About the Role
The CM Sr. Associate role is responsible for the Configuration Management (CM) activities, which ensure that all CM functions relative to identification, configuration change, status accounting and audits are maintained in accordance with contractual requirements, CM practices, and QA standards.
The CM Sr Associate will facilitate all CM boards such as ECA (Enterprise Change Assessment), CRB (Change Review Board) and CIB (Change Implementation Board) as required. The CM specialist must be capable of supporting the analysis of a proposed Enterprise Change Request (ECR), and the implementation of approved ECRs to be incorporated into the product.
Primary Responsibilities
+ Process and evaluate Engineering Change Requests (ECRs), Change Orders (ECOs), and Variance Requests (RFVs).
+ Conduct impact analysis on ECRs to ensure thorough development from a Configuration Management perspective.
+ Plan, schedule, and lead cross-functional Configuration Review Board (CRB), Change Implementation Board (CIB), and Enterprise Change Activities (ECA) meetings as required.
+ Develop detailed change implementation plans and schedules for approved changes.
+ Maintain accurate product configuration traceability and update As-Built records based on change effectivity.
+ Apply approved RFVs to As-Built records.
+ Collaborate with the Program Management Office to address special customer configuration requirements and ensure proper documentation for review/approval.
+ Provide regular CM process guidance and support to internal customers, addressing priorities and resolving issues.
+ Support Functional Configuration Audits (FCA) and Physical Configuration Audits (PCA) as needed.
+ Contribute to the development and execution of department goals and projects.
+ Work with a continuous improvement mindset and support organizational initiatives.

Le MDN exploite une flotte de quatre-vingt-trois (83) hélicoptères CH-146 Griffon. Afin de fournir du soutien en service continu à la flotte d'hélicoptères Griffon tout en faisant progresser une foule de projets d'amélioration des capacités existantes ou d'intégration de nouvelles capacités à bord de la flotte, le groupe Programmes gouvernementaux canadiens est responsable de fournir des services de gestion de la configuration.

Relevant du Superviseur, OTechA & Service d'ingénierie au CH146 et en support au directeur, Ingénierie des systèmes en service du CH-146, de BTCL, le Spécialiste, gestion des configurations assumera les fonctions de coordonnateur de la liaison pour les activités de Mirabel et exécutera sur place les tâches de gestion de la configuration spécifiques dans le cadre du programme de navigabilité technique du MDN que voici :
+ Fournir des conseils et de la supervision sur place en ce qui a trait aux activités de gestion de la configuration au sein de plusieurs processus de gestion des systèmes d'armes du CH-146, tel que les approbations des modifications d'aéronef, les inspections spéciales, le changement au programme de maintenance préventive, le changement au programme de maintenance corrective, le document de sécurité aérienne et de navigabilité, l'approbation de pièces alternatives, la disposition technique, la déviation et le permis de vol.
+ Tenir à jour les systèmes de suivi de la documentation sur l'état de la configuration (DEC) en place conformément aux directives de gestion des systèmes d'armes du CH-146 en vigueur dans le Manuel des procédés techniques (MPT) de l'OTechA de Bell.
+ Assurer la coordination et le suivi des éléments propres à la gestion des systèmes d'armes du CH-146, comme les rapports d'état non satisfaisant, les identifications de la Défense nationale, les numéros d'immatriculation du matériel et les messages relatifs au CH-146.
+ Tenir à jour le plan de gestion de la configuration des systèmes d'armes du CH-146 et veiller à son exactitude pour le groupe Gestion des systèmes d'armes.
+ Fournir du soutien pour la préparation de la planification, de la coordination et de l'ordre du jour des réunions du Conseil mixte de gestion des changements.
+ Se charger de la planification, de la préparation de l'ordre du jour et du suivi des mesures à prendre pour le groupe de travail sur la gestion des configurations du personnel du groupe Gestion des systèmes d'armes du CH-146 et celui de l'OTechA de Bell, qui se concentre sur la politique de gestion des configurations et les améliorations des processus.
+ Assurer le suivi et le contrôle de la documentation préparée au bureau de gestion des armes du CH-146 dans le cadre de ses fonctions de gestion des données. Veiller à ce que les artéfacts produits par l'OTechA de Bell soient contrôlés dans l'environnement informationnel intégré du CH-146.
+ Déterminer l'incidence, sur les politiques et procédures de gestion des configurations de la gestion des systèmes d'armes du CH-146, d'une transformation des rôles en vertu d'une structure de l'organisation technique approuvée par le SOSA.

Participer à la formulation de solutions, superviser l'exécution et signaler les progrès.

