Role description:

Arcadis is looking for a Discipline Team Lead for their Mobility GBA (Global Business Area) Construction Management Group at their Toronto office. We are looking for a senior-level professional that combines technical expertise in transportation with leadership, business development, and project management responsibilities. The role focuses on delivering sustainable and innovative mobility solutions for public and private sector clients.

Role accountabilities:

This role is the go-to expert for technical matters related to transportation master plans, multi-modal transportation, and new mobility solutions. You'll oversee projects from inception to completion, ensuring quality and compliance with standards. This involves performing and delegating senior-level technical tasks, reviewing team outputs, and providing guidance and mentorship to junior engineers and field staff. You'll be responsible for leading and mentoring a dynamic team. This includes recruiting, motivating, and supervising team members, managing resources, and fostering professional growth to ensure project goals are met.

A key part of the job is building and maintaining strong relationships with clients at a senior level. This includes identifying new opportunities, preparing winning proposals, and presenting solutions to prospective clients to grow the business. The role requires a strategic mindset to stay abreast of market conditions, policies, and emerging trends in the mobility sector. This ensures that Arcadis's solutions are forward-thinking and aligned with industry demands.

The successful candidate will perform Project Management duties including assembling and managing project teams, controlling project budgets and schedules, quality control of deliverables, client interaction and management, and financial reporting. You will be expected to work to tight project schedules while ensuring quality of project deliverables, provide input and technical guidance to other staff including field staff and less experienced Engineers working on the same and other projects, while ensuring compliance with all applicable codes and regulations. You will also be responsible for leading successful project pursuits, including determining budget estimates and staffing requirements and managing/writing winning proposals.

The successful candidate will also promote and enforce a culture of safety on-site, ensuring that all teams, contractors, and trades comply with the Occupational Health and Safety Act and other relevant standards. The successful candidate will also ensure all Arcadis H&S training and requirements are fulfilled by all staff and in a timely manner.

Qualifications & Experience:

Education: A bachelor's or master's degree in a related field such as Project Management, Civil engineering, or a similar discipline.

Experience: Candidates to possess years of experience in Transportation Capital Project Management or engineering, with a proven track record of leadership in managing large, complex, multi-year transit or infrastructure projects or program.

Expertise: A recognized expert in the field with a strong professional network. Experience in leading major projects and consultation programs with various stakeholders (agencies, public, etc.) is highly valued.

Problem-Solving: Strong analytical, problem-solving, and decision-making skills to address complex technical and stakeholder issues.

Technical Knowledge: Advanced knowledge of project management and change management practices, including work planning, risk management, and budget management.

Leadership and Communication: Proven ability to build and maintain strategic relationships, negotiate effectively, and manage multiple direct reports. Excellent interpersonal, oral, and written communication skills to present complex ideas clearly to diverse audiences.

Excellent engineering, technical & engineering report writing and presentation skills is necessary.

What will I be doing?

  • Undertake site coverage and provide site presence over the project works from the context of safety, quality, environment, engineering/design compliance, functionality, and commissioning, and providing feedback and input to Delivery Teams.

  • Provide construction and project management level expertise into Metrolinx business units, which includes input into project and program schedules, policies and procedures, standards and standard development, engineering assurance, health and safety, workplan and design reviews, operating practices, and general best practices, lessons learned and industry standards.
  • Manage the identification and resolution of issues related to construction health and safety incidents, escalates high-profile, near miss, and complex matters to the Manager or Senior Manager, and recommends changes to methods, equipment, and materials to improve safety.
  • Develops relationships with external consultants, contractors, and stakeholders to secure cooperation in effectively coordinating overlapping work activities to ensure on-site performance and construction procedures meet legislation and regulatory requirements, contractual agreements, and Metrolinx safety requirements.

What Skills and Qualifications Do I Need?

