Position Overview:
The Associate, Planning and Development will oversee multiple real estate development projects from inception through completion, ensuring successful execution across all project phases. This role requires taking full ownership of planning, due diligence, approvals, and project delivery while collaborating with internal teams, consultants, and municipal stakeholders. The ideal candidate will have strong leadership skills, a strategic mindset, and a proven track record in managing complex real estate developments.
Lead the conceptualization, planning, and execution of real estate projects from post-acquisition through construction, including condominium registration and final closing.
Manage all phases of the project lifecycle, ensuring alignment with business objectives, budgets, and timelines.
Conduct feasibility studies, risk assessments, and due diligence for potential development opportunities.
Strategically guide and manage the municipal approvals process, including:
Official Plan Amendments (OPA)
Zoning By-Law Amendments (ZBL)
Draft Plans of Subdivision & Condominium
Site Plan Approvals (SPA)
Committee of Adjustment (CofA) & Minor Variance Applications
Construction permits and other regulatory requirements
Maintain up-to-date knowledge of municipal fees, development charges, and incentive programs.
Engage and manage architects, engineers, planners, and other consultants to ensure project success.
Represent the company in meetings with municipalities, community groups, public consultations, and internal/external partners.
Foster strong relationships with municipal staff, government agencies, and industry stakeholders to facilitate approvals and resolve issues.
Develop, monitor, and control project budgets, cash flow projections, and soft cost tracking.
Maintain detailed project schedules, identifying risks and opportunities to meet sales launch and construction start targets.
Provide regular progress reports on milestones, deliverables, and key performance indicators.
Work closely with the Marketing Team, Consultants, and Construction Team to align on design, market trends, unit mix, and project feasibility.
Ensure seamless handover of projects to the construction team with a complete information package.
Support HCRA licensing, Tarion applications, and compliance as needed.
Lead, mentor, and co-manage junior team members.
Promote professional growth, engagement, and high performance within the team.
Bachelor’s or Master’s degree in Urban Planning, Real Estate Development, Architecture, Engineering, or related field .
5+ years of experience in real estate development, with a strong background in municipal approvals, planning, and project management.
In-depth knowledge of Ontario planning policies, zoning bylaws, and development regulations .
Proven ability to manage multi-disciplinary consultant teams and complex stakeholder relationships.
Strong financial acumen with experience in budgeting, forecasting, and cost control.
Excellent communication, negotiation, and leadership skills.
Proficiency in project management software (e.g., MS Project, Excel, AutoCAD/Bluebeam, Procore)

Reporting directly to the Sr. Land Development Manager, the Land Development Manager will play a key role in the overseeing and ensuring the successful delivery of multiple real estate development projects.
Land Development Manager Duties & Responsibilities:
- Manage all phases of land development projects, including due diligence, entitlements, design, and servicing for Commercial and Industrial projects.
- Work with municipalities and government agencies to obtain necessary permits and approvals. Manage development applications including rezoning, subdivision, site plan approval, and building permits in collaboration with consultants and municipal staff.

- Develop and maintain project schedules, budgets, meeting minutes and risk assessments to ensure timely delivery.
- Track project milestones, report progress, and address potential roadblocks.
- Foster relationships with city officials, utility providers, industry partners, internal and external stakeholders.
Land Development Manager Qualifications:
- Post-Secondary Degree in Civil Engineering, or Real Estate/Business or related field
- 5+ years of experience in the real estate development industry and/or related practical experience
- Proven ability to manage multiple large-scale projects simultaneously. Expertise in budget management, cost control, and contract negotiation.
- Experience working with municipalities, regulatory agencies, and utility providers. Strong understanding of site planning, grading, stormwater management, and environmental compliance.
- Proficiency in project management tools such as Microsoft Project, AutoCAD, GIS, or equivalent is an asset
- Ability to provide innovative solutions to resolve issues. Results-Driven: Thrives in a fast-paced environment and excels in managing complex projects.
- Excellent oral and written communication skills. Effective research, organizational and problems solving skills.
- A valid driver's licence and ability to travel to project sites as needed.

In this role, your duties and responsibilities will include:

- Perform engineering calculations related to grading, servicing, stormwater management, hydraulic modelling, and site development to ensure technical accuracy and regulatory compliance.
- Design of Storm Water Management Plan, Municipal System (Watermains, Storm and Sanitary Sewers) capacity analysis and modelling, as well as Site Grading and Drainage plans.
- Prepare site servicing CAD drawings using AutoCAD, Civil3D, MicroStation and InRoads.
- Assist with the preparation of technical reports, including design brief reports, servicing reports, stormwater management reports, and engineering memorandum.
- Introduction to Project Management including project exposure and training.
- Attend project meetings with clients and with other Engineers.
- Coordinate within the design team and assist Project Managers with schedules and day-to-day project management tasks.
- Assist in developing project specifications and cost estimates.
- Perform site visits and site inspections in support of Land Development projects.
- Manage the collection of as-built drawings and modelling data from Clients and Authorities having jurisdiction.
- Liaise with other departments and sub-consultants in coordinating technical aspects of the work under the direction of a Senior Engineer.
- Gather background and utility information and assist with the preparation of composite utility plans and utility conflict identification and mitigation.
- Participate in the preparation of Land Development proposals.
- Maintain professional growth and development through seminars, workshops, and professional affiliations to keep abreast of the latest trends.
- Participate in other Civil projects in support of Municipal, Transit and MTO projects as needed.
The qualifications you need:
- Bachelor's degree in Civil/Environmental Engineering.
- 3-6 years of experience; Co-op/Intern experience is considered.
- Working towards registration or registered as a Licensed Professional Engineer (P.Eng) with Professional Engineers Ontario (PEO).
- Good knowledge of industry-relevant software (AutoCAD and Civil3D, InfoWorks, Visual OTTHYMO, HEC-RAS, PCSWMM).
- Good knowledge of land development engineering principles, design standards, and Jurisdictional Design Guidelines.
- Strategic and process-oriented, prefers to operate in a fast and dynamic environment.
- Team player and able to work independently with little oversight.
- Able to prioritize tasks with excellent organizational skills.
- Detail-oriented and commendable problem-solving skills.
