**DESCRIPTION**

The Human Resource Manager serves as a key pillar of leadership within Michels Canada. In this role, the Senior Human Resources Manager is responsible for overseeing all aspects of human resources management within the organization. The Senior Human Resources Manager will maintain and enhance the organization’s human resources functions by planning, implementing, and evaluating employee relations, policies, programs, and practices.


**RESPONSIBILITIES**

- Maintain and promote a strong safety culture for all employees, vendors, and customers and follow all safety policies, procedures, and regulations. Identify and communicate workplace hazards and correct or seek assistance in correcting unsafe actions or conditions.
- Accountable for the effective design, development, scalability, implementation and continuous improvement of Human Resources programs, and policies in multiple areas of responsibility including, but not limited to, HR Services, Employee & Union Labour Relatons.
- Promote a positive and inclusive work culture by fostering employee engagement initiatives and maintaining positive employee relations.
- Provides ongoing leadership, coaching, mentorship, and support to functional leads and serves as the point of contact for escalated employee issues.
- Provides high quality HR best practice consultations for leaders and business units across the organization.
- Address escalated employee concerns and grievances in a timely and effective manner, ensuring fair and consistent resolution. Provide guidance and support to managers and employees on HR policies, procedures, and best practices.
- Oversee the performance management process, including goal setting, performance evaluations, and feedback sessions.
- Conduct salary benchmarking, analyze compensation data, and make recommendations for salary adjustments.
- Develop, implement, and update HR policies, procedures, and guidelines in compliance with applicable employment laws and regulations.
- Ensure compliance with local, provincial, and federal employment laws and regulations.
- Lead by example to maintain and promote Michels Canada's culture and core values by complying with Michels Canada Standards and Policies. Lead team members by fostering constructive and effective professional connections, establishing trust and give/receive candid and fair feedback, and demonstrating both competence and character, inspiring confidence in those you work with.
- Oversee Talent Acquisition and hiring process.

**REQUIREMENTS**

- Bachelor’s degree in related field, preference to HR, 7-10 years benefit administration and/or HR experience, or equivalent combination of education and experience.
- Strong people leadership ability with experience coaching and mentoring functional leads across multiple areas.
- Demonstrates strong labour relations skills and knowledge including incident investigations and union employee grievance processes.
- Must possess a valid driver license for the type(s) of vehicles which may be driven, and an acceptable driving record as determined by Michels Review Team.
- Must possess a valid passport with the ability to trave out of town/country to facilitate the needs of your position.

Duties and Responsibilities:

  • Mentor, coach, and supervise a team of HR professionals to build a high-performing team aligned with QEC's goals and values.
  • Lead the full-cycle staffing process, including development of strategies to attract qualified candidates from within Nunavut and across Canada in accordance with the Public Service Act and Regulations, Human Rights Act, Access to Information and Protection of Privacy Act (ATIPP) , the Nunavut Agreement , Collective Agreement and other Terms and Conditions of Employment, and the various policies and procedures governing the staffing process.

Required Qualifications Include:

  • Post-graduate degree (Bachelor's) with a concentration in Human Resources.
  • A minimum of five (5) years' experience in Human Resources management or lead role, with experience in a unionized environment.
  • A minimum of three (3) years of in the supervision and mentoring of HR staff.

Assets:

  • Professional designation as a Chartered Professional in Human Resources (CPHR).
  • Experience working in the public sector or utility.
  • Knowledge of Nunavut, the land, language, and culture.

This is a full-time, permanent position working out of our Sudbury office. Although you’ll be responsible for and supporting Team Members across the organization, this will be your home base, with very little travel required. You will work Monday to Friday, with some flexibility.

Salary and Additional Compensation

  • $70,000 to $80,000 annual salary

Job description
Ensures the HR strategy aligns with the business and strategic objectives. Ensure there is balance of workload within the HR team encompassing a wide range of functions and expectations including business partnerships and guidance, labor relations, HR policies and processes, collective agreement negotiations, legal compliance and interculture awareness.

