The Winnipeg Football Club is seeking a detail-oriented and driven Capital Projects Manager to support the planning and execution of capital projects at Princess Auto Stadium. This role is responsible for managing project timelines, managing contractor schedules, procurement, and assisting with budget tracking and documentation. The successful candidate will work closely with architects, engineers, trades, and internal stakeholders to ensure projects are delivered on time, on budget, and to specification.
Key Responsibilities
Project Coordination & Execution
- Assist in the development and execution of capital project plans, timelines, and deliverables.
- Coordinate with contractors, vendors, and consultants to ensure project milestones are met.
- Support the Director of Stadium Operations with daily oversight of active construction and maintenance projects.
Procurement & Vendor Management
- Prepare and issue RFPs/RFQs for capital projects and services.
- Obtain and evaluate quotes from contractors and suppliers.
- Track purchase orders, contracts, and change orders.
Site Oversight & Communication
- Conduct regular site walks to monitor project progress and safety compliance.
- Act as liaison between internal staff and external consultants, engineers, and trades.
- Attend project meetings and record minutes, action items, and deliverables.
Documentation & Reporting
- Maintain organized project documentation including schedules, drawings, permits, and correspondence.
- Assist with preparing capital project reports and updates for senior leadership.
- Track expenditures and help monitor adherence to approved budgets.
Compliance & Quality Control
- Ensure work meets building codes, safety standards, and project specifications.
- Support submission and follow-up on permits, inspections, and close-out documentation.
Requirements
- Diploma or degree in Construction Management, Civil Engineering, Architectural Technology, Project Management, or a related field.
- 3+ years of experience in a project coordination role, preferably in construction or facilities management.
- Experience working with consultants, trades, and contractors.
- Knowledge of building codes, permitting processes, and construction documentation.
- Proficient with Microsoft Office and project management tools
- Excellent organizational and communication skills.
- Ability to manage multiple priorities in a fast-paced, deadline-driven environment.
- Passion for sports and live events is an asset.

Job Summary:

QUALIFICATIONS
Applicants must be/have:
- Minimum 5 years of progressive experience in financial management, with a focus on capital projects, infrastructure, or construction.
- CPA designation.
- Strong understanding of project finance, capital budgeting, and cost control principles.
- Proficient with financial systems and Excel-based modeling; experience with ERP systems is an asset.
- Demonstrated ability to work with multidisciplinary project teams and communicate financial insights effectively.
Preference may be given to candidates with the following:
- Experience with ERP systems and project accounting software.
- Knowledge of IFRS and ASPE related to capital projects and asset management.