**Exigences du poste / Qualifications**
+ Détenir un diplôme d'études collégiales ou une formation équivalente de technicien au MDN en maintenance des aéronefs ou dans un domaine technique connexe.
+ Minimum de quatre (4) ans d'expérience des activités de gestion de la configuration, de préférence d'un système d'armes aéroporté militaire (voilure fixe ou tournante).
+ Une expérience antérieure des processus de gestion du changement des Forces canadiennes est un atout.
+ Une formation en conduite d'activités de gestion des configurations ou expérience de travail équivalente.
+ Une connaissance fonctionnelle de l'anglais est obligatoire. Une connaissance fonctionnelle du français est aussi hautement souhaitable.

**Summary of job description**
DND operates a fleet of eighty-three (83) CH146 Griffon Helicopters. In order to provide ongoing in-service support to the Griffon fleet, while simultaneously advancing a multitude of projects related to the improvement of existing or integration of new capabilities onboard the fleet, the Canadian Government Programs (CGP) organization is responsible for providing Configuration Management (CM) Services.
This position is co-located in the offices of the CH146 Weapon System Management (WSM) organization of DND.
Reporting to the Bell ATO In-Service Systems Engineering Supervisor and supporting to the CH146 In-Service Systems Engineering (ISSE) Manager, the Configuration management specialist (CMS) will act as a CM liaison coordinator to Mirabel operations and perform specific on site CM duties under the DND Technical Airworthiness Program as follows:
+ Provide on-site CM guidance and oversight regarding the conduct of CM activities within a number of CH146 WSM processes such as Aircraft Modification Approvals, Special Inspections (SI), Aircraft Inspection Change Program (AICP), Corrective Maintenance Program Change (CMPC), Airworthiness and Aviation Safety Documents (AASD), Alternate Part Approvals, Engineering Disposition, Deviation, Flight Permit.
+ Maintain the in-place Configuration Status Accounting (CSA) tracking systems in accordance with the Bell ATO Engineering Process Manual (EPM), current CH146 WSM directives and work instructions.
+ Coordinate and track CH146 WSM specific items such as Unsatisfactory Condition Reports, National Defense Identifications, Equipment Registration Numbers, CH146 Messages and Quartermaster Transfer Orders.
+ Maintain the CH146 WSM Configuration Management Plan on behalf of the WSM to ensure that it is current and accurate.
+ Support preparation of Joint Product Change Board (JPCB) meeting planning, coordination and agendas.
+ Responsible for scheduling, preparing the agenda, preparing minutes, and tracking actions items for the CM Working Group between the CH146 WSM and Bell ATO staff, which focuses on CM policy and process improvements.
+ Tracking and controlling documentation prepared in the CH146 WSM office as part of a data management function. Ensure that Bell ATO produced artifacts are controlled within the CH146 Integrated Information Environment (IIE).
+ Identify impact on CH146 WSM CM policies and procedures resulting from a role transformation under an OWSS/ISS Approved Technical Organization construct.
+ Support access and transfer of CH146 WSM records that shall be used to populate a central CH146 CSA System
+ Liaise with proper authorities to obtain CH146 maintenance record information from various databases (Performa, ADAM, AMR, MDAP) for accurate CH146 status and maintenance research.
+ Assisting the WSM in the preparation for, and conduct of, configuration reviews and audits.
+ Perform other liaison duties related with coordination and control of Change Requests and Change Orders related to the as-authorized configuration of the CH146 and approved data set.
+ Support the ATO supervisor as an on-site ISS advisor and coordinator to the WSM AEO or representative on behalf of the BTCL CGP office and ISSE Manager in handling issues that fall outside standard operating procedures. Assist in developing solutions, providing oversight of execution and reporting progress.
+ Assist the WSM with airworthiness monitoring and reporting.
**Minimum required qualifications**
+ College degree or equivalent DND technician training in aircraft maintenance or related technical field is required.
+ A minimum of four (4) years of experience in exposure to configuration management related activities, preferably for a military airborne weapon system (fixed or rotary wings).
+ Experience with the Canadian Forces change management processes is an asset.
+ Training in the conduct of CM activities or equivalent working experience.
+ Functional knowledge of the English language is an absolute must. Functional knowledge of the French language is also highly desirable.
+ Knowledge of EIA-649 (Formerly MIL-STD-973) or MIL-HDBK-61 will be an asset.
+ Eligibility to be granted a "NATO Secret" security clearance.
+ Functional knowledge of the Windows Office (Excel, Word, etc).
+ Demonstrate good interpersonal skills and be able to work under pressure.
+ Strong organizational skills and attention to detail are essential, along with a strong desire and drive to improve performance and achieve objectives.
+ Ability to analyze and understand multiple sources of data , and find workable solutions to correct inaccuracies as required.
+ Functional knowledge in French is required.
+ Functional knowledge in English is required for this position, as it involves communication in English with Bell teams outside of Quebec and/or its suppliers, partners, and clients outside of Quebec.
