Stantec is seeking an Estimator, with a strong base in civil, within our Program Management group with a strong background in linear capital construction utility projects such as water and wastewater pipelines, pump stations, and conveyance systems. This is a key position and requires excellent communication skills and a willingness to work as part of a large multidisciplinary team to successfully deliver major capital projects.
Your Key Responsibilities
- Conduct detailed review and validation of cost estimates prepared by Contractors, evaluating quantities, methodologies, productivity assumptions, indirect costs, and risk allowances in accordance with AACE International Recommended Practices (e.g., RP 56R-08, 17R-97).
- Prepare detailed quantity take-offs and bill of materials.
- Prepare and review all classes of estimates (Class-5 through Class-1) of probable costs at each design milestone on projects across North America.
- Assess merit and cost for project changes and claims and support negotiations.
- Coordinate efforts and compile information from other estimating disciplines.
- Provide innovative solutions to estimating issues and problems.
- Develop, maintain, and improve procedures, databases, early phase cost models, templates, and tools for cost estimating.
- Establish site-specific estimating criteria, including wage and person-hour productivity rates.
- Provide input and recommendations for estimating requirements relative to staffing for the full range of estimating activities.
- Perform cost risk assessments and probabilistic simulations to establish project contingency and project reserve.

Your Capabilities and Credentials
- Strong knowledge of costing large civil infrastructure projects, including wastewater treatment plants.

- Knowledge of cost estimating, CIQS and AACE guidelines and best practices, engineering design, construction practices, and procurement for major projects.

The Ontario First Nations Technical Services Corporation (OFNTSC) is a nonprofit organization that provides technical advisory services, training, and capacity development to First Nations communities in Ontario. We are seeking a highly motivated and skilled Infrastructure Specialist to join our team at OFNTSC. Under the guidance of the Infrastructure Supervisor, the Infrastructure Specialist will play a crucial role in conducting inspections and reviews of new housing, assist and advise clients, and provide First Nation communities with the skills and expertise necessary to manage technical training. This position requires one to two years of related experience, training and/or working knowledge of the Ontario or National Building Code.
These tasks must be executed in alignment with the culture and values of OFNTSC while maintaining strict confidentiality.
Responsibilities:
- Conduct inspections for CMHC First Nation Housing Programs that include Section 95, Residential Rehabilitation Assistance Program (RRAP), Physical Condition Reporting (PCR), and Code Compliance Inspections utilizing the OBC and NBC and other applicable codes.
- Conduct inspections on new housing at five (5) required stages of construction.
- Conduct reviews of house floor plans to ensure compliance with code requirements.
- Assist and advise clients on other advisory services available from OFNTSC such as housing, training, fire protection, and environmental.
- Assist and advise Unaffiliated First Nations with required reporting by Indigenous Service Canada (ISC)
- Assist and advise clients in all activities related to the annual or periodic inspections of community facilities and understand the terminology used in carrying out the Extended Asset Condition Reporting System (E-ACRS).
- Provide support and advice on the First Nations National Reporting Guide (FNNRG), contract management and administration, research, and advice on new technology and methods of construction and capacity development.
- Conduct inspection and conditional assessment services.
- Liaise with the Senior O&M Advisor, when required, in the Brantford office.
- Maintain relationships and partnerships with the various communities, stakeholders, and federal and provincial agencies.
- Understand the procedures and protocols in dealing with First Nation communities, government bureaucracies, and agencies.
- Prepare and maintain a project schedule and project budget.
- Provide First Nation communities with the skills and expertise necessary to manage technical training.
- Provide hands-on field experience.
- Maintain records and evaluations for First Nation clients.
Qualifications:
- College Diploma in Civil Engineering or Architectural Technology/Technician or other related specialties;
- 1-2 years of related experience;
- Training and/or working knowledge of the Ontario or National Building Code (training may be provided for individuals meeting the educational requirements to get Building Code Qualified through the Ontario Building Officials Association (OBOA));
- Construction Experience is considered an asset;
- Must be willing to obtain a Government of Canada Security Clearance;
- Training and/or extensive knowledge in the area of Building Science is considered an asset.
- Candidate has successfully passed the following Ministry of Municipal Affairs Building Code Examinations: House 2012, General Legal/Process 2012, Plumbing House 2012, HVAC House 2012.
- Candidate must be willing to participate in additional Building Code Training and challenge additional MMAH examinations.

- Evaluate and advise on Technical Implementation Plans (TIPs).
