Position overview

Reporting to the VP, Airport Development and Asset Optimization, the Director, Asset Management is a key member of the senior leadership team, responsible for advancing and continuously improving YVR’s enterprise-wide asset management strategy. By establishing robust governance, data-driven practices, and an effective organizational structure, the Director ensures the airport maximizes the value of its assets and infrastructure while meeting customer needs and fulfilling YVR’s purpose of serving the community and economy.

With a commercial and systems-oriented mindset, the Director is accountable for optimizing the total lifecycle costs of YVR’s infrastructure and developing multi-year investment plans across all asset classes. This highly strategic role bridges operational, business, financial, and asset planning, contributing directly to organizational priorities and long-term objectives.

A collaborative leader and cross-departmental partner, the Director works closely with teams in Engineering, Project Delivery, Maintenance, IT, Finance, Supply Management, Operations, and others to embed a data- and technology-first mindset across the organization. Leveraging strong analytical and critical thinking skills, the Director translates complex data into actionable insights and evidence-based recommendations.

This pivotal role is fully supported by the Executive Team and requires a leader who fosters innovation and promotes a culture of diversity, equity, reconciliation, accountability, and continuous improvement.

Key responsibilities include:

  • Lead the continued development and implementation of a fit-for-purpose, enterprise-wide Asset Management Program, aligned with the Asset Management Policy and Strategic Asset Management Plan.
  • Champion and refine asset management data governance, including policies, standards, and asset data hierarchy; provide leadership in implementing the people, technology, and processes needed to improve asset data quality and completeness.
  • Ensure successful delivery and measurable outcomes of YVR’s Enterprise Asset Management System (Maximo) improvement project.
  • Oversee the development of individual asset management plans and service level agreements, ensuring consistency, alignment, and integration with organizational priorities.
  • Develop multi-year capital infrastructure investment plans across all asset classes, aligned with the strategic plan, corporate objectives, financial, operational, and climate priorities; lead the implementation of the Copperleaf Portfolio optimization system.
  • Monitor and report on the performance of the Asset Management Program, establishing goals, objectives, KPIs, and a reporting framework to drive continuous improvement.
  • Design, implement, and monitor change management strategies to support organizational adoption of asset management principles and practices.
  • Drive the ongoing improvement of the Asset Management System by staying abreast of industry best practices, participating in professional networks, and engaging external experts as needed.
  • Provide strategic and operational leadership to a team currently comprising two Managers and five staff, including establishing team structure, overseeing recruitment and performance management, coaching and mentoring, and supporting professional development.
  • Serve as a cross-functional leader and influencer, providing guidance and promoting consistency in asset management practices, including data governance and plan development— across all departments without direct authority.

Key qualifications include:

  • 15+ years of senior leadership experience in asset management within complex, asset-intensive organizations in the public or private sector with a minimum of 5 years in a senior leadership role
  • Post-secondary degree in engineering (with P. Eng designation preferred), architecture, project management, business, or a related field; an MBA, PMP, and/or certifications in Asset Management or Maintenance Management are considered strong assets.
  • Expertise in capital and infrastructure planning, leveraging technology, data, and systems to drive strategic outcomes.
  • Demonstrated success in implementing change management strategies and fostering organizational adoption of innovative asset management practices.

The analyst is responsible for supporting the Development team throughout the project cycle, including completing market research, financial analysis and assisting in the creation of reports, presentations and business plans that will deliver value-added management for the portfolio. Aside from regular reporting, this role will support the Development team in oversight of the property management operations to understand and implement asset optimization strategies while driving its value through aligning with high standards of operational performance and improving the overall tenant experience.

What will you do?

Below are some of the primary responsibilities you will be taking on in this role:

  • Work under the Senior Manager, Development to coordinate action items within the current Income Properties portfolio
  • Oversee asset management responsibilities for Dream’s Income Properties portfolio in Western Canada
  • Complete research on markets and specific sub-markets for opportunities based on our development strategy
  • Prepare financial underwritings and backup data for ongoing and future projects
  • Create and administer monthly reporting of KPIs and continuing to support teams in data collection relevant to the portfolio
  • Help to coordinate, communicate and facilitate with property managers and development through the financing, onboarding, lease up and operations of new projects including capex items
  • Assist in preparing monthly reporting to senior management and executives along with board memos and asset plans as required
  • Track performance and other KPIs and prepare reporting materials to various teams
  • Assist in the internal quarterly valuation process and annual 3rdparty appraisals
  • Assist in establishing annual business plans and operating budgets with property managers for the portfolio
  • Assist in maintaining a revenue management strategy for property managers to implement
  • Provide support on all Income Properties asset management strategies, as necessary
  • Attend meetings and coordinate execution of actions items
  • Maintain portfolio databases

What type of experience do you have?

