The Mustard Seed is seeking a Veterans Advocacy Program Supervisor who would be responsible for managing the Veterans Advocacy Program.

The Veterans Advocacy Program Supervisor will play a crucial role in overseeing and coordinating the implementation of The Mustard Seed's Veterans Advocacy Program in Calgary and Edmonton. This position involves supervising a team of advocates and peer support workers dedicated to providing wraparound support to veterans experiencing poverty, homelessness, or housing instability. The Supervisor will ensure the delivery of high-quality services aimed at reducing homelessness among veterans and their families and increasing housing stability. This position may be based in Calgary with the expectation that the incumbent will routinely travel between the two cities to provide in-person supervision.

Employment Type: Fixed Term (October 2025 to March 2028)

Schedule: Monday to Friday (8:00AM to 4:00PM), may include evenings and weekends

MAJOR DUTIES AND RESPONSIBILITIES:

  • Provide supervision, guidance, and support to veteran advocates and peer support workers.
  • Conduct regular check-ins, team meetings, and performance evaluations to ensure the effective delivery of services.
  • Offer coaching and professional development opportunities to enhance the skills and knowledge of team members.
  • Establish data collection methods to track service statistics, client feedback, and program impact.
  • Gather and analyze data to assess program effectiveness and identify areas for improvement.
  • Collaborate with community partners, veteran-serving agencies, and other stakeholders to promote program awareness and receive referrals.
  • Build and maintain strong partnerships with organizations involved in veterans' services to ensure coordinated support delivery.
  • Develop program implementation to ensure adherence to objectives and timelines.
  • Identify challenges or barriers to service delivery and make recommendations for adjustments as needed.
  • Support the development and implementation of strategies to enhance program effectiveness and efficiency.
  • Produce ongoing reports on program activities, outcomes, and impact for internal and external stakeholders.
  • Ensure accurate and timely documentation of client interactions, case management activities, and service provision.
  • Work with Health and Wellness Managers to develop, implement, and evaluate Health and Wellness policies as they pertain to the veterans advocacy program.
  • Document client interactions, client referrals and client progress on the Client Care and Management system (CCMS), and the clinics' electronic medical record (EMR) system.
  • Maintain accurate and up-to-date client records, ensuring compliance with legal and ethical standards.
  • Facilitate emergency interventions, as needed.
  • Provide input into program evaluation upon request

MINIMUM QUALIFICATIONS AND SKILLS

  • A passion to be part of ending homelessness in Alberta.
  • A minimum of an undergraduate degree in healthcare administration, public health, social worker, occupational therapy, nursing, or a related field is required; masters degree in the related field is an asset.
  • Previous experience and demonstrated success in supervising or managing teams.
  • Previous experience in developing programs, establishing procedures and policies and building clientele.
  • Minimum four years' experience working with vulnerable populations and homelessness; experience with veterans an asset.
  • Ability to effectively communicate, both verbally and in writing, with clients; members of the multidisciplinary team, and community agencies.
  • Knowledge of FOIP and HIA and ability to observe confidentiality standards.
  • A self-starter with the ability to work in a cross-functional team & accomplish goals.
  • Proficient computer skills (Microsoft Office Programs); experience with Homeless Management Information Systems (HMIS/ETO) and Electronic Medical Record (EMR) systems an asset.
  • Good organizational, time management skills and advocacy skills.
  • Excellent written, oral, and interpersonal skills.
  • Valid Driver's License (Class 5) including a clean driving abstract and access to a reliable vehicle and two million in liability insurance

WORKING CONDITIONS

  • This position is a mixture between Health and Wellness Centre, various Mustard Seed sites and external agencies both in Calgary and Edmonton
  • This position may entitle working and driving in extreme weather conditions. Being aware of the daily weather report is essential
  • Lifting, travelling, sitting, standing, walking, driving personal vehicle or a company vehicle are required as part of this role
  • Moderate physical effort required to successfully accomplish the essential job functions, such as entering data into databases, and responding to a fast-paced work environment
  • Moderate mental effort required to successfully accomplish the essential job functions such as counseling, referrals, training, and responding to sensitive and/or highly intense situations

Job summary
The Senior Director of Government Relations & Advocacy is a key member of the ACM leadership team.  This role provides strategic leadership for government relations (at three levels of government) at the OMA. It is responsible for leading an experienced team in providing advice and counsel on political advocacy, managing government related issues, and creating strategy to advance the cause of Ontario’s doctors. 

How you will make a difference

  • Develops and executes the OMA’s government relations strategies designed to influence government policy and budget planning. This involves managing relationships with key government stakeholders, identifying engagement opportunities to support the development and growth of strong relationships with key decision makers and influencers in and outside of government and to promote OMA’s position
  • Leads a team of senior government relations experts and external advisors to deliver planned initiatives and activities.  Liaises with internal stakeholders to identify strategic business priorities and government-related issues, providing expert advice, counsel and direction to senior leaders, and developing and presenting strategies to address issues and enhance relationships with government representatives. Makes presentations on proposed activities and to report on results to senior leadership
  • Oversees sustained grassroots advocacy campaigns and special projects, determining project/campaign goals, deliverables, success indicators and milestones, identifying strategies and tactics to reach targeted audiences and optimize engagement/participation, managing project teams, resources, tasks and timelines to ensure outcomes are achieved, delegating the preparation of speaking notes, briefing notes, invites, emails, etc. and evaluating outcomes and results of initiatives to determine opportunities for future improvements
  • Develops briefs, position papers and messaging, ensuring internal stakeholders, members and Health Care Advocates are kept apprised of developments and issues and to ensure external communications are aligned with government relations mandates and strategies
  • Directs staff activities, ensuring ongoing productivity and work quality, monitoring workloads, performance and adherence to policies and standards, managing staff performance and development, ensuring the availability of coaching and training opportunities and liaising with Human Resources Department to manage recruitment and on-boarding activities
  • Prepares and manages government relations and advocacy budgets, identifying operational and staff budget requirements, preparing projections, reviewing variances, and authorizing expenditures within budget
  • Identifies opportunities to improve government relations and advocacy initiatives, monitoring public opinion, industry best practices and emerging trends, and presenting recommendations for management approval
Requirements that are important to us
  • Undergraduate Degree in Public Policy, Political Science, Communications or equivalent; Master’s degree an asset
  • Minimum 15 years relevant experience. 
  • Professional accreditation from Canadian Public Relations Society (CPRS) or International Association of Business Communicators (IABC)
  • Knowledge of government, public opinion research, public engagement practices, community, stakeholder and member relations.
  • Expert knowledge of the mechanics of government at all levels, both related to the bureaucracy and the political spheres.
  • Ability to reach out to all levels of government to facilitate discussion and to advance OMA policy positions.
  • Knowledge of Ontario’s health-care system

