The City of Penticton is looking to fill the position of Procurement Specialist on our Corporate Services team.
The Corporate Services division works as a strategic partner with departments throughout the City to ensure effective delivery of City services and programs by providing financial, human resources, information technology, procurement, and communication and engagement services. Under the leadership of the General Manager of Corporate Services, the division is responsible for the overall administration of the City, including corporate administration, recruitment, retention and development of the City's workforce, procurement of goods and services, inventory management, managing the City's public communications and community engagement, delivering all information technology services and the collection of all City revenues.
Reporting to the Procurement and Inventory Services Manager, the successful candidate will be responsible for the management of the procurement process from requirement identification through contract execution. This includes the preparation of RFX documents, performing cost analyses, leading contract negotiations, and contract execution. The Procurement Specialist exercises considerable independence of judgement and action, and must follow the framework of established guidelines, policies and procedures, trade agreements, and legislation. This position requires the ability to communicate with the public and to present information and make recommendations to City staff. This position collaborates with all departments to provide professional expertise, advice, and support in procurement-related activities.
Key Responsibilities:
- Manage multiple procurement priorities concurrently.
- Collaborate with internal departments to understand their procurement needs and provide procurement advice.
- Develop and implement procurement strategies to meet the City's needs and obtain the best value.
- Prepare RFX documents, including RFPs, RFQs, NOIs, etc. Liaise with City departments to develop specifications, evaluation criteria, criteria weighting, and submission requirements for a variety of goods, services, equipment, and capital projects.
- Facilitate pre-bid site meetings.
- Manage RFX questions; work with stakeholders to obtain answers; prepare and post addenda.
- Manage bid irregularities.
- Lead the evaluation committee through the bid evaluation process; perform the evaluation of exceptions to terms and conditions, pricing, delivery schedules, etc.
- Negotiate terms and conditions, scope of work, pricing, etc., and execute contracts.
- Perform debriefs with unsuccessful bidders.
- Create and execute Contract Amendments.
- Prepare and process purchase orders.
- Ensure compliance with City policies and procedures, trade agreements, and legislation.
- Resolve any issues or discrepancies related to procurement activities.
- Maintain accurate records of purchases.
- Assist in warehouse activities when required, including inventory count.
Required Knowledge, Abilities & Skills:
- Proficiency in Unit 4 ERP system, Microsoft 365, and Bonfire Procurement Portal.
- Knowledge of public procurement best practices, trade agreements, and legislation.
- Knowledge of contractual practices as well as a general understanding of technical and legal documents.

Position Summary
The Procurement Specialist is primarily responsible for optimizing purchasing requirements of direct materials (packaging materials and/or ingredients) required for production of branded and private label brands as assigned. The role requires an individual that can foster strong relationships with vendor partners to create "win-win" partnerships.
Primary Responsibilities
- Materials Management : Ensures timely availability and efficient allocation of materials for various manufacturing sites within the Riverside network by assessing material requirements against available inventories. Proactive on industry trends and lead times to mitigate risk.
- Order Management : Determines material requirements for a select portfolio of material items, creates, reviews, and communicates purchase orders and/or contracts to vendor partners, follows up on movement of goods so that materials arrive on time and in full.
- Continuous Improvement : Participates in continuous improvement projects that involve sourcing & procurement activities, collaborate with various stakeholders as needed.
- Data Management : Involved in data integrity activities ensuring that system data is accurate and valid, works with various stakeholders to validate and confirm data to help ensure system is helping inform strong decision making for sourcing & procurement, as well as related teams. Monitors and supports updates in SAP master data (contracts, Purchase Orders, and material- and vendor-specific master data)
- Cost Efficiency: Ensures best purchasing options are evaluated to maximize efficiency/cost.
- Key Performance Indicators: Adheres to internal KPIs including inventory values, turns and other inventory metrics as per department targets.
- Supply Management : Monitors the company's demand for products to avoid supply shortages. Track and/or manage releases of vendor-managed inventory (VMI) as required.
- Cross-Functional Collaboration : Collaborates with R&D, transportation, marketing, packaging engineering and planning teams as needed on projects and to manage any supply chain challenges or opportunities to ensure material availability for on-time consumption in production.
- Supplier Relationship Management : Initiates, cultivates, and enhances relationships with vendor partners; strives for win-win solutions and outcomes.

As a Procurement Specialist , you will manage the purchasing, fulfillment, and shipping of products directly from your home. You’ll be responsible for buying assigned products by driving to stores and/or purchasing them online, storing them, and shipping them to customers - all while upholding the highest standards of integrity and professionalism. This role is not a typical ‘M-F, 9-5 job’ and requires work during all major holiday sales periods and on Saturdays.

- Product Purchasing - visit local stores daily, in-person and online, to purchase a list of products assigned to you by your manager or via our app;
- Inventory Storage - store purchased products in your garage ensuring they are safely secured, well-organized, and easily accessible;

POSITION SUMMARY:

You Will Make an Impact:**
The Sr. Procurement Specialist leads the supplier management process to achieve the company objectives.