These are some of the things we would like you to bring to the table:

  • 3-5 years of real estate property management and/or asset management experience;
  • Bachelor’s degree in business, economics or real estate.
  • Strong technical skills with a focus on real estate financial analysis and data manipulation using Excel;
  • Experience with various Microsoft Office applications including virtual meeting platforms
  • Strong attention to detail and organization is required;
  • Demonstrated real estate budget management practices
  • Skilled at managing multiple stakeholders at all levels of management
  • Superior interpersonal and oral/ written communication skills including the ability to effectively communicate with all levels of the organization.

The House of Commons’ Finance Services is currently looking to staff the Strategic Advisor, Asset Management position. 

Are you a strategic thinker with a passion for managing complex projects? The Strategic Advisor, Asset Management, plays a key role in establishing a comprehensive project management framework and business processes to support the seamless transfer of assets—including physical components and connectivity infrastructure—associated with major construction, renovation, and refurbishment projects under the Long-Term Vision and Plan (LTVP) for the Parliamentary Precinct. 

Bringing a forward-thinking perspective, the incumbent identifies and evaluates long-term asset management challenges related to LTVP initiatives and anticipates their impact on future asset management requirements and that the interests of the House are protected. This contribution is essential to ensuring the House of Commons’ long-term operational requirements for asset management. 

This role also leads the planning and implementation of approaches and processes for identifying, tracking, and transferring assets from currently occupied House facilities—where these assets remain under the authority of Public Services and Procurement Canada. The subject position is also responsible for the ongoing supervision of the Asset Analyst and the Corporate Inventory Officer.

Qualifications

Education : 

  • A bachelor’s degree in business administration and/or enrolment in a recognized professional or certification program in Supply Chain Management (e.g., APICS, PMAC, or the Public Service Supply Chain Management Program), OR an acceptable combination of education, training, and experience. 

Experiences :  

  • Experience in corporate management of capital assets and project management of major capital renovation and refurbishment initiatives. 
  • Experience in representing corporate interests in working groups comprising multiple stakeholders. 
  • Experience in the identification, analysis and forecasting of future asset management requirements, including maintenance and support services and agreements. 
  • Experience in supervising staff.  
  • Knowledge of the principles, methods and practices of project management, risk management and contingency planning. 
  • Knowledge of asset and inventory management concepts. 
  • Knowledge of the methods and practices of strategic planning, business planning, team leadership, contract management. 

Assets : 

  • Knowledge of the LTVP Framework, Business Component and Connectivity (BCC) Memoranda of Understanding, PSPC real property management framework, and parliamentary protocols associated with asset management and transfers. 
  • Knowledge of PSPC policies, processes and methods relating to the transfer of capital assets stemming from major construction and renovation projects.

Job Overview

Reporting to the Executive Director, Infrastructure and Facilities, the Director, Capital Projects and Asset Management has strategic and operational responsibility for the Haisla Nation Council’s Capital Projects and Asset Management department, including capital and housing projects and facilities. Within this department, the Director is responsible for planning, developing, managing, and maintaining capital and housing projects that meet the diverse needs of the community while respecting cultural values, promoting social inclusion, and empowering individuals and families to thrive. The Director, Capital Projects and Asset Management, guided by the Haisla Nation Council’s mission and the Executive Director, Infrastructure and Facilities, will influence the strategic direction of the department. Working closely with a wide variety of internal and external partners, the Director, Capital Projects and Asset Management must consistently connect with colleagues and members to ensure they are accurately representing the Nation’s vision, beliefs, and ideals.

The Director, Capital Projects and Asset Management is responsible for the leadership, management, and supervision of the Manager, Capital Projects and Asset Management and Manager, Housing.

Organizational Status

The Haisla Nation is the band government of the Haisla people. Our mission is to build a powerful, prosperous and proud community, healthy in mind, body and spirit. We believe in building a strong and thriving community, with healthy and happy members and a sustained and prosperous environment. We are about 2023+ people, with approximately 700 living in Kitamaat Village. We have lived off the land and waters of our traditional territory for thousands of years, and it remains the focus of all we do.

The Capital Projects and Asset Management department is established to efficiently manage, develop, and maintain the infrastructure assets of the Haisla Nation. It aims to ensure sustainable growth, community well-being, and the preservation of cultural heritage through strategic planning and effective execution of capital projects, including safe, affordable, and culturally appropriate housing solutions.

Duties & Responsibilities

Strategic Leadership: The Director, Capital Projects and Asset Management collaborates with the Executive Director, Infrastructure and Facilities to develop the strategic and operational plans for the Capital Projects and Asset Management department in alignment with organization-wide objectives.

