The Opportunity

We are seeking a strategic, experienced, and values-driven Chief Financial Officer (CFO) to join our Executive Team. Reporting directly to the CEO and serving as Treasurer to the Board of Directors, the CFO will lead finance, accounting, payroll, and contracts & analytics. The role is accountable for ensuring compliance with Canadian standards, maintaining a strong control environment, and supporting the sustainability of the organization.

The CFO will also act as a key advisor to the CEO, Board, and senior leadership, providing financial insight and analysis to guide planning, investment, and risk management. This position requires a balance of strategic leadership and operational oversight.

Key Responsibilities

  • Provide financial leadership to the CEO, Board, and senior management to support decision-making and organizational strategy
  • Lead financial planning, budgeting, forecasting, and reporting across Commissionaires Ottawa and its subsidiaries
  • Oversee contracts & analytics, ensuring compliance with federal contracting requirements (e.g., PSPC National Master Standing Offer) and supporting corporate planning through accurate analysis
  • Safeguard assets through internal controls, risk management, and treasury oversight
  • Ensure financial policies, systems, and practices meet professional standards and regulatory requirements
  • Lead, coach, and develop senior finance managers and their teams to maintain strong capability and succession planning
  • Collaborate with Federation CFOs and external stakeholders including auditors, regulators, financial institutions, insurers, and government authorities
  • Represent the organization in negotiations with federal government departments, benefit providers, and major partners

What You Bring

  • CPA designation (CA, CMA, CGA legacy streams) required; MBA or advanced degree preferred
  • Minimum 10 years of progressive finance and accounting experience, with 5+ years in an executive leadership role
  • Strong knowledge of Canadian GAAP/ASPE, not-for-profit financial management, CRA requirements, and PSPC contracting frameworks
  • Demonstrated success in financial leadership within complex, multi-division organizations
  • Exceptional ability to influence and collaborate with senior executives, Board members, and government stakeholders
  • Proven skills in risk management, enterprise planning, and policy development
  • Bilingualism (English/French) highly desirable given federal client base
  • Active or eligible for Government of Canada Secret Level Security Clearance

The Opportunity

The Adams Lake Indian Band (ALIB) is seeking a capable and experienced individual with

proven track record for the role of Chief Financial Officer (CFO) on site, in their Chase

office.

ALIB belongs to the Secwépemc Nation and is a member of the Shuswap Nation Tribal

Council (SNTC). With a population of 800 members; living both on and off reserve lands,

ALIB has grown significantly in the past few decades which created the opportunity for

change. As a result, ALIB has successfully developed new tools to deliver services in a

changing world, which has resulted in more and varied opportunities to create and

advance band programs, develop economic initiatives and to provide meaningful

employment.

The Role

The CFO will be accountable to Leadership, and is responsible for the Band's financial

activities and must ensure compliance with the Financial Administrative Law (FAL),

frameworks, and ALIB's policies and procedures. The CFO manages all financial matters

for the Band (including pay and allowances). This role necessitates excellent interpersonal

and problem solving skills with the proven ability to identify and implement process

improvements, and work with broad and diverse stakeholders.

Duties and Responsibilities:

CFO duties and responsibilities include, but are not limited to:

Financial Systems Management

●   Develop and supervise a system of financial control for the Band using financial authorities and financial control tools, maximizing the use of technology and sound financial practice.

●   Establish and monitor all financial services, such as audit services, contracted on behalf of the Band to ensure cost-effectiveness.

●   Establish procedures for the safekeeping and security of all accounting records and other documents or papers related to the financial operation of the Band.

●   Oversee the finance department.

●   Supervise the cash management program to obtain maximum financial benefit to the Band.

General Accounting

●   Prepare appropriate budget documents for allocation and commitment of the funds necessary to maintain program delivery and Band operations.

●   Perform an annual review of insurance programs and make recommendations.

●   Review and approve monthly internal financial statements and preparation of year-end financial statements.

Report Preparation and Presentation

●   Oversee the production of proposals, projections, and bids to ensure the formats are acceptable to the funding agency, and consistent with good professional presentation and accounting principles.

●   Oversee reporting to regulatory bodies in order to maintain support and funding.

●   Prepare and present verbal and written reports (including confidential reports).