Responsibilities:
* Ensure the facility operates in full compliance with all health, safety, and environmental laws and regulations
* Ensure all employees are held accountable for our safety and environmental systems.
* Ensure company policies and values are implemented and maintained throughout the organization and all legal requirements are met.
* Work with the senior leadership team on budgeting, forecasting, resource allocation, reporting systems, cost containment and company policies all designed to foster growth, profitability, and efficiencies within the company.
* Collective bargaining along with grievance and discipline management.
* Conduct internal investigations to gather facts related to disputes, complaints and incidents.
* Acts as a trusted HR advisor to senior leadership across the organization.

Education and experience
* Bachelor's degree in human resources management or a related field of study.
* 5+ years of progressive experience with an employer that has multiple bargaining units.
* Experience in a manufacturing facility is preferred
* 5+ years of experience in labor relations and employment law in a unionized environment.

Skills and knowledge
* Excellent communication skills
* Insightful, self-aware, and able to listen to employees and integrate feedback into the operations.
* Strong belief in continuous improvement
* Ability to understand market trends and drive business decisions.
* Strong analytical skills with an aptitude for translating quantitative and qualitative data into actionable plans.

* Excellent organizational skills including planning, prioritizing, and delegating.
* Strong computer skills including MS Office.

Overall Responsibility:

The Human Resources Manager is responsible for providing comprehensive human resources services to management, staff, and unionized employees at the Woodstock manufacturing facility. This position ensures effective HR practices in areas such as recruitment, employee relations, training, policy administration, and compliance. The role will also support collective bargaining, employee development, and organizational effectiveness while fostering a culture of trust, fairness, and collaboration.

Accountabilities:

Leadership & Strategic HR Management

  • Provide HR leadership and guidance to facility leadership, ensuring alignment with organizational values and goals.
  • Lead the execution of change management initiatives, cultural development, and leadership training programs.
  • Participate in the development and execution of departmental goals and organizational objectives.
  • Manage departmental HR budget and contribute to the overall budgeting process for compensation, benefits, and HR expenses.
  • Provide direction during organizational transitions in processes, structure, or operations.

Employee Relations & Relationship Building

  • Serve as a trusted advisor to management and employees on employee relations matters.
  • Investigate and resolve day-to-day employee relations issues to promote a fair and respectful workplace.
  • Foster a culture of trust, fairness, and positive employee engagement.
  • Provide timely responses to employee questions and needs, ensuring consistency and clarity.
  • Coordinate and conduct regular employee communication meetings to maintain open dialogue.
  • Assist in building and sustaining a respectful, engaging relationship with all team members.

Talent Management & Team Development

  • Lead the full-cycle recruitment process, including staffing strategy, interviewing, and selection.
  • Develop and maintain an effective recruitment and onboarding process.
  • Coordinate the performance management process and support leaders in developing staff.
  • Oversee employee orientation and ensure a seamless onboarding experience.
  • Provide mentorship and supervision to the HR Generalist.
  • Support the implementation and tracking of employee training programs and evaluations.

Compliance, Policy & Risk Management

  • Develop, maintain, and communicate HR policies and procedures in compliance with legislative requirements.
  • Ensure adherence to employment laws, health and safety legislation, and corporate standards.
  • Oversee the progressive discipline process to ensure fair, consistent practices.
  • Support investigations and documentation for disability claims and return-to-work plans.
  • Complete external employee pay and benefit surveys and respond to compliance audits.
  • Ensure alignment with IATF 16949, ISO 14001, and environmental and safety management systems.

Operational HR Functions

  • Administer employee benefits programs, ensuring timely and accurate delivery.
  • Maintain accurate employee records, including training, benefits, and disciplinary actions.
  • Coordinate employee recognition, wellness, and engagement programs.
  • Ensure the confidentiality and integrity of all employee data and personnel files.
  • Prepare briefing materials and reports for senior management on HR trends and risks.

Qualifications:

  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • CHRP or CHRL designation preferred.
  • Minimum of 5 years of progressive HR experience, including at least 2 years in a leadership role.
  • Experience in a unionized manufacturing environment is required.
  • Strong understanding of employment legislation, claims management, and effective employee engagement.
  • Proficient in HRIS systems; experience with UKG Pro is preferred.
  • Ability to coach and guide employees and managers through complex and sensitive situations.
  • Strong analytical, problem-solving, and decision-making skills.
  • Excellent communication skills (verbal and written).
  • Proficient in Microsoft Office Suite.
  • Demonstrated ability to build and maintain strong employee and management relationships.
