**Job Description:**
Parsons' Ottawa team is seeking a full-time Land Use Planner to join our dynamic team with a demonstrated ability to work in a collaborative and flexible work environment. We provide a multi-disciplinary approach to projects across eastern Canada, and provide services to a wide range of public and private sector clients. As the successful candidate you will be involved in a variety of assignments as a land use planner. Work may include preparing and submitting development applications, due diligence/site evaluations, zoning by-law and official plan reviews, best practices research, coordinating consultation programs. You will also contribute to environmental assessment projects and design assignments for complete streets, transit corridors, active transportation facilities, and public realm designs for important civic investments. You will help guide the preparation of master plans and their successful implementation. The area of work is predominantly located in the National Capital Region and across eastern Ontario, with an opportunity to contribute to projects across Canada.
Key responsibilities include:
+ Assist in the completion of areas, site and corridor land use studies and master plans
+ Assist in the development of policy analyses, planning rationales and feasibility studies
+ Assist in the coordination of a variety of planning applications including Official Plan and Zoning By-law Amendments, Site Plan Control, Plans of Subdivision, Severances and Minor Variances
+ Assist in the preparation and presentation of materials to clients and/or public meetings, committees, councils
+ Assist in the preparation of environmental assessment studies including analysis of existing conditions, evaluation of alternatives and coordinating consultation programs
+ Coordinate with municipal staff and other approval agencies in pursuit of approvals.
+ Assist in negotiating relevant agreements and conditions (i.e. subdivision/site plan, permits, etc.)
+ Prepare illustrative graphics and presentations
+ Prepare and execute stakeholder engagement strategies and participate in public meetings
Parsons is seeking applicants who:
+ Have an undergraduate degree in Planning or related program. Preference is given to individuals with a graduate degree in planning
+ Have a minimum of 2-year related and progressive experience, preferably in a consulting or private sector environment
+ Have a positive attitude towards work, colleagues and supportive of a team environment
+ Have a working knowledge of land development process and municipal planning in Ontario
+ Have an interest in urban design and place-making
+ Possess strong initiative, independence and problem-solving skills
+ Have good critical thinking and interpersonal skills
+ Have excellent computer skills including experience is such programs as Microsoft Office Suite, Adobe Creative suite of applications, and visual design software programs. Ability to operate in GIS programs is considered an asset.
+ Demonstrate excellent English written and oral communications skills. Ability to communicate (oral and written) in French is considered an asset.
+ Possess a valid driver's license
+ Membership (candidate status or full membership) in the Ontario Professional Planners Institute is preferred or the ability to gain candidate status

**What you can expect to do here:**
+ You will lead the technical delivery of land and resource use, marine use and visual quality assessments for environmental assessments in infrastructure, power and sustainable energy, mining, and oil and gas sectors.
+ You will act as a mentor to junior and intermediate staff, as well as work with other senior leaders to provide technical leadership and support long-term vision and growth for the social sciences team.
+ You will participate in a team environment, working closely with Project Managers, Project Coordinators, Project Directors, technical leads, and junior staff to support the delivery of high quality EAs.
+ You will design social research programs and directing secondary research and primary data collection and field work.
+ You will engage with Indigenous nations, regulators, and the public as part of the EA process.
+ You will support and lead proposal development and contribute to business development for the team.
**What you'll bring to WSP:**
+ Strong planning, project management and coordination skills to meet our clients' deliverable requirements, timelines and budgets.
+ Experience in research methods/techniques to gather information, assess, and manage socio-economic effects of major projects.
+ Professional consulting experience in completing Land and Resource Use assessments for EAs in BC.
+ Detail oriented and have a strong focus on quality assurance/quality control and can effectively oversee teams during data collection and reporting.
+ Passion for working in a dynamic, multi-disciplinary team environment located locally, nationally, and internationally.
+ Strong interpersonal, communication and innovative thinking skills.
+ A positive demeanour towards carrying out your work safely and supporting the safe work of others.
**Requirements for the Role:**
+ Over 15 years of consulting experience in human environment components of EA. Experience in the BC regulatory system is required.
+ University degree in a relevant field of study such as geography, economics, sociology, anthropology, environmental management. Graduate degree preferred, with recognition of professional experience.
+ Demonstrated social science research skills with practical application to the EA consulting context, including design and implementation of field programs and logistics, equipment usage, and health and safety protocols.
+ Demonstrated technical leadership in your field.
+ Experience working with Indigenous nations, local communities, and the public.
+ Strong team player with proven experience working on multi-disciplinary EA projects and teams.
+ Ability to succeed in a fast-paced consulting environment, handling multiple project assignments, meeting strict deadlines, work with a team to solve problems, and maintain strong working relationships.
+ Excellent verbal and written communication skills, including technical writing.
+ Sound understanding of the need for health and safety procedures in the workplace and possess a safety conscious attitude.
+ Valid Canadian Driver's License and satisfactory driving record for business travel.
