JOB SUMMARY:

Reporting to the Supervisor of Public Works, the Senior Facility Maintainer is responsible for maintaining indoor and outdoor municipal assets, buildings, and facilities. Maintenance activities include inspections, minor construction, and repairs to internal and external structures, plumbing, and mechanical systems. Other responsibilities include overseeing and performing snow removal, vegetation management, line painting, sidewalk repairs, asphalt repairs, maintenance and repair to street signs, and other related work.

The Senior Facility Maintainer provides training, support, and supervision of seasonal maintenance staff and other departmental staff as required.

DUTIES & RESPONSIBILITIES:

  • Ensures the efficient and safe operation and maintenance of the following facilities by referencing WSCC regulations, facility operational manuals, industry guidelines, and applicable government regulations. This includes but is not limited to:
    • Public Works Town Garage and Ancillary Buildings.
    • Town Hall.
    • Fire Hall.
    • Visitor Information Centre.
    • Landfill Office and Ancillary Structures.
    • Wastewater and Water Treatment Facilities.
    • Other facilities identified by the Supervisor of Public Works.
  • Maintains municipal assets, buildings, and facilities. This includes but not limited to the following:

  • Assists the Supervisor of Public Works in the general administrative duties of the Public Works maintenance program. This includes but is not limited to:

    • Reviewing and providing input to the supervisor regarding maintenance activities, as well as logging daily maintenance activities and work orders/reports as needed.

  • Ensures and upholds a safety culture for the operation and maintenance of all Town assets and infrastructure. This includes but is not limited to:
    • Model safe work procedures.
    • Contributing to creating a culture of workplace safety with colleagues and others.

KNOWLEDGE and SKILLS:

The following knowledge, skills and experience are required for an individual to be able to perform the duties of this position:

Education and Experience:

  • Completion of a Journeyman Certification Program in a related trade.

Purpose:
The Lifeguard is responsible for water safety education ensuring accident prevention and rescue, as and when required, for patrons at the swimming pool.

Scope:
The position of Lifeguard reports to the Aquatics Supervisor and works to uphold a culture of water safety, fitness, and enjoyment. The incumbent works to make the Don Stewart Aquatic Centre an attractive, welcoming, and inviting place, with safe and responsive programming, and quality service.


Responsibilities:

  • Maintains a culture of safety and enjoyment at the Aquatic Centre. This includes but is not limited to:
  • Informing the public of potential hazards near/around water and in the pool area through proper supervision & appropriate information sharing;
  • Monitoring and enforcing safe actions and behavior near and around the pool by all patrons;
  • Promoting safety - in and out of the water –at the pool as well as in the great outdoors;
  • Performing rescues as required;
  • Examining injured persons & administer first aid or cardiopulmonary resuscitation, if necessary, using training methods, medical supplies, and equipment;
  • Maintains the facility to ensure the swimming pool is safe and clean. This includes but is not limited to:
  • Working with the Facilities and Parks Supervisor, Facility Maintainers and Public Works staff as needed to ensure the safety and maintenance of the Don Stewart Aquatic Centre;
  • Conducting water chemistry tests and adjust as required;
  • Conducting water sample testing for bacteriology reporting;
  • Checking filters and backwash as needed;
  • Checking and changing caustic soda barrels;
  • Supporting Aquatics Supervisor in monitoring and maintaining supplies inventory required for swim programs, chemicals, first aid & cleaning.);
  • Ensuring floors, mirrors, counters, sinks, toilets, etc. are cleaned and sanitized in the bathroom as per procedural documents and training provided;
  • Cleaning deck, steam room, viewing windows, doors, staff changeroom, supply closet, slide, and other areas as per procedural documents and training provided; and
  • Inspecting facilities daily to ensure safety standards as per NWT Public Pool Regulations. Vacuuming pool as and when required;
  • Perform other related duties as required.

A. JOB SUMMARY:


The Facilities and Parks Supervisor is responsible for the maintenance, upkeep, safety and appearance of Town of Hay River community recreation infrastructure and assets, recreation areas and grounds. This includes a shared responsibility with Public Works for working to keep recreation and other municipal facilities clean, safe and secure.


The position of Facilities and Parks Supervisor reports directly to Director of Recreation and Community Services and supervises all recreation facility maintenance staff. In addition to working in partnership with the Public Works on asset maintenance, the position also has responsibility for staffing decisions; customer service function, administration, purchasing; janitorial & facility maintenance, capital project and maintenance plan budgeting, budget prep and implementation, and implementation of maintenance program needs.

B. DUTIES & RESPONSIBILITIES

1. Provides building supervision and facilities maintenance overall for recreation infrastructure and assets, directly and through the staff this position supervises. This includes but is not limited to:

  • Reviews all machinery trends, adjusts as necessary.
  • Repairs mechanical systems as required.
  • Monitors building maintenance requirements.
  • Assists in the maintenance of all recreation department assets.
  • Signs off on machinery as required by OHS law.
  • Records and catalogues all maintenance activities.
  • Identifies maintenance problems.
  • Performs emergency repairs.
  • Follows up on work requests.
  • Follows established preventive maintenance repairs.
  • Performs safety and security checks of facilities on a daily basis.
  • Oversees ice making and ensures seasonal maintenance is upheld.


2. Coordinates asset and infrastructure upkeep and maintenance for all Town assets with Public Works department staff, and ensures preventative maintenance through a planned, proactive approach. This includes but is not limited to:

  • Partnering with Public Works to develop and maintain the preventative maintenance system for the Town.
  • Monitoring and implementing the system.
  • Coordinating resources to accomplish required asset/infrastructure maintenance for the Town.


3. Undertakes administrative oversight and coordination for the community services facility maintenance responsibilities. This includes but is not limited to:

  • Purchasing, coding & correlating invoices & purchase orders.
  • Verification of invoices.
  • Arrange maintenance purchases as required.
  • Liaise with Public Works lead staff to coordinate work.
  • Develop & coordinate department operations including maintenance projects.


4. Supervises and supports staff positions. This includes but is not limited to:

  • Supervise the work and activities of 5 full-time staff and up to 10 part-time staff as required and verification of timesheets.
  • Undertake employee performance management, including annual goal setting/work-planning, annual performance appraisals, discipline as required in conjunction with Human Resources.
  • Provide regular feedback to subordinates as part of ongoing performance management of staff.
  • Ensure staff oversight in accordance with the Town of Hay River Collective Agreement.
  • Supervise facility during the day, respond to public inquiries, requests as required; and
  • Coordinate work with Public Works to deploy staff resources as needed on priority/required asset and infrastructure maintenance needs.


5. Ensure the safety and well-being of staff. This includes but is not limited to:

  • Monitor best safety practices in facilities maintenance management including preparing all required reports, confined entry and incident reports.
  • Coordinate with the lead on staff safety training within the Town of Hay River to ensure that staff are adequately and appropriately trained.
  • Build a strong safety culture by supporting staff to work safely and within their areas of skill and expertise.


6. Perform other related duties as required.


C. KNOWLEDGE and SKILLS:

The following knowledge and skills are required for an individual to be able to perform the duties of this position:


Education and Experience:

  • Completion of Journeyman certification in one or more of the following disciplines: electrical, plumbing, gas fitting, HVAC, or refrigeration, or equivalent. Boiler inspection certification would be considered an asset.
  • A minimum of five years’ experience in facility management is preferred.


Job Knowledge Requirements:

  • Basic knowledge of preventative maintenance and operation of recreation facilities.