●   Prepare written and oral reports (including confidential reports) for Chief and Council, as requested, to support the programs and other operations of the Band.

●   Provide other information/reports as required

Management Functions:

●   Ensure appropriate control systems are in place to maximize efficiency and effectiveness of the Finance Department including internal control mechanisms.

●   Develop and direct projects, programs, and systems.

●   Make actionable recommendations on both strategy and operations.

●   Prepares financial information for the annual report.

Responsibility to Teams within the Adams Lake Indian Band

●   Participate in Operational, Administration and Management Team meetings and contribute to the achievement of the goals of the team and Band.

●   Oversee Budget preparation involving the Directors, Department Managers, and review with Pillar Holders.

●   Responsible for development and implementation of finance policies and procedures; monthly department report to Chief and Council; asset management and meeting government reporting requirements

Knowledge, Skills and Abilities

●   Able to read, interpret, explain and comply with laws, regulations, policies, procedures and other documents as appropriate

●   Demonstrated skills in team leadership and development.

●   Exceptional written and verbal communication  with experience presenting and writing briefing notes, letters, and communique.

●   Knowledge of change management, personnel management and financial administration practices.

Required Education, Experience & Qualifications:

●   Certified Professional Accountant (CPA) in good standing (BC)

●   Minimum of five (5) years accounting experience at a senior level, preferably within a Band/Business environment, with an appreciation of First Nations values.

●   Management and leadership experience.

●   Experience with computerized accounting and computer applications (e.Adagio, ADP, Excel, Word, Outlook and Internet).

●   A University/College degree in business administration, public administration, government relations or a relevant field, and/or a combination of education and work experience.

●   Class 5 Driver's License.

●   A Criminal Records Check with Vulnerable Sector will be required – with results acceptable to ALIB.

Considered an asset:

●   Individual with a Masters degree in a field relevant to the position

●   Individual with an understanding of key programs and funding through Indigenous Services Canada and other Federal/Provincial funding mechanisms

●   Individual with knowledge of, and respect for Secwépemc history, traditions, and language.

Compensation:

A competitive compensation package will be provided including an attractive salary; dependent on candidate experience/qualifications, along with excellent benefits. Our client is seeking a strategic and experienced Chief Financial Officer (CFO) to lead financial operations and strategy across a diverse real estate development organization. Reporting directly to the CEO and Board of Directors, the CFO will oversee all financial activities, including budgeting, reporting, compliance, risk management, and capital planning. The ideal candidate will bring strong leadership, deep financial expertise, and a collaborative mindset to support long-term growth and operational excellence.

Your success will be defined by your ability to:

  • Lead the development and execution of financial strategies aligned with corporate goals
  • Collaborate with executive leadership to support business planning and growth initiatives
  • Mentor and guide divisional Controllers and Senior Accountants to enhance reporting and performance
  • Advise on corporate structure to ensure transparency and minimize legal and tax risks
  • Oversee accounting software usage and integration across divisions
  • Manage relationships with financial institutions and ensure compliance with reporting requirements
  • Provide strategic oversight to IT operations, including budgeting and software implementation
  • Coordinate quarterly financial forecasting and performance reviews with senior leadership
  • Identify financial risks and opportunities and implement mitigation strategies
  • Support project teams with financial alignment, costing, and profitability analysis
  • Manage cash flow, capital structure, and financing needs
  • Develop and review capital plans to support business growth
  • Lead negotiations with lenders and secure financing arrangements
  • Approve financial transactions and ensure adequate cash availability
  • Promote corporate governance best practices and contribute to board-level discussions
  • Prepare financial materials for board and committee meetings
  • Perform other related financial and accounting duties as required
Your strengths include:
  • CPA designation (required)
  • Post-secondary degree in Business, Accounting, or Finance (preferred)
  • 8+ years of executive-level financial leadership experience in mid-to-large organizations
  • Industry experience in real estate, construction, or healthcare (asset)
  • Strong understanding of accounting principles and Canadian tax regulations
  • Familiarity with financial software (e.g., Dynamics365, Sage, CaseWare, Concur)
  • Knowledge of compliance regulations at local, provincial, and federal levels
  • Valid Class 5 driver's license and clean driving record (required)
  • Ability to pass a comprehensive background check

Team Leadership & Development

Qualifications:


  • CPA or equivalent financial certification preferred.
