Job Description: Salary: Maximum fee of $35,000 Request for Proposals Freshwater Literature Review and Data Analysis Commencing for October 2025 to March July 2025 PROPOSAL DEADLINE: Monday, September 8 by 5pm EDT PROPOSALS DELIVERED TO: Wildlife Conservation Society Canada 1.0 Background Wildlife Conservation Society (WCS) Canada is a national non-governmental organization with a mission is to save wildlife and wild places in Canada through science, conservation action, and by inspiring people to value nature. WCS Canada is affiliated with global WCS programs in more than 60 countries, and we are active at the science-policy interface in Canada and internationally. This RFP is issued by WCS Canadas Ontario Northern Boreal program, active since 2004 in the far north. As one of the few organizations with a continuous scientific presence in the region, we lead field-based research on large mammals, freshwater fish, and peatlands; co-develop programs with First Nations; collaborate with academic, government, and Indigenous researchers; and contribute to policy development to guide conservation decisions. 2.0 Contracting opportunity WCS Canada producing a report summarizing multiple years of freshwater ecological data that has been collected on the water quality, water chemistry, fish contaminants, and benthic invertebrates in northern boreal rivers in Ontario. We are seeking proposals (RFP) from qualified individuals or groups to support the completion of this report. We are requesting that individuals or groups submit a proposal outlining their qualifications, relevant experience, and proposed approach to conducting a literature review and statistical analyses of previously collected data. This work will inform and support the creation of a comprehensive and useful summary report by WCS Canada that outlines the status and trends in these northern boreal rivers. 3.0 Proposal Administration All requests for clarification and questions concerning this RFP must be submitted in writing no later than 5 September 2025 via email to Brianna Kim, Finance and Administrative Manager (indicate Freshwater Literature Review and Data Analysis on the subject line). Responses, if determined appropriate by WCS Canada, will be issued in writing to all known proposers. Proposals, plus attachments, are to be submitted in e-form to: Brianna Kim, Finance and Administrative Manager, WCS Canada may request an interview of any proposer (vendor). Such a request for an interview does not constitute a contract award. The review should prioritize sources that directly inform or contextualize the interpretation of the collected data; andOrganize identified literature into a database that includes a summary for each resource.Provide assistance and support for summarizing the literature review and data analyses into a final report to be written by WCS Canada staff. The selected proposer is expected to have the following qualifications: Must have experience with freshwater ecological monitoring and research, including familiarity with common approaches used for: freshwater ecological monitoring, freshwater statistical analyses, and freshwater literature reviews;Additional preference will be given for experience with ecological monitoring and research in northern boreal rivers;Must be familiar with ecological analyses in R; andBe familiar with WCS Canadas mission and programmatic activities. 5.0 Length of Engagement The term of engagement is for an approximately 6-month period ending March 30, 2026. 6.0 Proposal Content Proposals should be clear and concise and should address in detail, and with appropriate documentation, each of the items listed below. Relationship of the Parties Contractors relationship to WCS Canada under this Agreement is that of an independent contractor. Termination Either party may terminate this Agreement without cause by furnishing at least 30 days written notice to the other. In such event, Contractor will be paid only for services actually rendered to the date of termination. The Laboratory Planner will provide design leadership in the delivery of very large architectural commissions (>$100M construction value), and within projects acting as the primary individual having overall accountability to ensure the programming and design of science-related spaces, including appropriately integrating with the architectural design vision, and coordinating with the technical aspects of all other relevant design disciplines.
As an individual professional, the Laboratory Planner is a recognized industry leader and authority in either a broad area of specialization and/or in a narrow but intensely specialized field within science facility planning, contributing on a regular basis to industry thought leadership through publications, social media, or speaking.

+ Each project was undertaken in past 15 years (start date October 2009 or later)
+ At least one project must be a new build construction or renovation, delivered using a Design-Build or Construction Management delivery model
+ At least one project had a construction value >=$00M
+ Registered Architect with the Ontario Association of Architects (OAA) and/or the Ordre des architectes du Québec (OAQ)
+ Eligibility to obtain security clearances at the Reliability and Secret levels.
Demonstrated equivalency of experience and/or education may be considered.

**Job Summary:**
The Principal Laboratory Planner will provide design leadership in the delivery of very large architectural commissions (>$200M construction values), acting as the single individual having overall accountability to ensure the programming and design of science-related spaces, including appropriately integrating with the architectural design vision, and coordinating with the technical aspects of all other relevant design disciplines.
As an individual professional, the Principal Laboratory Planner is a recognized industry leader and authority in either a broad area of specialization and/or in a narrow but intensely specialized field within science facility planning, contributing on a regular basis to industry thought leadership through publications, social media, or speaking,
**Major Responsibilities:**
+ Demonstrates creativity, foresight and mature planning judgment in anticipating and solving unprecedented problems, determining project objectives and requirements, organizing and developing standards and guides for diverse planning activities.
+ Serves as the professional specialist for the organization in the application of advanced theories, concepts, principles and processes for science-related facilities.
+ Analyzes complex issues and is accountable for solving challenge problems. Is consulted extensively by peers and others with a high degree of reliance on their professional interpretations and technical knowledge.
+ Makes decisions and recommendations that are recognized as authoritative and have an important impact on extensive laboratory planning activities.

