Position Summary:

We are seeking a IT Vendor Management and Procurement Specialist to support our global IT operations. This role focuses on vendor management, IT procurement, contract governance, risk management, financial tracking, and project/program delivery . You will optimize vendor relationships, streamline procurement, ensure financial transparency, mitigate operational risks, and deliver programs with robust financial and operational controls. You will also collaborate with IT, procurement, finance, compliance, risk, and legal teams worldwide, playing a key part in the successful delivery of IT projects and services.

Key Responsibilities

Vendor Relationship & Contract Management

  • Manage the end-to-end lifecycle of IT vendor relationships, including selection, contract negotiation, onboarding, and offboarding.
  • Track contract lifecycles, including renewals, expirations, and compliance milestones; proactively drive renewal and sourcing strategies.
  • Support contract negotiations to optimize pricing, SLAs, and terms & conditions.
  • Act as a primary point of contact between vendors and internal IT/business teams for contract, performance, and billing inquiries.
  • Monitor vendor performance and conduct periodic reviews to ensure service quality and compliance.
  • Maintain a centralized repository of all IT vendor contracts , categorized by business unit, region, and service type.

IT Procurement & Compliance

  • Coordinate global IT procurement processes, ensuring compliance with corporate procurement policies and regional regulations.

IT Financial Management & Analysis

  • Partner with IT finance and procurement teams to manage IT operating and capital budgets, including purchase orders, invoice processing, accruals, and cost allocations.
  • Provide financial analysis and reporting on IT vendor spend, ensuring alignment with project budgets and annual operating plans.
  • Support financial forecasting, cost optimization initiatives, and spend consolidation efforts.

PMO and Project Support

  • Support PMO governance processes , ensuring vendor deliverables and procurement activities align with project delivery goals and timelines.
  • Collaborate with project managers to ensure vendor contributions are delivered on time and within scope.
  • Contribute to PMO reporting and dashboards , highlighting contract status, vendor performance, financial risks, and procurement bottlenecks.

IT Risk Management

  • Identify, assess, and track IT operational risks and vendor-related risks across contracts, service delivery, and procurement activities.
  • Work with cybersecurity, legal, and compliance teams to ensure vendor engagements meet risk, privacy, and security requirements .
  • Maintain risk registers and escalate critical vendor or project risks to IT leadership and the risk management office.
  • Assist in audits and risk assessments related to vendor compliance, license usage, and IT controls.
  • Promote adherence to risk management frameworks (e.g., ISO 27001, NIST, SOX) across IT operations and third-party engagements.

Process Governance and Documentation

  • Standardize and document IT procurement, vendor engagement processes, contract templates, and workflows.
  • Ensure procurement, contract, and vendor documentation is maintained, compliant, and easily accessible for global teams.

Cross-functional Collaboration

  • Work cross-functionally with procurement, legal, finance, and business unit leaders to align vendor engagements and contract terms with strategic goals.
  • Assist business units in understanding vendor capabilities and existing contracts to avoid duplication or gaps.
  • Serve as a cultural and language bridge for cross-border collaboration , particularly with Chinese vendors and teams.

Required Qualifications

  • 7 – 10 years of experience in a Project Management Office (PMO), IT procurement, IT financial management, or vendor management role.
  • Strong understanding of IT vendor lifecycle management, contract negotiation, and procurement processes.
  • Experience managing IT Financials, including purchase orders, invoicing, and budget tracking.
  • Proven track record of supporting global IT operations in a matrixed, multicultural environment.
  • Proficiency with tools such as SharePoint, ServiceNow, Excel, and project tracking platforms (e.g., Smartsheet, MS Project, Jira).
  • Excellent organizational and communication skills with strong attention to detail.
  • Fluency in Mandarin Chinese and English, both written and spoken.