POSITION SUMMARY

Reporting to the Chief Executive Officer (CEO) and working in close collaboration with the Network Director, Advocacy and Public Policy, CPF Branches in Alberta/NWT, Saskatchewan and Manitoba staff, you will support the CPF Network to proactively advocate for French Second Language (FSL) and to increase equitable access to opportunities and programs, ensuring active and full participation in a bilingual Canada.

Your main responsibilities will be to:

Government & Stakeholder Relations

  • Support CPFs engagement with provincial/territorial education authorities to promote awareness of the objectives of the Official Languages Act as they relate to French as a Second Language (FSL) education, and to encourage complementary measures aligned with relevant Education Acts and local priorities.
  • Coordinate and contribute to the planning of regular meetings and dialogue sessionsbetween provincial/territorial education authorities and key FSL community organizations to foster collaboration and information sharing.
  • Ensure compliance with provincial/territorial lobbying regulations by supporting accurate registration and reporting processes.

Policy Analysis and Development

  • Conduct in-depth research and analysis of existing policies, legislation, and emerging trends related to official languages and FSL education in Alberta/NWT, Saskatchewan and Manitoba.
  • Monitor legislative, regulatory, and policy developments within these jurisdictions to assess their potential impact on equitable access to high-quality FSL programs.
  • Develop evidence-based policy recommendations aligned with CPFs positions and responsive to the needs of members and stakeholders.
  • Prepare high-quality written materials, including detailed reports, one-pagers, summaries, briefing notes, and presentation decks, to effectively communicate research findings and policy recommendations to stakeholders, senior leadership and the Board of Directors.

Advocacy Support for CPF Alberta/NWT, Saskatchewan and Manitoba Branches

  • Work closely with CPF Branch staff and volunteer advocates to support the development of provincial/territorial advocacy strategies, including campaign planning and messaging.
  • Draft and edit supporting documents and tools such as briefing notes, policy briefs, letters, templates, and presentations to strengthen branch-led advocacy efforts.
  • Lead regional digital advocacy initiatives by developing messaging, managing online campaigns, and leveraging digital platforms to mobilize supporters, influence decision-makers, and advance Branch priorities.
  • Promote and support CPF Branch participation in public consultations related to FSL education, official languages policy, and linguistic duality.
  • Perform other related duties as assigned by the Director.

EMPLOYMENT CONDITIONS

Full-time position (37.5 hrs/wk) until March 31st. Renewal planned on a yearly basis, dependent on confirmed funding.

Starting salary, that is paid by-weekly, is commensurate with experience and qualifications ( 50,000 60,000) annually. The selected candidates performance will be evaluated after the completion of a three-month probationary period. Eligible for Group Benefits (Health, Dental, Vision, Life Insurance & Disability) and RRSP after 90 days.

QUALIFICATIONS AND CORE COMPETENCIES

  • Excellent oral and written communication skills in both French and English.
  • Post-secondary studies in political science, public affairs or administration, public policy or certification in government relations or in a field related to the purposes of the position. A bachelors in the fields mentioned is considered an asset.
  • Eligibility and ability to register as a lobbyistat the provincial and territorial levels, in accordance with applicable lobbying legislation and regulations.
  • A minimum of 3 years of work experience in the field of public policy development and analysis; stakeholder relations, strategic communications focused on political action, ideally in an association setting.
  • Excellent knowledge of the functioning of provincial/territorial educational authorities, public institutions and intergovernmental agreements.
  • Knowledge of the provision of French second language education programs and the Canadian Francophonie and its networks.
  • Ability to mobilize statistical data and research to develop convincing public policy arguments; demonstrate autonomy and a sense of resourcefulness necessary to obtain information and results.
  • Strong communication skills,proven research and writing capabilities.
  • Strong sense of interpersonal relationships.
  • Strong organizational skills, attention to detail and critical thinking; versatility and ability to handle numerous files simultaneously.

ADDITIONAL CRITERIA

  • Candidates must legally be entitled to work in Canada.
  • Experience in the not-for-profit sector, member or volunteer-driven organizations, is considered an asset.
  • Supports promoting learning of both official languages and a bilingual Canada.
  • The candidate must live in Western Canada (Alberta, Saskatchewan or Manitoba)

WORKING ENVIRONMENT

  • * Remote Work Model The CPF Network office allows a remote working model for this position according to the CPF National Employee Handbook.
  • The Regular office hours are between 8:30 to 4:30 (PST, MT or CST), Monday to Friday. The person must have the ability to work evenings and weekends as required. The position will require travelling multiple times per year.