  • Completion of a degree or diploma in Architecture, Engineering, Construction Trades, Occupational Health and Safety or a related discipline is an asset.
  • Demonstrates progressive experience in planning, design, construction, construction supervision, construction safety, and administration of infrastructure or similar large-scale projects. Railway experience is considered an asset.
  • Demonstrates progressive experience in project management, understanding contracts and change variations. Experience with different procurement models (P3, AFP, Alliance, DBB) is considered an asset.
  • Experience working in an Owner and/or Constructor organization with knowledge of the required roles and responsibilities is considered an asset.
  • Must be able to obtain qualifications in Canadian Rail Operating Rules (CROR).
  • Knowledge of the application of legislation and regulatory requirements governing health and safety in the construction industry for the implementation and maintenance of construction safety management plans and policies, procedures and best practices to ensure the safety and protection of employees, construction contractors and associated corporate values.
  • A valid Ontario Class G driver's license is required to travel to various site locations. Must meet and maintain the corporate standard for a good driving record.

  • Maintain governance oversight through a comprehensive, audit-ready log of all change requests, evaluations, approvals, and outcomes.
  • Safeguard compliance by ensuring all change documentation adheres to regulatory, contractual, and project requirements.
  • Proactively identify risks and opportunities associated with change and collaborate with project leadership to define robust mitigation and optimization strategies.
  • Protect project outcomes by implementing measures that minimize disruption and reinforce commitments to safety, quality, and delivery timelines.
  • Advance continuous improvement by leveraging lessons learned, data insights, and stakeholder feedback to refine change management practices.

What You Bring To The Team

  • Bachelor's degree in Civil Engineering, Construction Engineering, or some other construction-related field of study, or equivalent.
  • 7-10 years working in the multi-disciplinary/complex construction industry (i.e., engineering-, architecture-, or construction-related, or equivalent), preferably with execution of industrial facilities.
  • Experience working specifically on large projects.
  • Experience in change management and decision taking mechanisms.
  • Exceptional organizational and analytical skills with high attention to detail.
  • Strong written and verbal communication skills for effective reporting and coordination.
  • Ability to handle multiple tasks and prioritize effectively in a dynamic, fast-paced environment.
  • Can read and understand construction drawings and specifications.
  • Understands the nuances of the design and construction process.
  • Able to work safely on an active construction site in accordance with the Health & Safety Plan.
  • Can communicate in a professional manner with engineers, architects, and construction managers both verbally and in writing.
  • Has high degrees of team orientation and social competence.
  • Detail oriented and will diligently ensure that components of the project meet the overall goal.
  • Ability to work under pressure and manage multiple projects simultaneously.
  • Strong organizational and time management skills.
  • Primarily on-site at construction projects with some time spent in the office for coordination and planning.
  • Certification in Project Management or Change Management (e.g., PMP, CCMP).
  • Familiarity with regulatory requirements and standards related to large construction projects is an asset.
  • Experience in Oracle ACONEX and Primavera is an asset.
  • Experience working within large, complex project teams and actively participating in construction meetings.

Essential Responsibilities

  • Perform detailed quantity take-offs for all estimate areas, ensuring clear documentation for project team handover, including safety and security requirements per Ledcor policies and applicable legislation
  • Analyze plans, specifications, proposals, and other documentation to prepare comprehensive bid estimates, including site visits, quantity take-offs and pricing
  • Integrate drawing specifications, terms, and conditions into bids and review RFIs prior to submission

Qualifications

  • Proficiency with MS Office Suite, Onscreen Take Off (OST), and related estimating software; familiarity with BIM modeling is an asset
  • Strong understanding of trade-related drawings, specifications, and construction documents, with the ability to assess their completeness
  • Market knowledge of construction costs, budgets, and project schedule development

  • Lead the estimating team and have overall responsibility for the creation of budgets and estimates.
  • Manage and coordinate the people, software and other resources used to perform the estimating function.

  • Assigns responsibilities for estimating team on each project.

  • Identify risk issues and their order of magnitude.
  • Mentor estimators and project coordinators and provide support whenever necessary.
  • Prepares instructions to bidders, bid form, and other bid solicitation information.
  • Ensures the flow of project information is maintained and documented.

Qualifications & Skills:

  • 5+ years of estimating experience in the residential and commercial construction sector.
  • Successful estimating portfolio in residential, commercial and/or institutional projects.
  • Effective oral and written communication skills.
  • Ability to lead a team of individuals towards a common goal.
  • Must possess a strong work ethic and ability to meet deadlines.
  • Proficient in Microsoft Office with experience in Heavy Bid software an asset.