Job Overview
Reporting to the Executive Director, Infrastructure and Facilities, the Director, Capital Projects and Asset Management has strategic and operational responsibility for the Haisla Nation Council’s Capital Projects and Asset Management department, including capital and housing projects and facilities. Within this department, the Director is responsible for planning, developing, managing, and maintaining capital and housing projects that meet the diverse needs of the community while respecting cultural values, promoting social inclusion, and empowering individuals and families to thrive. The Director, Capital Projects and Asset Management, guided by the Haisla Nation Council’s mission and the Executive Director, Infrastructure and Facilities, will influence the strategic direction of the department. Working closely with a wide variety of internal and external partners, the Director, Capital Projects and Asset Management must consistently connect with colleagues and members to ensure they are accurately representing the Nation’s vision, beliefs, and ideals.
The Director, Capital Projects and Asset Management is responsible for the leadership, management, and supervision of the Manager, Capital Projects and Asset Management and Manager, Housing.
Organizational Status
The Haisla Nation is the band government of the Haisla people. Our mission is to build a powerful, prosperous and proud community, healthy in mind, body and spirit. We are about 2023+ people, with approximately 700 living in Kitamaat Village. We have lived off the land and waters of our traditional territory for thousands of years, and it remains the focus of all we do.
The Capital Projects and Asset Management department is established to efficiently manage, develop, and maintain the infrastructure assets of the Haisla Nation. It aims to ensure sustainable growth, community well-being, and the preservation of cultural heritage through strategic planning and effective execution of capital projects, including safe, affordable, and culturally appropriate housing solutions.
Duties & Responsibilities
Strategic Leadership: The Director, Capital Projects and Asset Management collaborates with the Executive Director, Infrastructure and Facilities to develop the strategic and operational plans for the Capital Projects and Asset Management department in alignment with organization-wide objectives.
- Participate in strategic planning initiatives with the Executive Directors and Directors.
- Develop and implement the Capital Projects and Asset Management strategic and operational plan (showing key milestones, goals, and budgets).
- Monitor progress of the Capital Projects and Asset Management strategy and plan and recommend strategies to mitigate risks and address issues so that work is completed within approved timelines with intended benefits.
- Ensure the development and delivery of high-quality services and outcomes that are consistent with the mission, principles, values, policies, and procedures.
- Recommend and lead new initiatives in alignment with current trends in the field and the Haisla Nation Council’s vision to ensure expansion and growth in the organization’s housing impact, including obtaining new resources, space, and funding.
- Integrate principles of environmental sustainability and stewardship into all aspects of Capital Projects and Asset Management practices to minimize ecological impact and promote resilience.
- Implement proactive maintenance programs to preserve the longevity and functionality of existing assets, minimizing downtime and operational disruptions.
- Participate as an organizational representative in collaborative partner networks and in related community, social, and economic development activities.
- Provide analyses, recommendations, and/or reporting to the executive leadership team as requested.
Departmental Leadership: The Director, Capital Projects and Asset Management oversees and manages the strategic operations of the Capital Projects and Asset Management department.
- Work with departmental staff to oversee and ensure adherence to department purpose, principles, policies, and procedures.
- Oversee the management and monitoring of the Haisla Nation Council’s properties and capital projects that align with the department’s mandate.
- Build the capacity of departmental staff to effectively deliver on department goals and ensure service delivery is cohesive, efficient, and aligned with strategic objectives.
- Work with internal and external service providers to ensure programs are relevant, coordinated, and integrated within larger systems of care (when relevant).
- Implement appropriate monitoring and evaluation frameworks for all departmental deliverables to drive continuous improvement and impact of the Haisla Nation Council’s services.
- Develop and maintain departmental policies and procedures.
- Ensure all required reporting is completed accurately and on time.
- Collaborate with external partners, such as BC Housing, to inform service delivery and ensure the organization’s services are consistently presented positively.
Financial & Risk Management: The Director, Capital Projects and Asset Management develops and oversees the department’s budgets, ensuring sound financial management, while also minimizing any risk to the Haisla Nation Council.
- Develop and monitor departmental budgets and reporting requirements.
- Direct departmental staff in maintaining appropriate fiscal controls to ensure operations are within the scope of the annual budget.
- Liaise with the Finance department to ensure financial metrics are identified and tracked for optimal fiscal reporting and performance.
- Ensure that effective risk management activities are developed, implemented, and evaluated.
- Ensure departmental activities are in compliance with policies, procedures, and legal standards.
People Leadership: The Director, Capital Projects and Asset Management supports the capacity and capability of their direct reports, including their professional development. The Director, Capital Projects and Asset Management is a resource and mentor to the team, providing guidance and direction on risks, issues, or problems to ensure services achieve intended benefits and meet expectations.
- Foster a respectful workplace and cooperative working relationships with all employees.

- Lead and attend required departmental and other related meetings with staff and the community.

Skills & Qualifications
- Master’s degree in a related field, or an equivalent combination of training and experience.
- 7 to 10 years of experience providing organizational and operational leadership, particularly as it relates to housing and property development and management.
- Experience working for a band government or Indigenous organization is an asset.
- Ability to set goals and develop a strategic plan and shared vision for the department.
- Ability to provide strategic direction and leadership to direct reports and ongoing support for their performance and development.
- Strong proficiency in using Microsoft Office (Outlook, Word, Excel, PowerPoint).

The Team
Our Infrastructure and Capital Projects practice is comprised of over 600 sector experts and specialized consultants across the Globe. We combine strategic and operational expertise with a deep technical knowledge to support developers, sponsors, lenders, and projects leader to select, structure, improve and execute Capital Projects in a more efficient and sustainable way.
We are expanding our Infrastructure & Capital Projects business and are searching for staff in the eastern and western regions of Canada
How you will contribute
- Plan, coordinate, and oversee engineering projects across their full life cycle.
- Define project scope, goals, and deliverables in collaboration with stakeholders.
- Develop detailed project schedules, timelines, and budgets.
- Lead project teams, facilitating communication between engineering, product, quality, and manufacturing departments.
- Manage resource allocation and resolve any technical or organizational roadblocks.
- Monitor project progress and adjust plans as needed to meet milestones.
- Conduct risk assessments and implement mitigation strategies.
- Ensure compliance with engineering standards, safety regulations, and company policies.
- Provide regular status reports and updates to stakeholders and executive leadership.
- Drive continuous improvement in project management practices and tools.
Qualifications
- Bachelor’s degree in Engineering (Mechanical, Electrical, Civil, or related field); Master’s degree or PMP certification is a plus.
- 15+ years of project management experience in an engineering or technical environment.
- Demonstrated success in managing complex, cross-functional engineering projects.
- Familiarity with engineering software tools (e.g., AutoCAD, SolidWorks, MATLAB).
- Proficient in project management software (e.g., MS Project, Jira, Asana, Smartsheet).

