, on platforms, and at GOVA hubs to reduce and address safety concerns as they arise.
  • Provide information and interpretation of CGS by-laws to officials, staff, and the general public. Issue fines and/or trespass notices to anyone in violation in accordance with the Trespass to Property Act Policy and CGS by-laws.
  • Exercise the power of arrest and detention, when required, following prescribed policies and procedures.
  • Work alongside Social Services staff and act as the first point of contact with citizen occupying an encampment on CGS parkland and at other CGS facilities.
  • Provide security services at council and at other public meetings as requested.
  • Consult with contractors, staff, and community partners to identify security-related concerns. Collaborate to support a response to these issues that considers safety, security, and linking residents to available community resources.
  • Perform investigations of incidents to ensure safety and integrity of CGS property and services; lay charges and issue trespass notices as required. Liaise with internal and external parties for coordinated response to joint investigations.
  • Collect, compile, and maintain evidence required for court action and prepare court documents and attend as a witness in court.
  • Perform emergency first aid services to public and staff, including the use of NARCAN and coordination of emergency services staff.
  • Assist staff and public in resolving situations by providing direction and offering advice and guidance. Issue parking tickets as required.
  • Write reports, file, and perform miscellaneous clerical duties. Collect, enter, and maintain information to track service level key performance indicators.
  • Assist other employees within the section with their duties during periods of overload, vacation, or absence.
  • Develop and maintain a thorough knowledge of CGS's Parks By-Law, Parking By-Law, and other applicable by-laws and CGS policies regarding safety and security of CGS facilities.
  • Develop and maintain a thorough working knowledge of CGS's Safety Manual and the applicable provincial legislation listed therein.
  • Perform other related duties as required.

Qualifications

  • College diploma in a related discipline (e.g., Law and Security, Police Foundations) from a recognized community college with Canadian accreditation, plus short specialized courses in law enforcement (e.g., Ontario Association of Property Standards Officers (OAPSO), Municipal Law Enforcement Officer (MLEO), etc.).
  • Must be certified in First Aid/CPR.
  • Must be able to successfully complete Step Training (e.g., De-escalation and Use of Force).
  • Over one (1) year up to and including two and one-half (2½) years of directly related mobile/foot patrol officer position, security and/or municipal or police law-enforcement experience, or two (2) years experience in the field of Property Standards.
  • Demonstrated ability related to computer software and administrative systems in a Windows environment (e.g., file maintenance, word processing, spreadsheet applications, information input/retrieval, email, etc.).
  • Knowledge of applicable legislation and related regulations. Must have a working knowledge of the Criminal Code of Canada and Trespass to Property Act.
  • Must be able to exercise sound judgement, possess honesty, integrity, tact, diplomacy, and be customer service oriented.
  • Knowledge of applicable by-laws and courtroom procedures.
  • Demonstrate organizational, analytical, and administrative skills, and ability to exercise judgement in procedures and methods used.

This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The Program Manager is accountable for the performance of assignments including recommendations, scheduling, financial performance, and client's satisfaction. Administers, coordinates, designs and delivers construction and maintenance services/solutions to clients. Supports the Business Unit(s) in the effective delivery of 24/7/365 Demand Services requests, planned maintenance, preventative maintenance and construction programs in a multi discipline environment. This role will focus on Demand Maintenance.

What you'll do

  • Planning, co-ordination, implementation, inspection of planned, preventative & emergency maintenance & construction programs;
  • To assess operating systems, provide recommendations to replace, extend life cycle, reduce/mitigate potential damages or reduction in life cycle of building components
  • Prepare/evaluate/execute service proposals (eg. RFP, quote, contract review etc) for construction, preventative, and demand service requests for clients on an on-call 24/7 basis.
  • Prepare, review, confirm, recommend on assigned projects; scope of work, contract reviews (including service level agreements)
  • Establish; client communication protocols, financial reporting, progress updates, scheduling and work activities to meet/exceed contract obligations.
  • Mitigate risks to client's assets through establishment of proven service standards. Assists their direct reports and clients in providing business operations performance reports
  • Coordinate with various departments at TCH to successfully implement assignments,.
  • Participate in JHSC meetings and/or committees as required
  • Prepare regular equipment/service audits as required.
  • Implement, evaluates and recommends corporate vendor management policy and procedures.
  • Supervise, mentors, trains and directs unionized service and administrative staff.
  • Coordinate all aspects of service delivery and staff deployment.
  • Manage staff's attendance: i.e. vacation requests, payroll input and monitor staffing capacity re: shifts, on call, call-out schedules.
  • Coordinate with Human Resources and respective Unions to deal with grievances, conflict resolution,
  • Health and Safety compliance, workplace accident and injury investigations & reporting.
  • Supervision of multi-disciplined vendors' pool, including performance evaluations, site inspection, service procurement and delivery strategies from concept to completion.
  • Preparation/review/development of resources.
  • Responsible for the project communication to all parties.
  • Prepare/Review/Conduct progress meetings/minutes and presentations to stakeholders.
  • Develop and manages stakeholder relationships.
  • Prepare and/or reviews project budgets including projections, tracking, adjusting and reporting costs anomalies, and reconciling costs quarter/year end.
  • Provide and recommends approaches on program /project budgets to Program Manager or designate
  • Provide sound technical recommendations when/where requested
  • Other duties as assigned

What you'll need

  • Minimum of 5 years of physical security job related experience
  • College diploma or trade certification in security design, general contracting, program/project/system management or equivalent work experience in a supervisory capacity in the above areas, with an emphasis in the architectural and related Security Systems/Maintenance fields.
  • Must have knowledge of the Security Systems/Maintenance principles, methods, materials and equipment inherent to, retrofit and preventive maintenance
  • Experience working in a consulting firm and managing multi-site portfolios will be an asset.
  • Sound knowledge of OSHA, Residential Tenancy Act. OBC, and related legislation
  • Experience supervising unionized staff is an asset.
  • Architectural/Engineering, By-Law and Code enforcement, Property Management, Trades (Mechanical, Electrical, Carpentry) Technical expertise in at least one of the following related disciplines: architecture, building sciences landscape architectural, HVAC systems, roofing systems, mold / asbestos training, construction trades (i.e. plumbing, electrical, mechanical, carpentry).
  • Contract administration, tender preparation, legislative & technical knowledge; experience in developing & monitoring budget plans; knowledge of all relevant construction and industrial codes including OHSA, Ontario Building Code, Gas Code, Fire Code and local By-Laws etc; extensive supervisory experience in a multi discipline work environment including unionized and non-unionized labour forces
  • Team development; Mentoring and coaching
  • Design experience in related disciplines an asset

  • Patrol and monitor premises regularly to maintain a safe and secure environment
  • Monitor CCTV cameras and alarm systems to identify potential security threats
  • Respond promptly to incidents and alarms, taking appropriate action as necessary
  • Conduct regular inspections of the facility to ensure compliance with security protocols
  • Provide excellent customer service by assisting visitors and addressing their inquiries or concerns
  • Collaborate with law enforcement agencies and emergency services when required
  • Write detailed reports on incidents, observations, and actions taken during shifts

Skills:

- Knowledge of loss prevention techniques and procedures

- Familiarity with law enforcement practices and regulations

- Strong observation skills with the ability to identify suspicious activities or behavior

- Excellent communication skills, both written and verbal

- Ability to remain calm and composed in high-pressure situations

- Good physical condition, as the role may require standing, walking, or patrolling for extended periods

Note: Prior experience in security or law enforcement is preferred but not required. Training will be provided.