  • Participate in strategic planning initiatives with the Executive Directors and Directors.
  • Develop and implement the Capital Projects and Asset Management strategic and operational plan (showing key milestones, goals, and budgets).
  • Monitor progress of the Capital Projects and Asset Management strategy and plan and recommend strategies to mitigate risks and address issues so that work is completed within approved timelines with intended benefits.
  • Ensure the development and delivery of high-quality services and outcomes that are consistent with the mission, principles, values, policies, and procedures.
  • Recommend and lead new initiatives in alignment with current trends in the field and the Haisla Nation Council’s vision to ensure expansion and growth in the organization’s housing impact, including obtaining new resources, space, and funding.
  • Integrate principles of environmental sustainability and stewardship into all aspects of Capital Projects and Asset Management practices to minimize ecological impact and promote resilience.
  • Implement proactive maintenance programs to preserve the longevity and functionality of existing assets, minimizing downtime and operational disruptions.
  • Participate as an organizational representative in collaborative partner networks and in related community, social, and economic development activities.
  • Provide analyses, recommendations, and/or reporting to the executive leadership team as requested.

Departmental Leadership: The Director, Capital Projects and Asset Management oversees and manages the strategic operations of the Capital Projects and Asset Management department.

  • Work with departmental staff to oversee and ensure adherence to department purpose, principles, policies, and procedures.
  • Oversee the management and monitoring of the Haisla Nation Council’s properties and capital projects that align with the department’s mandate.
  • Build the capacity of departmental staff to effectively deliver on department goals and ensure service delivery is cohesive, efficient, and aligned with strategic objectives.
  • Work with internal and external service providers to ensure programs are relevant, coordinated, and integrated within larger systems of care (when relevant).
  • Implement appropriate monitoring and evaluation frameworks for all departmental deliverables to drive continuous improvement and impact of the Haisla Nation Council’s services.
  • Develop and maintain departmental policies and procedures.
  • Ensure all required reporting is completed accurately and on time.
  • Collaborate with external partners, such as BC Housing, to inform service delivery and ensure the organization’s services are consistently presented positively.

Financial & Risk Management: The Director, Capital Projects and Asset Management develops and oversees the department’s budgets, ensuring sound financial management, while also minimizing any risk to the Haisla Nation Council.

  • Develop and monitor departmental budgets and reporting requirements.
  • Direct departmental staff in maintaining appropriate fiscal controls to ensure operations are within the scope of the annual budget.
  • Liaise with the Finance department to ensure financial metrics are identified and tracked for optimal fiscal reporting and performance.
  • Ensure that effective risk management activities are developed, implemented, and evaluated.
  • Ensure departmental activities are in compliance with policies, procedures, and legal standards.

People Leadership: The Director, Capital Projects and Asset Management supports the capacity and capability of their direct reports, including their professional development. The Director, Capital Projects and Asset Management is a resource and mentor to the team, providing guidance and direction on risks, issues, or problems to ensure services achieve intended benefits and meet expectations.

  • Foster a respectful workplace and cooperative working relationships with all employees.
  • Ensure employees are appropriately trained and aligned with the Haisla Nation Council’s mission, vision, values, policies, and procedures.
  • Develop and lead a high-performing team, supporting both personal and professional development through effective coaching and mentoring.
  • Work with the HR department to identify capacities needed (skillsets and competencies) to achieve departmental goals.
  • Lead the hiring, evaluation, professional development, discipline, and dismissal of managers within the department.
  • Build the capacity of managers and other departmental staff by implementing processes for orientation, training, and performance appraisal.
  • Monitor the attendance of managers within the department and manage attendance issues including absenteeism, authorizing overtime, leave requests, vacations, etc.
  • Work with the HR department to ensure human resource and labour relations processes are effective, efficient, and timely.
  • Work with the HR department to ensure the workplace meets all health and safety guidelines.
  • Lead and attend required departmental and other related meetings with staff and the community.
  • Serve as a role model regarding the organization’s values and leadership principles.

Skills & Qualifications

  • Master’s degree in a related field, or an equivalent combination of training and experience.
  • 7 to 10 years of experience providing organizational and operational leadership, particularly as it relates to housing and property development and management.
  • Experience working for a band government or Indigenous organization is an asset.
  • Ability to set goals and develop a strategic plan and shared vision for the department.
  • Ability to provide strategic direction and leadership to direct reports and ongoing support for their performance and development.
  • Strong proficiency in using Microsoft Office (Outlook, Word, Excel, PowerPoint).
  • Strong analytical, problem-solving, and decision-making skills.
  • Strong organizational and time management skills with an attention to detail.
  • Strong interpersonal, communication, and presentation skills with the ability to professionally connect with and influence a diverse group of individuals.
