We're representing a well-established construction firm in Toronto seeking a Proposal Manager for a long-term contract through December 2026 , with potential to transition into a permanent position.
This is a fantastic opportunity for a proposal specialist with experience in construction, AEC, or real estate to take ownership of the full proposal lifecycle—from intake through submission and post-submission support.
What You'll Be Doing:
Manage and write compelling responses to RFPs, RFQs, and other proposal opportunities
Coordinate across departments (BD, Estimating, PMs, Execs) to gather input and align on strategy
Edit and format proposal content to ensure clarity, compliance, and consistency
Maintain up-to-date templates, CVs, project profiles, and case studies
Create proposal schedules, assign tasks, and keep the team accountable to deadlines
Lead quality checks and submission processes
Track pipeline activity and proposal outcomes in CRM (Salesforce or similar)
Support interview prep and post-submission debriefs
What You Bring:
5+ years of experience in proposal writing or coordination (preferably in construction, AEC, or real estate)
Exceptional writing and editing skills
Strong knowledge of public/private RFP processes
Proficiency with MS Office, Adobe InDesign, and CRM systems
Organized, deadline-driven, and able to manage multiple fast-moving priorities
Degree in English, Communications, Marketing, or a related field (preferred)

Reporting to the Manager, Proposals, the Proposal Manager is responsible for the life cycle of bids/proposals. The Proposal Manager manages the incoming bidding process, works with supply chain partners to obtain pricing in a timely fashion, assists in the strategic analysis of quotations and negotiates final costing with our approved manufacturing partners, prior to issuing contract orders. This position works in partnership with all BERMANFALK departments, and sales reps across the life of multiple, ongoing, active projects.
DUTIES AND RESPONSIBILITIES
Bid/Proposal Responsibilities● Obtain and organize incoming quotation requests to meet submittal dates set by our customers.
● Maintaining customer information and project database in SAP (CRM)
● Review and analyze interior designer or purchaser packages and prepare summaries on these specifications.
● Issue bid packages to our factories; both overseas and local.
● Liaise with factories in regards to pricing.
● Sourcing special products when required
● Working with our Asia team as required
● Review factory quotes for accuracy and compiling pricing into spreadsheets for analysis.
● Assisting with the strategic analysis during the “pre-bid” process
● Preparing final quotes to send to clients in a timely fashion
● With support from our Sales Manager or Manager, Proposals; following up on quoted projects.
● Providing our Sales Representatives with service when requested
● Providing our Clients with service when requested
● Processing and reviewing Purchase Orders to ensure they reconcile with the quotation.
● Preparing and communicating project Hand off details to the Project Management team.
● Supporting the Project Management team with new quote requests or updates throughout the project lifecycle.
Project Communication● Clear and consistent communication between all parties involved in a project, from designers, clients, project management team and manufacturers
● Ensure that any updates to schedule and pricing are provided to client in a timely manner
SKILLS AND QUALIFICATIONS● Exceptional written and verbal communication skills, both with clients and internal staff.
● Ability to take initiative, balance multiple tasks and think ahead.
● Ability to work within tight deadlines.
● Ability to multi-task and problem solve
● Excellent organizational skills with a strong attention to detail
● Familiarity with CRM systems is an asset
● Proficient knowledge of Microsoft Office (Word, Excel and PowerPoint) and/ or G-Suite (Docs, Sheets and Slides).
EDUCATION AND EXPERIENCE● Completion of post-secondary diploma
● Minimum 3 years’ experience working in an Estimating or Purchasing role.
● Candidates with FFE/ OSE experience within the Hospitality industry will be strongly considered.
● Experience reading and interpreting CAD shop drawings is required.
● Experience within Design, Furniture and/or engineering industries is an asset.
● Experience with Custom Manufacturing is an asset.
COMPENSATION: Salary Range $68,000 - $74,000 CAD per year

The Opportunity
We are searching for an experienced Proposal Manager to complement our existing team, to collaboratively support the production, writing and editing of complex and strategic Federal Government bid submissions.
Term: Eighteen (18) month term with the possibility of transitioning into a full-time, permanent role.
What you will do
- Drive collaboration with members of the ITnet and KPMG teams, on pursuit planning and proposal development to position the teams in the best possible way to succeed in the Federal Government market
- Provide leadership and coordination on proposals in flight, contributing strategic ideas while collaborating with internal teams
- Act as the central point for the proposal development process which includes planning, organizing, coordinating, facilitating and executing proposals through the full proposal development lifecycle by analyzing and interpreting Request For Proposals (RFP’s) to identify proposal requirements, developing and maintaining work plans, proposal development schedules and milestones
- Accountable for bid structural compliancy providing reviews of the final bid document to ensure all required content is included, appears in the correct order, the proper format has been used, and client / procurement-provided modifications have been incorporated into the final submission
- Providing the best possible services to the ITnet and KPMG client base, respecting, recognizing and leveraging individual talents and contributions, professionally approaching all situations

What you bring to the role
- Three plus (3+) years of experience in proposal development
- Knowledge of federal government's procurement system
- Experience writing proposals for TBIPS / TSPS / THS / ProServices procurement vehicles is considered an asset
- Proven ability to successfully manage timelines and multiple priorities
- Superior communication and persuasive skills
- Ability to develop strong relationships within the teams, gain credibility, and be viewed as a proposal expert
- Solution-oriented and creative in providing a multi-faceted approach to proposal development
- Possesses a strong business acumen and demonstrated ability in managing multiple opportunities simultaneously
- Possess the ability to resolve conflicts and work under pressure
- Well-developed analytical skills
- A true team player and enjoy a fast-paced, energetic environment
- Must hold a valid Government of Canada security clearance at the Secret Level, or meet the eligibility requirements to obtain
The successful candidate must be available for work during core business hours - Monday through Friday, 8:00 AM – 5:00 PM EST/EDT.
