About the Project:
The Eglinton Crosstown West Extension will bring the Eglinton Crosstown LRT another 9.2 kilometres farther west, creating a continuous rapid transit line from the east end of Toronto into Mississauga. The Stations, Rail, and Systems (SRS) package encompasses the design, construction, integration, and commissioning of key project components.
Position Overview
The Quantity Surveyor will support the commercial management of the ECWE SRS Project by providing expertise in cost control, contract administration, and change management. This role is responsible for measuring, valuing, and reporting on project costs, ensuring compliance with contractual requirements, and supporting the project team in achieving budgetary and financial objectives.
Key Responsibilities
- Prepare, review, and update project cost estimates, budgets, and forecasts for stations, rail, and systems works.
- Conduct quantity take-offs, measurement, and valuation of works in accordance with project specifications and standards.
- Support the preparation, submission, and negotiation of progress claims, variations, and change orders.
- Review subcontractor and supplier quotations, claims, and invoices for accuracy and alignment with contract terms.
- Monitor project expenditures and assess cost impacts of design changes, schedule adjustments, and unforeseen conditions.
- Maintain detailed records of all commercial and contractual correspondence.
- Assist in preparing monthly cost and progress reports for internal and client review.
- Support risk management processes by identifying potential cost and contractual risks.
- Collaborate with project managers, engineers, and procurement teams to ensure alignment between financial tracking and project delivery.
- Provide input into final account preparation and project closeout documentation.
Qualifications
- Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, or related field.
- Professional membership or working toward accreditation (e.g., PQS, MRICS, CIQS) considered an asset.
- 5+ years of experience in quantity surveying or cost management, preferably on major infrastructure or transit projects.
- Strong knowledge of construction contracts (e.g., CCDC, P3, design-build).
- Proficiency with cost management software, estimating tools, and MS Office Suite (Excel in particular).
- Excellent analytical, negotiation, and communication skills.
- Ability to work collaboratively in a fast-paced, multi-disciplinary project environment.

You are either an experienced Quantity Surveyor with 8+ years post-graduate experience or a growing intermediate individual with between 3-8 years of experience looking for the next step or have undertaken a similar role in a similar environment.
Job DescriptionKey Accountabilities:
Performs site physical progress measurement, including verification and validation of quantities.
Prepares and submits interim valuations.
Manages, evaluates, and certifies variations/change orders.
Identifies potential risks and evaluates option for control.
Completes internal and external reporting throughout the lifecycle of the project.
Works closely with field staff and contractors.
Streamlines the progress measurement process on site.
Establishes Rules of Credit for each sub-component.
Develops progress reporting systems.
Administers and co-ordinates all types of construction and development projects, including contracts and sub-contracts, construction progress schedules, cost control systems, and work measurements.
Provides advice on construction cost and strategic planning to management and other project stakeholders.
Interprets tender documents, specifications, general conditions, and other areas of the contract and forms of contracts.
Prepares and submits estimates for construction and development work.
Researches, negotiates, and supports dispute resolution activities.
Understands and provides input to the engineering and commercial aspects of multiple sub projects.
Provides advice on contractual claims and negotiations.
Monitors contract compliance against requirements.
Degree in Construction Management, Quantity Surveying, or Business Administration.
PQS (Professional Quantity Surveyor) designation is preferred, or the willingness and ability to obtain the same; Active member of CIQS (Canadian Institute of Quantity Surveying) or RICS (Royal Institute of Chartered Surveyors).
Degree in Engineering such as Civil/Mechanical/Electrical Engineering will also be considered.
Minimum of 8 years of progressive experience in large capital project management.
Preferred experience in Database Management.
Conversant with the planning and design of equipment/material procurement and construction processes required to deliver major capital projects.
Expert knowledge of construction costs and contracts.
Strong business and market acumen related to the construction industry.
Exceptional communication, negotiation, and leadership skills. Inspires trust in challenging situations, navigating ambiguity adeptly.

Responsabilits
- valuer la faisabilit technique et financire des projets en collaboration avec les clients
- Participer la dfinition des besoins et objectifs du client afin d'assurer une planification efficace
- laborer les bordereaux de quantits et les estimations de cots pour les matriaux, la main-d'uvre et les dlais
- Prparer les appels d'offres, analyser les soumissions et contribuer la slection des fournisseurs et sous-traitants
- Rdiger et ngocier les contrats, incluant les clauses techniques, commerciales et les chanciers
- Mettre en place des stratgies de gestion des risques et d'optimisation des cots (value engineering)
- Contrler les dpenses tout au long du projet et proposer des mesures correctives au besoin
- Suivre et valuer l'avancement des travaux raliss par les sous-traitants pour la validation des paiements
- Veiller la conformit des projets avec les normes de qualit, la rglementation en vigueur et les obligations contractuelles
- Fournir des rapports rguliers sur le budget, les cots engags et la progression des travaux
- Analyser les cots de maintenance ou de rparations sur les ouvrages existants
- Accompagner le client dans la gestion des rclamations, des diffrends contractuels ou des modifications de projet
Qualifications et exprience
- Minimum 5+ ans d'exprience dans un rle similaire, idalement sur un projet multidisciplinaire moyen / grand.
- Solides comptences en MS Office et exprience des outils et des systmes d'estimation sont indispensables.
- Matrise des logiciels AutoCAD et Civil 3D
- Solides connaissances en gnie civil ainsi qu'en techniques de conception et de construction
- Une exprience de travail sur un site distant est souhait
- Excellentes aptitudes en communication crite et verbale en franais.