Preferred Qualifications:

  • Experience working in global IT environments with multiple business units and regions, especially in China and North America.
  • Familiarity with legal, compliance, risk, and procurement processes related to IT contracts.
  • PMP, CAPM, or equivalent project management certification a plus.
  • IT outsourcing and risk control experience or certification will be a big plus.
  • PMO or project management certification like Scrum master or SixSigma is nice to have.

What You Get to Do:

  • Review demand for materials and services from purchase requisitions, bill of materials, project specifications and ensure that materials and services are ordered and delivered on time and on budget.
  • Identify long lead materials, create PO's, draft service agreements, and prioritize ordering tasks for multiple projects.
  • Monitor and analyze procurement spending to identify cost-saving opportunities and improve efficiency such as forecasting customer needs, negotiating with existing and new suppliers on contracts and pricing.

Who You Are:

  • 3+ years of experience in procurement, supply chain management, or a related field with good knowledge of construction material market.
  • Bachelor's degree or Diploma in Business Administration, Supply Chain Management, or a related discipline an asset
  • Professional certification SCMP or APICS an asset
  • Excellent negotiation and analytical skills with keen eye for detail.
  • Proficiency in procurement software, MS excel, ERP and any other procurement tools.
  • Ability to read drawing and specifications.

The City of Penticton is looking to fill the position of Procurement Specialist on our Corporate Services team.

The Corporate Services division works as a strategic partner with departments throughout the City to ensure effective delivery of City services and programs by providing financial, human resources, information technology, procurement, and communication and engagement services. Under the leadership of the General Manager of Corporate Services, the division is responsible for the overall administration of the City, including corporate administration, recruitment, retention and development of the City's workforce, procurement of goods and services, inventory management, managing the City's public communications and community engagement, delivering all information technology services and the collection of all City revenues.

Reporting to the Procurement and Inventory Services Manager, the successful candidate will be responsible for the management of the procurement process from requirement identification through contract execution. This includes the preparation of RFX documents, performing cost analyses, leading contract negotiations, and contract execution. The Procurement Specialist exercises considerable independence of judgement and action, and must follow the framework of established guidelines, policies and procedures, trade agreements, and legislation. This position requires the ability to communicate with the public and to present information and make recommendations to City staff. This position collaborates with all departments to provide professional expertise, advice, and support in procurement-related activities.

Key Responsibilities:

  • Manage multiple procurement priorities concurrently.
  • Collaborate with internal departments to understand their procurement needs and provide procurement advice.
  • Develop and implement procurement strategies to meet the City's needs and obtain the best value.
  • Prepare RFX documents, including RFPs, RFQs, NOIs, etc. Liaise with City departments to develop specifications, evaluation criteria, criteria weighting, and submission requirements for a variety of goods, services, equipment, and capital projects.
  • Facilitate pre-bid site meetings.
  • Manage RFX questions; work with stakeholders to obtain answers; prepare and post addenda.
  • Manage bid irregularities.
  • Lead the evaluation committee through the bid evaluation process; perform the evaluation of exceptions to terms and conditions, pricing, delivery schedules, etc.
  • Negotiate terms and conditions, scope of work, pricing, etc., and execute contracts.
  • Perform debriefs with unsuccessful bidders.
  • Create and execute Contract Amendments.
  • Prepare and process purchase orders.
  • Ensure compliance with City policies and procedures, trade agreements, and legislation.
  • Resolve any issues or discrepancies related to procurement activities.
  • Maintain accurate records of purchases.
  • Assist in warehouse activities when required, including inventory count.

Required Knowledge, Abilities & Skills:

  • Proficiency in Unit 4 ERP system, Microsoft 365, and Bonfire Procurement Portal.
  • Knowledge of public procurement best practices, trade agreements, and legislation.
  • Knowledge of contractual practices as well as a general understanding of technical and legal documents.
  • Strong negotiation skills.
  • High standards of professional integrity and ethical conduct.
  • Adept at establishing and maintaining a variety of stakeholder relationships; exceptional interpersonal and communication skills.

