The Pembina Institute is seeking a senior analyst for our Transportation program based out of any one of our offices (Vancouver, Calgary, Edmonton, Toronto, Ottawa) with a preference for Toronto or Ottawa. Come join our team to research and develop policy to reduce emissions from the transportation sector.

Meet the team


Decarbonizing Canada’s transportation sector is a vital climate action that lowers emissions while helping businesses remain competitive. In the Pembina Institute’s Transportation program, we develop and advocate for smart policies that accelerate the shift to electric transportation, reducing operating costs, maintenance needs, and fuel price volatility. Focusing on the medium- and heavy-duty vehicle sector, the Transportation team works closely with internal and external partners to identify and build support for data-driven policy and program solutions. Our work takes a holistic approach, considering fleet operators, manufacturers, utilities, financial service providers, governments, workers, and communities. By advancing solutions that make electrification achievable, we help pave the way for a cleaner, more profitable, and sustainable transportation future.


The opportunity


Reporting to the Director, the Senior Analyst will provide research, strategic advice, qualitative and quantitative analysis, writing, government relations, and fundraising support for the program. The incumbent will work closely with internal and external stakeholders to ensure the Pembina Institute maximizes its impact in decarbonizing Canada’s transportation sector by monitoring emerging local and global economic and environmental trends and their implications.


Your key responsibilities


Research, analysis, and communication

  • Lead projects from inception to completion by applying leadership, project management, budget management, and funder reporting skills to ensure alignment with organizational objectives and enhance the Pembina Institute’s reputation.
  • Conduct policy and regulatory analysis, evaluating economic, environmental, and employment impacts of various policy options, and synthesize findings into accessible reports, briefing notes, and blog posts.
  • Serve as a spokesperson for the Pembina Institute in media engagements, stakeholder consultations, workshops, working groups, and coalitions, delivering consistent and compelling messaging.


Government and stakeholder relations

  • Collaborate on government and industry relations strategies with the Director, including planning, implementation, and advocacy to advance the Pembina Institute’s policy objectives.
  • Build and maintain relationships across multiple government departments and levels, representing the Pembina Institute’s priorities to officials and stakeholders.
  • Prepare and coordinate meetings by scheduling, setting agendas, and developing briefing materials and backgrounders.
  • Cultivate relationships with diverse partners including ENGOs, First Nations, private sector representatives, and government bodies to build broad-based support.


Strategic planning

  • Lead strategic initiatives that promote strong policies aligned with program goals and advocate for impactful regulatory outcomes.
  • Participate in planning processes at both the organizational and program levels, including leading specific activity areas and setting strategic objectives.


Fundraising

  • Collaborate on fundraising efforts with the Strategic Partnerships team and Director, including developing grant proposals and setting funding targets.
  • Maintain and grow a funder network to support program sustainability and expansion.


What we’re looking for


As a knowledgeable and detail-oriented professional, you bring a deep understanding of the transportation industry and Canadian climate policy, with strong research and analytical skills. With expertise in project management, you effectively establish, organize, and monitor deadlines and resources to drive results. Self-motivated and proactive, you take initiative while working independently under managerial guidance.


A skilled communicator, you engage stakeholders — particularly policy-makers and executives — with clarity and confidence. Your proficiency in analyzing quantitative and qualitative data ensures informed decision-making. Committed to sustainability and social change, your dedication is evident in both your professional and volunteer experiences.


What you bring


  • Undergraduate degree in sciences, business, economics, law, public policy, engineering, or a related field. Master's degree is considered a bonus.
  • Minimum three years of relevant work experience in industry, government, or the not-for-profit sector (or equivalent combination of education and experience).


Additional assets


  • Experience with energy and/or environmental policy advocacy.
  • Prior experience in sustainable transportation , including electric vehicles .
  • Experience with media and external communications.
  • Background in corporate sustainability, climate tech, or energy development.


The hiring range for the position is $73,542 to $4,048 annually based on a 37.5-hour work week , with a maximum range of 94,554. Within this range, individual pay is determined by factors including job-related skills, related experience, education and/or training, and internal equity.