**Qualifications**
**Minimum Requirements:**
To be considered for this position, candidates must possess, at a very minimum:
+ University Degree in relevant field of study plus eight (8)+ years of experience in a similar role. To substantiate, please list as many projects as necessary to demonstrate collective 10+ years of experience in the proposed role, where:
+ Each project was undertaken in past 15 years (start date October 2009 or later)
+ At least one project must be a new build construction or renovation, delivered using a Design-Build or Construction Management delivery model
+ At least one project had a construction value >=$00M
+ Registered Architect with the Ontario Association of Architects (OAA) and/or the Ordre des architectes du Québec (OAQ)
Demonstrated equivalency of experience and/or education may be considered.

**Preferred Qualifications:**
+ Local expertise recognized within the profession and externally as an expert in Science, Technology, and Defence Research facilities, providing technical leadership in some or all those specialty areas; submitted relevant projects should demonstrate some or all the following complexity characteristics:
+ Sustainable design performance where loads are significantly reduced through design achieving, or ready to achieve, net zero carbon emissions and net zero; and/or
+ Control of chemical or biological process(es) (e.g., laboratory facilities, chemical distillation or reaction, disinfection, material containment, radiation, industrial processes, etc.); and/or
+ A security environment using progressive security layers, like the RCMP Standard G1-206, from a minimum "public zone" up to, and including, a "security zone" that are typical to legislative buildings, laboratories, courthouses, and government facilities, and the purpose of which is to secure valuable assets and to restrict access to authorized individuals; and/or
+ Layers of circulation or technical programming (e.g., research space(s) and laboratories, industrial or biological process control, hazardous materials storage, local and centralized safety systems, multiple user groups, etc.); and/or
+ Intensive stakeholder and authority approval processes - government, crown corporations or public context (e.g., numerous approval bodies, ministerial or equivalent approval, etc.)
+ A valid RELIABILITY STATUS security clearance, granted or approved by the CSP, PWGSC
+ Certifications: Sustainability certifications and licensure with other architectural jurisdictions in North America are highly regarded

About the Role

Reporting to the Director of AI Trust and Safety, the Applied Research Scientist will lead innovative research focused on AI Trust and Safety (T&S), with a particular focus on advanced AI systems and their systemic and societal risks. They will contribute to a dynamic research agenda that builds on Amiis strengths, addresses critical gaps in the T&S landscape, and is informed by emerging national and international research priorities. Amiis strategy is grounded in advancing AI T&S to support innovation, responsible adoption, and the diffusion of AI technologies, transforming research outputs into practical tools, frameworks, and resources that have real-world impact.

The Applied Research Scientist will leverage their work through academic papers, whitepapers, conference presentations, and practical tools to position Amii as a leader in AI safety. Their research will advance the understanding of AI risks, drive the development of more trustworthy AI systems, and support the responsible adoption of AI technologies.

The position centers on three key areas:

  • Trust & Safety AI Research Projects
  • Strategy and Applied Expertise
  • Project Execution


Research priorities include advancing rigorous methodologies for risk assessment and system evaluations, studying the real-world behavior of complex AI systems, and developing new approaches for designing safer AI models. Particular emphasis will be placed on safety challenges in reinforcement learning (RL) and continual learning (CL), where systems adapt over time or learn from ongoing experience in dynamic environments.

Focus areas span topics such as:

  • Developing robust techniques for assessing capabilities, risks, and system robustness in adaptive systems, including Reinforcement Learning (RL), Safe RL, and continual Reinforcement Learning.
  • Studying the real-world impacts of AI systems, including detecting and mitigating synthetic content and fraud, with the potential to leverage game-theoretic frameworks to model and analyze adversarial dynamics.
  • Research into value misalignment, robustness, and interpretability in RL agents, as well as the integration of human feedback and constraints into RL systems.
  • Other emerging areas of RL or continual RL research that align with T&S objectives and long-term research priorities.

Strategy and Applied Expertise

Project Execution

  • Collaborate on the successful implementation of high-impact T&S research projects.

  • Evaluate project results to assess performance and determine whether to continue, pivot, or discontinue research projects.
  • Provide technical guidance and support to other team members.


Qualifications:

  • Ph.D. in Machine Learning, Artificial Intelligence, or a related field, with demonstrated research experience in ML/AI/RL.
  • Strong expertise in Reinforcement Learning (RL), including experience designing, implementing, and evaluating RL algorithms in both simulated and real-world environments; familiarity with common RL libraries.
  • Track record of contributions to top-tier ML/AI conferences or journals.
  • Experience developing, training, and evaluating machine learning models in applied settings. (Bonus: Experience applying RL in real-world domains such as robotics, games, systems optimization, or safety-critical environments).
  • Strong interest or experience in AI Trust & Safety (T&S), including familiarity with emerging challenges, priorities, and research agendas.
  • Proficient in Python; familiarity with additional languages such as C++, Java, or SQL (nice to have)
  • Familiar with tools and frameworks such as: Pytorch/Tensorflow/JAX, Scikit-learn Pandas, Optuna, Wandb, lightgbm/XGBoost, SciPy, UNIX/Linux and large-scale high-performance computing environments.
  • Up-to-date knowledge of foundational and cutting-edge ML/AI advancements, particularly in the Trust & Safety domain.
  • Ability to clearly communicate complex technical concepts to both technical and non-technical audiences.
