Manitoba Keewatinowi Okimakanak Inc. (MKO) is currently searching for a highly motivated individual to join our Indigenous Health Equity Fund (IHEF) team as a Policy Analyst. This position offers a unique opportunity to contribute to the improvement of healthcare outcomes for First Nations communities in northern Manitoba. Working under the guidance of our IHEF Administrator and IHEF Funding Officer, the successful candidate will contribute to the research, analysis, and policy development initiatives, providing analytical insights that inform policy decisions and program development, ensuring that program initiatives are aligned with current health priorities and comply with regulatory frameworks.

Roles and Responsibilities

Policy Research & Analysis:

• Conduct comprehensive research on legislative, political, socioeconomic and First Nation issues.
• Monitor local, regional, and national health policies and regulations.
• Environmental scanning and reports on local, regional, and national issues and other processes relevant to policy implications for MKO Nations.
• Providing policy and strategy development support on political issues, and political strategy recommendations.
• Analyze policy impacts on health equity and provide actionable recommendations.
• Develop clear, evidence-based reports, discussion papers, position papers, and briefings that translate into actionable pathways.
• Assist in identifying emerging trends and policy shifts that could impact MKO Nations.
• Collaborate with senior staff to ensure analyses are thorough and address desired perspectives.

Stakeholder Engagement & Communication:

• Liaise with policymakers, government agencies, First Nation leaders, and partner organizations to gather information and to shape policy directions.
• Prepare presentations, briefings, draft correspondence for internal and external audiences.
• Represent MKO in meetings and public forums as required.

Program Alignment:

• Ensure program initiatives are consistent with best practices and government guidelines in health policy.
• Assist in maintain policy tracking system and relevant documentation.
• Coordinate schedules, meetings, research activities to ensure efficient time management and organizational priorities.
• Provide general support to the IHEF team.
• Other duties as assigned.

Education and Experience

• Bachelors degree in Public Policy, Political Science, Indigenous Studies, Economics, or a related field (Masters degree is an asset).
• Demonstrated experience in policy research or analysis through professional work, internship, or academic projects.
• Ability to work across multiple fields and disciplines, adapting quickly to new challenges.
• Experience working with First Nations or Indigenous organizations is highly valued.
• Strong research and technical skills with an aptitude for gathering and synthesizing information.
• Excellent written and verbal communication skills, with ability to clearly present complex information.
• Exceptional organizational skills and the ability to manage multiple tasks simultaneously.
• Ability to adapt to a rapidly changing environment.
• Valid Class 5 Full drivers license and access to a reliable vehicle.
• Ability to travel and work flexible hours as required.
• Ability to travel by air, road, boat, skidoo and other means as necessary.
• Proficient computer skills and the ability to use Microsoft Office, Excel, PowerPoint and Outlook.
• Satisfactory Criminal Records Check, Child and Adult Abuse Registry Check, and vulnerable sector check.

Manitoba Keewatinowi Okimakanak Inc. (MKO) is currently searching for a highly motivated individual to join our Indigenous Health Equity Fund (IHEF) team as a Data Analyst. This position offers a unique opportunity to contribute to the improvement of healthcare outcomes for First Nations communities in northern Manitoba. Working under the guidance of our IHEF Administrator and IHEF Funding Officer, the successful candidate will actively develop and design data frameworks, ensuring data governance, and providing analytical insights that inform policy decisions and program development.

Role and Responsibilities

Data Collection & Analysis:

• Develop tools and methodologies to collect, analyze, and interpret program data.
• Establish regional processes for ongoing monitoring of First Nations health and wellness in the MKO region (including development and implementation of metrics related to health and wellness).
• Analyze data, facilitate interpretation of data analyses, and prepare reports and publications.
• Conducts all data analysis and ensures accuracy and interpretation of the data, as well as support all aspects of the IHEF projects and processes.
• Provide comparative analyses between data sources using appropriate statistical methods.
• Develop processes to support community-level surveillance.
• Write and develop policies, processes and protocols related to data.
• Identify significant factors and key trends as they relate to First Nations.
• Monitor and improve the quality of data within MKO.

Data Storage & Governance:

• Create secure systems for data storage and ensure compliance with data governance standards.
• Maintain, protect and respect confidentiality of data and security protocols & procedures of MKO.
• Ensure First Nations data managed by MKO and/or its partners aligns with OCAP Principles.

