Job Summary
Reporting to the Chief Operating Engineer, the Assistant Chief Operating Engineer provides highly specialized technical skills/knowledge pertaining to all aspects of the power generation facility for the safe, efficient, and reliable operations and maintenance of the entire plant. Expected to perform various supervisory duties and fulfill the role as Acting Chief Operating Engineer as required during times the Chief Operating Engineer is unavailable in accordance with TSSA regulations. With ongoing training, mentoring, and leadership skills development, the Assistant Chief Engineer will prepare for progression into the role of Chief Engineer or other leadership positions. Normal reporting work hours are Monday to Friday, 40 hours per week. Work outside of normal working hours may be required.
Responsibilities
- Provide front line leadership in planning, scheduling, and execution of maintenance programs and plant outages;
- Provide training and mentoring to junior operating engineers; support site training program, on the job training,
- Lead the training for all operators on new systems, new programs and upgrades to any operational items which may impact operations,
- Assist in recruitment activities and interviewing candidates.
- Delegate work/tasks as required.
- Develop plant operating procedures, and oversee implementation of corporate initiatives;
- Monitor day to day safety and environmental performance and make recommendations for resolution of any issues;
- Prepare safety and environmental supporting documentation
- Monitor and maximize energy production; including the application of problem solving/ troubleshooting skills and root cause analyses;
- Participate in outage planning and scheduling
- Perform DCS trending and analysis.
- Provide expert advice on operational issues
- Support the monitoring of water & steam chemistry with operating staff
- Prepare technical reports, operation reports, operating procedures and studies/ testing;
- Support coordination and execution of various safety functions
- (LOTO), as well as general maintenance and operation activities; Provide coordination, direction, and advice to Engineering team in the performance of maintenance/operation techniques; Provide assistance to Commercial team and develop understanding of commercial impacts with all recommendations and decisions;
- Coordinate and supervise outside contractors and consulting personnel,
- Communicate effectively with various external government and regulatory agencies;
- Coordinate and prioritize work activities in conjunction with the planning/work management function.
- Meet station procedural and regulatory compliance.
- Support all operations and maintenance activities to achieve safety, performance, cost and reliability targets
- Analyze shutdown reports and make recommendations, initiate corrective action and review and improve operation procedures, analyze operating problems and implement long term solutions
- Carry out duties required by the Chief Operating Engineer
- Certified First Class Operating Engineer or Second Class Operating Engineer working toward obtaining a First Class designation.
- Minimum of 7 years related power plant experience in plant operating/maintenance
- Strong interpersonal and leadership skills;
- Strong knowledge and experience with gas turbines, steam turbines, HRSG steam production and all associated plant auxiliary equipment in both maintenance and operations.
- Excellent analytical and problem solving skills.
- This position requires candidates to:
- Have and maintain a valid driver's license.
- Successfully complete a criminal record check.

Requirements:
- Education/Certification: Ontario 3rd (Third) or 4th (Fourth) TSSA Power Engineering License.
- Experience with operating boiler equipment via DCS & its auxiliaries is an asset.
- Willing to learn in a fast-paced industrial environment.
- Strong level of maturity, interpersonal, and communication skills.
Responsibilities:
- Performs testing on all boilers and condensate systems.
- Assists with the operation of gas boilers.
- Adjusts chemical feed rates to maintain residuals.
- Visually checks equipment under his care (fans, stokers, grates, dampers, valves, and controllers) on all levels of the Steam & Effluent Plant.
- Blows down water columns and gauge glasses.
- Monitors softeners for hardness and regenerates softeners when necessary.
- Mixes and maintains caustic tank and feed rates.
- Assists during plug-ups on wood waste system.
- Assists Biomass Operator on loader at times.
- Changes charts and performs data entry in computer.
- Records any operational problems in the operation logs.
- Changes various filters around the plant (precip, degasifier, MCC room, etc).
- Assists with lockouts.
- Assists with the chemical unloading.
- Checks and starts up air compressors when required.
- Performs duties as assigned by the Shift Engineer as required (other mill areas).
- Takes steps needed to be taken in case of loss of a critical piece of equipment to ensure boilers stay operating.
- Support the Chief Operating Engineer and uphold the TSSA Operating Engineers’ Act and regulations.
