The Opportunity
The primary focus of this role is to assist with the development of guidelines, policies and other research that helps licensees conduct their business in accordance with the Financial Institutions Act , Council Rules and Councils Code of Conduct. In addition, the Senior Policy Analyst plays an important role in identifying gaps and required policies to align with changes in regulation or industry practice.
Duties and Responsibilities
- Research and write guidelines, policies and other related documents
- Play a key role in the development of new and updated policies to support practices and regulatory compliance that fosters professionalism, competency and conduct
- Review current policies against regulatory requirements to ensure consistency and identify gaps
- Provide advice on appropriate controls to support policies and evidence of compliance
- Participate in projects where the outcome may impact policies or guidelines
- Prepare briefing materials such as briefing notes, presentations and reports
- Develop sound data analysis
- Maintain excellent and up-to-date knowledge of the Financial Institutions Act , Councils Code of Conduct, the Council Rules and other relevant legislation and industry practices
- Participate in determining an action plan in response to regulatory or industry change
- Undertake horizon scanning to identify upcoming developments within the insurance industry and working with the Manager of Policy to identify next steps
- Work with Practice and Quality Assurance department to identify gaps and overlapping work
- Work with Professional Conduct department to identify trends in complaints and investigations
- Work with Licensing department to identify policy gaps and other relevant research
- Work and liaise with other departments as required (e.g., Governance and Stakeholder Engagement, Finance, HR etc.)
- Identify emerging industry trends and assist in determining an appropriate course of action
- Assist management, as required
- Handle other duties as assigned
Qualifications and Experience
- Minimum three years of experience in policy development, project and/or program management, and strategic planning.
- Minimum 3 years of experience in a policy analyst role.
- Experience in a regulatory or financial services role is an asset.
- Insurance industry experience is an asset.
- A post secondary degree is not a requirement but is considered an asset.
- Experience in the development of legislation and regulations is an asset.
- Experience in managing multi-stakeholder programs or initiatives.
- Experience in writing reports and briefings for senior executive or equivalent.
- Experience in conceptualizing, analyzing, investigating and reporting on a wide variety of issues.
- Experience in program design and evaluation.
- Experience interpreting, applying and advising on federal and provincial programs, government legislation, regulatory requirements and policies.
- Skill set in researching, writing, critical thinking and business acumen.
- Computer skills, having proficiency with the Microsoft Office suite, specifically with word processing and spreadsheet programs.
Salary Range: 95,655 - 137,504 with a midpoint of 119, 569 per annum.
Upon hire, new employees will be placed in a starting salary between the minimum and P50 (midpoint) of the salary range. The P50 of the range represents an employee that possesses full job knowledge, qualifications, and experience for the position.