Position summary:
The Manager, Project Management and Planning is a dynamic and experienced leader that plays a critical role in overseeing Runnymede’s portfolio of projects and aligning them with strategic goals. This role leads and executes through the lifecycle of operational and strategic projects, including supporting the establishment of the Post-Traumatic Stress Injury (PTSI) Centre of Excellence. The role will focus on maintaining project management standards and tools across Runnymede.
Responsibilities include:
- Oversee a comprehensive portfolio of multiple projects aligned with Runnymede's strategic vision and priorities through managing the intake, progression, and evaluation of projects.
- Develop and maintain an Integrated Program Plan for the PTSI Centre of Excellence, engaging functional leaders.
- Identify interdependencies across projects and propose resource optimization opportunities.
- Implement project portfolio governance frameworks/processes to ensure accountability and effective decision-making.
- Identify and manage project portfolio risks and issues that may impact successful delivery, and develop and implement mitigation strategies.
- Manage individual strategic projects across the enterprise, as well as high-priority operational projects.
- Develop detailed plans addressing scope, budgets, timelines, resources and metrics.
- Identify project stakeholders and ensure effective communication throughout project lifecycles.
- Support execution and monitoring of projects to deliver within timelines, scope, and budget.
- Proactively identify and manage risks, adhere to regulations and implement quality reviews.
- Develop a clear intake and prioritization process for projects across Runnymede, with alignment on ownership and accountabilities.
- Establish and deploy project management methodologies, templates, and tools.
- Implement and maintain robust project governance structures and processes (e.g. routine project team/portfolio meeting cadences, checkpoints (project gating), etc.) per leading practices and organizational policies, to ensure effective decision-making, accountability, and coordination across stakeholders.
- Mentor Project Management and Planning team members and manage resourcing needs.
- Provides leadership of Runnymede’s vision, mission, and values and mentors staff.
The successful candidate will have the following qualifications/experience:
- Bachelor’s degree in Business or Healthcare Administration, Project Management, or equivalent (post-graduate degree preferred).
- A Project Management Professional (PMP) certification is preferred.
- Minimum 5-8 years of progressive experience in portfolio and/or project management overseeing and executing on strategic and operational projects, and leading organization change management initiatives with at least 3 years in a healthcare setting.
- Experience managing complex projects (within mental-health rehabilitation hospital, or healthcare environment preferred)
- Working knowledge of, or willingness to learn legislation as it pertains to the Hospital Sector
- Strong planning, execution, and risk management abilities, with excellent communication, negotiation, and relationship-building skills.
- Proficient computer skills in Microsoft Office Suite, database management, query/project management software/tools.
- Exceptional project/portfolio planning skills including the development of detailed plans establishing scope, budgets, objectives, timelines, milestones, dependencies, metrics, and resource requirements.
- Strong change management leadership skills to plan for, support, and measure adoption of people, process, and technology related shifts associated with projects.
- Knowledge of healthcare regulations and compliance requirements. Ability to maintain confidentiality as per PHIPA (Personal Health Information Protection Act).

At GEI, we are seeking a highly motivated and experienced Senior Project Manager to lead cutting-edge infrastructure planning projects in the water, wastewater, and stormwater sectors. With a minimum of 8 – 10 years of experience, you’ll play a key role in shaping large-scale, transformative projects, including master plans, feasibility studies, area servicing plans, intensification studies, hydraulic modeling assignments, and environmental assessments. This is an exciting opportunity to drive impactful change, collaborating with multi-disciplinary teams and leading innovative solutions for diverse clients.
Essential Responsibilities & Duties
- Lead and provide technical guidance on complex infrastructure planning projects within any or all of our water, wastewater or stormwater practices.
- Coordinate efforts within the infrastructure planning team, ensuring smooth execution and exceptional project delivery across various sectors.
- Perform specialized technical tasks such as cost estimation, servicing strategy development, and network analysis, leveraging your expertise in water, wastewater, or stormwater infrastructure.
- Deliver outstanding project outcomes, from technical reports and client presentations to modeling outputs and GIS mapping.
- Take an active role in proposal development, client communication, and relationship management, contributing to GEI’s ongoing success and expansion.
- Cultivate and strengthen new and existing client relationships, advancing GEI’s reputation and portfolio in the water/wastewater/stormwater sector.
Minimum Qualifications
- At least 8-10 years of relevant experience in infrastructure planning, particularly within the water, wastewater, and stormwater sectors.
- Professional qualifications in engineering, planning, or a related field preferred.
- Hands-on experience with Canadian/GTA municipalities, servicing analysis, and network analysis.
- Experience with GTA master planning and Class EA processes.
- Solid background in municipal engineering design and construction is a plus.
Exceptional communication skills, with the ability to lead client-facing interactions and collaborate effectively within diverse project teams.
• Proficiency in GIS tools, and hydraulic modeling software is a plus