We have an exciting opportunity for an experienced Procurement Specialist to join a fast-growing organization within the clean energy sector. This role offers the chance to be part of large-scale EPC project execution and play a hands-on role in building the supply chain for transformational, sustainability-driven projects.

The Procurement Specialist will be responsible for managing procurement activities within the Engineering & Procurement scope. This role involves close coordination with contractors, vendors, and internal stakeholders to ensure that procurement strategies, schedules, and deliverables are met. The ideal candidate will bring strong EPC project execution experience and the ability to proactively manage risk while driving efficiency across the procurement process. This role will be initially a hybrid role with eventual transition to a more on site position in the London, On area.

The Role:

  • Manage and oversee contractors, ensuring alignment with project strategies, schedules, and deliverables.
  • Collaborate with engineering, project controls, and construction teams to integrate procurement activities with overall execution plans.
  • Execute the full procurement cycle: issue RFQs, evaluate bids, issue purchase orders, and coordinate timely material deliveries.
  • Build and maintain strong supplier and vendor relationships, resolving issues proactively and escalating risks when needed.
  • Monitor procurement milestones and vendor performance to ensure deliverables meet project objectives.
  • Ensure compliance with documentation control, logistics, and customs requirements.
  • Lead or support procurement-related meetings, representing the client during contractor coordination and performance reviews.
  • Apply EPC knowledge to support contractor oversight, schedule integration, and proactive risk management.

The Ideal Candidate:

  • Bachelor's degree in Supply Chain Management, Engineering, Business Administration, or a related field.
  • 12+ years of procurement experience, ideally in EPC projects.
  • Strong background in contractor management, procurement processes, and supply chain practices.
  • Skilled in RFQ, PO issuance, vendor negotiations, and expediting.
  • Familiarity with Incoterms, logistics, and customs regulations.
  • Excellent communication and stakeholder management skills.
  • Proven ability to manage multiple priorities and deadlines in a dynamic project environment.
  • Occasional international travel may be required.

THE ROLE

As a New Model Buyer, you will be responsible for managing multiple suppliers during the New Model development cycle starting at Design phase and ending when parts and suppliers are ready for Mass Production. You will be involved with initial Planning Drawings, Die GO planning and issuance, Leading NMR Meetings, supplier tooling management and overall supplier readiness for all NM Events.

This role will include negotiating cost and timing, design change application, delivery of event parts and tooling lead times.

The successful candidate will be a very well organized and will leverage their problem-solving skills to countermeasure issues as they arise. You will need very strong communication skills to be able to interact with multiple stakeholders, within the client and client's supplier base.

RESPONSIBILITIES

  • Lead all New Model Review audits with suppliers
  • Evaluate and judge supplier capacity and OEE achievement
  • Audit and judge supplier labelling systems to ensure minimum process requirements
  • Order and delivery management of New Model event /exceptional part purchase orders
  • Analyze, negotiate tool lead-time and track progress to ensure event targets are achieved
  • Design change management and design change compensation request assessment
  • Negotiation with suppliers to ensure best delivery timing and part cost for trial events
  • Assess supplier Mass Production readiness and track open issues to closure
  • Managing Supplier Relationships – NARS (North American Reporting System)
  • Bill of Material maturation
  • Support of quality/delivery recovery activities (occasional yard sweeps)


REQUIREMENTS

  • Post Secondary graduate in business related field or equivalent related work experience or Skilled Trade program graduate in mechanical related trade (mechanical/welding/HVAC)
  • Demonstrated experience in project management/leadership
  • Ability to work independently with minimal direction
  • Demonstrated complex (multi-party) problem-solving ability
  • Strong mathematical, analytical, verbal and written communication skills
  • Excellent organizational skills
  • Initiative and leadership skills to take control of a situation and make quick decisions
  • Intermediate Microsoft Office skills - including Excel & PowerPoint

*Candidates will be tested for Excel proficiency
