The Strategy, Support & Integrated Initiatives (SSII) division provides strategic and integrated support for PSES divisional services and ministerial priority initiatives. The Strategic Policy and Planning branch provides rigorous, high-quality data, research, and evaluation services to support evidence-based decision making within the public safety system. The work of the branch significantly contributes to the Government of Alberta's commitment to public accountability and transparency.
Role ResponsibilitiesReporting to the Manager of Strategic Policy, as the Senior policy analyst, you will be responsible for leading and coordinating the development and implementation of multiple policy initiatives that will impact the long-term and future direction of public safety and the administration of justice in Alberta. You will provide project management expertise to coordinate, monitor and report progress against project implementation plans involving multiple internal and external stakeholders.
Working collaboratively with internal PSES partners, other GOA partners, and stakeholder groups, you will plan, oversee, analyze, and coordinate the implementation of substantial high level priority policies and projects. Part of this exciting role involves conducting critical analysis of relevant information to provide strategic advice and present policy options on a number of major initiatives that support the Department's strategic direction.
Your expertise is critical in supporting the development of forward-looking, strategic policy, system planning and legislation impacting the justice system, including high-profile ministry priorities.
Other responsibilities of this position include:
- Lead and coordinate small project teams to identify research and develop policy proposals and actions.
- Lead the development of literature reviews, issue papers, options documents, environmental scans, jurisdictional scans and other reports.
- Analyze implications of options, outcomes and the impact on Albertans and consider the views of other internal and external stakeholders in terms of opportunities, risks, costs and benefits.
- Draft and prepare a range of materials including letters, briefing notes, reports, presentations, visuals, Cabinet decision-making documents, for recommendation for senior officials and executive team.
- Develop coherent, logically presented materials in a timely manner, often under short timelines and with competing priorities.

Position Summary:
The Senior Policy Analyst will report to the Director of Public Policy and will support Association members through policy analysis, advocacy, providing information and resources, and planning education in the areas of long-term care, seniors housing and community services, and other areas of seniors care. The Senior Policy Analyst will demonstrate the culture and values of AdvantAge in all interactions and work.
This position is responsible for the following:
- All policy matters relating to their policy portfolio, including monitoring key developments, and proactively proposing policy responses.
- Monitoring and conducting detailed analysis on legislative and regulatory changes and developments.
- Preparing responses, formal submissions, and other materials to government on key initiatives and proposed legislative, regulatory and policy changes.
- Attending government meetings and advocating on behalf of members at these meetings.
- Preparing communications to members on sector news, legislative changes, and their impacts on members, informing advocacy, etc.
- Building relationships with stakeholders, government, and Association members.
- Assisting the Director in developing federal, provincial, and municipal advocacy strategies.
- Attending and presenting Association updates at regional meetings across the province.
- Facilitating and leading advisory groups.
- Responding to member queries.
- Conducting research to support submissions, advocacy, and grant proposals.
- Understanding member issues and needs and ensuring these needs are addressed through advocacy, tools and resources, and education.
- Assisting the education department in developing webinars and workshops to meet members needs
Minimum Education
- Masters degree from an accredited post-secondary institution with acceptable specialization in public policy, health care, seniors care, political science, gerontology, or a relevant social science; or acceptable combination of education and experience necessary to fulfill the requirements.
Skills & Competencies
- Excellent policy analysis and critical thinking skills.
- Ability to work in a small team environment and across multiple departments.
- Demonstrated ability to communicate well in writing, condense and summarize complex information, including legislation and research into plain language and with attention to detail.
- Demonstrated ability to write for impact, to describe AdvantAge Ontarios policy positions and provide recommendations to government.
- Knowledge of all levels of government and its decision-making processes is considered a strong asset.

Location:

The Position
Working in RMA's agile Policy and Advocacy Department, the policy advisor has a unique opportunity to flex their creative muscles in leading the development of solutions to complex policy issues impacting Alberta's rural municipalities. While much of the policy advisor's work is in a team environment, they are expected to take ownership of their work, both internally with colleagues and the RMA Board of Directors, and externally with members, stakeholders, and provincial and federal decision-makers.
Reporting to the Manager of Policy and Research, the policy advisor serves an important role in representing the interests of RMA and its members. The policy advisor represents RMA through participation in government consultations, on government and stakeholder committees, through the creation of formal submissions and informal correspondence with external stakeholders, and in other ways. Roles and Responsibilities
The key responsibilities for this position are as follows:
- Developing positions and advocacy approaches on issues related to rural municipal governance, service delivery, finances, infrastructure, and other municipal-related issues.
- Solutions-focused analysis of federal and provincial legislation, regulations, and policy through a rural municipal lens.
- Representing RMA and its members on committees, working groups, or in consultations led by government or other stakeholders.
- Researching and drafting internal and external resources such as briefings and requests for decisions (RFDs), submissions to government and other key stakeholders, reports and position papers, and others.

Contributing to the planning and execution of RMA's two annual conventions by contributing to agenda development and organizing workshops.

Compensation