Position Overview
We’re a consulting team that partners with municipalities across British Columbia to deliver policy-driven, community-focused planning projects, ranging from Housing and Social Policy initiatives to Official Community Plan (OCP) updates.
We are currently looking for a motivated and strategic Planner to work closely with our Community Planning group across a growing portfolio of municipal policy and planning work. This role is ideal for someone with experience in local government and consulting, who is ready to step into a leadership-support position and grow their influence on meaningful planning projects.
Key Responsibilities:
- Contribute to and lead policy research and development and projects such as OCP reviews, Zoning Bylaw updates, Housing Plans and Strategies, Housing Needs Reports, and other community planning initiatives.
- Conduct research, write policies, and produce deliverables that are technically sound, visually engaging, and easy to understand.
- Draft and support RFP responses, scopes of work, and project management processes.
- Analyze complex data sets – demographics, housing, land use, and economics – and translate findings into actionable planning insights.
- Interpret municipal planning legislation, bylaws, regional strategies to support policy alignment and write policy documents and reports.
- Participate in and help coordinate community engagement, both online and in-person, including facilitation support and preparation of consultation materials.
- Provide day-to-day support on project management tasks and occasional mentorship to junior staff or interns.
Must have:
- A degree in Urban/Community/Regional Planning, Geography, Public Policy, or a related field.
- 3-5 years of relevant professional planning experience, ideally within a local government or consulting environment, with a focus on planning policy and research.
- Knowledge of OCP, zoning bylaws, housing policy, growth management principles and practices.
- Solid working knowledge of municipal planning processes, Council reporting, and development frameworks.
- Familiarity with BC’s legislative and regulatory planning framework (e.g., Local Government Act, Bills 16/44/46/47).
- Membership or eligibility for membership in PIBC and CIP is preferred.
- Strong writing and presentation skills, with the ability to explain complex ideas clearly to a range of audiences.
- Strong data analysis skills using Excel, Census, CMHC data, or similar sources.
- Comfort working on multiple projects simultaneously and managing competing priorities.
Nice to have:
- Experience writing RFPs and/or proposals for municipal and development projects.
- Hands-on experience working in Indigenous planning, social and equity-informed planning, and environmental climate planning.
- An understanding of, or experience with, financial feasibility analysis, pro forma modeling, and land economics is considered a strong asset.
- Solid understanding of GIS (ArcGIS, QGIS) for mapping and spatial analysis is a great asset.
- Familiarity with Adobe Creative Suite, Power BI, or other data visualization tools for presentation and storytelling.
- Experience facilitating community engagement initiatives and/or supporting Indigenous/community -based planning.

This is a highly visible role, working at the heart of academic decision making, collaborating with VPs, faculty, Legal, HR, to prepare motion packages to go to the academic council and senates for approval. As our new Policy Associate, you will:
- Coordinate. You will oversee the full consultation process for academic and administrative policies, ensuring timely engagement with stakeholders across academic, administrative, HR, legal, and student-facing teams.
- Report. You will track, manage, and report on consultation progress using collaborative platforms (e.g., Smartsheet, Teams), identifying gaps and following up as needed to ensure completion.
- Partner. You will work with the Director to prepare policy motions, finalize documentation packages, and align timelines with institutional governance and compliance cycles. You will serve as the key point of contact for policy-related questions from stakeholders, escalating complex inquiries as appropriate.
- Manage communications. You will assist in the internal communication of policy changes, ensuring timely and accessible dissemination of updates through appropriate university channels. You will contribute to the continuous improvement of consultation and governance processes by identifying pain points and supporting the implementation of new tools and templates. You will maintain a calendar of policy review and motion deadlines, identifying opportunities for streamlining and surfacing risks related to consultation gaps or missed approvals.
- Collaborate. You will work closely with academic leaders, including the Provost and campus VPs, to support academic governance, including organizing agendas and materials for Provincial Academic Senates. You will collaborate with academic leadership to identify pain points and support the implementation of new tools and templates.
- Communicate. You will distribute and make accessible all policy changes, updates, and new developments to faculty, staff, and students in a clear and timely manner. You will keep accurate records for policy revisions, approvals, and communication efforts. You will maintain an organized and up-to-date repository of academic policies, procedures, and related documentation.

- The experience. You have strengths in managing complex, multi-step processes with cross-functional teams. You are experienced in coordinating consultations, tracking deliverables, and ensuring deadlines are met without prompting. You are curious about academic policy development, university governance structures, and the regulatory environments that shape post-secondary education. You are confident using collaborative platforms such as Smartsheet, Microsoft Teams, and other project management tools to organize work, document decisions, and maintain transparency.
- The initiative. You are curious about academic governance and policy consultation. You thrive in environments that require precision, follow-through, and adaptability. You take ownership of your role and are constantly looking for ways to improve processes and support institutional priorities. You bring strong organizational and time management skills to the table and can independently juggle multiple competing priorities. You proactively identify risks, streamline workflows, and support your team in meeting key governance and compliance deadlines.
- The interpersonal skills. You are a strong communicator who can distill complex language into accessible updates for a wide range of audiences. You have a proven ability to collaborate effectively with a wide variety of internal groups. You are open to feedback and adept at navigating competing viewpoints in a respectful and collaborative way.