Reporting & Visualization:

• Generate dashboards, reports, metrics, and visualizations and processes (such as key performance indicators) that effectively communicate program performance and trends.
• Prepare written reports, briefings, and oral presentations summarizing findings, including detailed description of statistical methods, detailed analysis of results and synthesis of conclusions for a variety of audiences.

Stakeholder Engagement & Communication:

Operational Support & Training:

• Provide technical support and training on data tools for program staff to ensure data-driven decision-making.

Education and Experience

• Bachelor's degree in computer science, biostatistics, epidemiology, statistics, mathematics, economics, health sciences, or related field (Masters degree is an asset).
• Experience working with a range of government and non-government stakeholders.
• Experience conducting data analysis in relation to First Nations health issues.
• Working knowledge and experience with First Nation organizations or communities a definite asset.
• Experience working with administrative health data.
• Knowledge of key health, education, employment, justice, social and environmental issues impacting First Nations populations in Canada.
• Knowledge of epidemiologic, socio-demographic and statistical principles and methods as applied to the analysis of health, education, employment and other related issues.
• Progressive experience working in an analytical role with a focus on process review, quantitative analysis and performance measurement.
• Ability to define data points, organizing and analyzing data using statistical programs.
• Knowledge of OCAP Principles and how they apply to First Nations data sovereignty.
• Experience with data linkages and databases, as well as data extraction and linkage tools.
• Excellent written and verbal communication skills, with ability to clearly present complex information.

**ROLE***:**
Reporting to the Director of Finance, FP&A, the Financial Analyst will support Surerus Murphy North America’s equipment operations across multiple business entities. This role will manage the financial aspects of the equipment fleet, including billing, asset lifecycle management, and reporting for equipment operations as well as supporting the Finance team.

**KEY RESPONSIBILITIES***:**

- Manage monthly equipment billing cycles across internal business units and projects.
- Ensure accurate application of sales tax on equipment rentals, including GST/PST in Canada and State Sales Tax in the US.
- Classify and code equipment-related expenses to appropriate assets, cost objects, and GL accounts.
- Manage intercompany transfers of costs between entities, cost centers, and assets.
- Reconcile intercompany equipment transactions amongst the various entities.
- Coordinate CAPEX budget preparation with equipment operations team and senior management, including financial modelling to support investment decisions (NPV & IRR analysis)
- Maintain capital asset registers across multiple business entities, reconciling between financial systems and operational asset management systems.
- Manage asset depreciation schedules, including asset level tracking of disposals, additions, betterments, and write downs.
- Support asset disposal processes and validate fair market values.
- Create, verify and post transactions in Explorer.
- Support Power Apps system for accurate data entry and reporting.
- Track Rental Purchase Options (RPOs) and coordinate capitalization upon exercise, support analysis of RPO valuation.
- Ensure compliance with asset import/export protocols between Canada and US.
- Prepare monthly operational financial reporting across all North American equipment companies.
- Analyze monthly variance reporting, including actual vs. budgeted and forecasted spend.
- Support operations team in preparation of monthly operational reporting.
- Prepare quarterly equipment profitability reports by asset category and individual units.
- Support profitability analysis for externally rented assets.
- Generate utilization reports and cost recovery analysis for equipment fleet with Data Analysis team and Equipment Operations team.
- Ensure compliance with the authority matrix for procurement and disposals.
- Support external audit requirements and maintain documentation for equipment transactions.
- Support budgeting, forecasting, and financial planning activities.
- Ensure accurate, timely and consistent flow of information between partners.
- Support implementation of equipment management policies and procedures, including internal financial controls and processes to increase efficiency.
- Identify opportunities for process improvements in equipment financial management.
- Support the Finance team on an ad hoc basis.

**POSITION REQUIREMENTS***:**
*Qualifications*

- Post-secondary degree in business, accounting or similar field
- CPA (Chartered Professional Accountant) designation or near completion

*Experience*

- Minimum of three years as an Accountant or similar position with experience in financial analysis and/or reporting.
- Experience working in the construction industry is an asset.

- Understanding of the pipeline construction industry is considered an asset.


**WORKING CONDITIONS***:**
This position is based in our Calgary Head Office. Extended work hours may be required to meet fixed reporting deadlines. Some travel may be required.

About the Opportunity  

• Review fund administrator outputs for accurate accounting and financial reporting
• Maintain fund models for performance forecasting and liquidity planning, coordinating key inputs across the infrastructure team

Salary Range  
$65,000 - $75,000/year
