PURPOSE AND SCOPE:
Reporting to the Manager of Policy Planning, the Sustainability Coordinator leads the development of the City’s corporate-wide and community climate action planning. The Sustainability Coordinator works in an interdisciplinary capacity to provide leadership and expert advice in the development and implementation of policies and strategies related to the environment, energy use, and land use planning, and champions Belleville's position as a sustainable City with a vibrant community, healthy environment, and strong economic base.

KEY DUTIES AND RESPONSIBILITIES:
  • Lead the development and implementation of the City’s Climate Action Plan, energy strategies, and sustainability frameworks to meet corporate and community emission reduction targets.
  • Represent the City in intergovernmental, public, and stakeholder engagements to advocate for climate policy, sustainability, and environmental stewardship.
  • Consult, collaborate and build consensus throughout all departments to implement a climate action transition initiatives through the annual business plan and budget.
  • Lead, coordinate, and participate in meetings with City staff including Senior Leadership, internal departments, and external stakeholders and committees, as a representative of the City of Belleville to support and advance environmental priorities and long-term community development objectives.
  • Research, develop, and assess policies related to waste management, energy, sustainable transportation, asset management, and land use planning with a focus on climate resiliency.
  • Provide policy leadership and coordination across departments to embed climate action, resilience, and sustainability goals into municipal planning, budgeting, and operations.
  • Evaluate and report on the effectiveness of environmental programs and communicate progress on Climate Action Plan implementation, Green House Gas reduction, and other environmental initiatives to internal and external stakeholders.
  • Act as staff liaison to the Green Task Force Committee, supporting policy development, research, and strategic initiatives to advance local sustainability goals.
  • Coordinate municipal compliance with energy reporting, Green House Gas inventories, and environmental disclosure requirements in collaboration with relevant departments.
  • Review and provide expert environmental input on Official Plans, Secondary Plans, Zoning By-law amendments, and other strategic planning documents.
  • Advise internal and external stakeholders (i.e., working groups and committees), management, and City Council on climate-related legislation, regulatory compliance, and policy alignment.
  • Develop and monitor project schedules, financials and negotiate project changes and claims while maintaining the quality and schedule of the project.
  • Perform all other duties as assigned.

QUALIFICATIONS
MINIMUM EDUCATION:
  • Four (4) year Undergraduate University Degree in Environmental Science, Planning, Engineering, or related discipline.
  • Valid Class G Driver’s license with safe driving record, to be held and maintained.
  • Satisfactory Criminal Record Check (“CRC”) prior to commencing work at the City of Belleville.
ASSET EDUCATION:
  • Master’s Degree in Environmental Studies, Environmental Science, or equivalent.
  • Eligibility for Ontario Professional Planners Institute (OPPI) membership as a Registered Professional Planner (RPR).
  • Ability to interpret and apply related legislation and policies (i.e., The Planning Act, Municipal By-Laws).
  • Knowledge of urban planning, land use-policy, and municipal infrastructure.
MINIMUM EXPERIENCE:
  • Two (2) years’ experience working in a public sector/municipal environment, including working with environmental initiatives.
  • A strong awareness of municipal government and of relevant legislation, standards, regulations, and policies within local, provincial and federal governments.
  • Strong project management skills in collaboration with proven leadership skills in delivering the capital works projects in linear municipal infrastructure and growth within a team environment.
ASSET EXPERIENCE
  • Experience with data analysis and research.
  • Exceptional organizational skills with the ability to manage multiple tasks and priorities in a demanding environment.
  • Experience with written and oral reports and presentations.
  • Proven ability to work with professionalism and confidence with all levels of management and the public.

**Position Overview**
Field Environmental Coordinators with Kiewit oversee the environmental program management and implementation on a construction project. This vital position ensures compliance with legal and contractual environmental requirements, both in the field and in-office, while contributing to Kiewit's enduring dedication to corporate social responsibility.

**District Overview**
Kiewit's Western Canada District is headquartered in Burnaby, British Columbia. We primarily perform heavy civil projects specializing in earth moving, transportation, roadways, bridges, water resources, and underground utilities. We are looking for hard working individuals with a passion for construction who aren't afraid to get their hands dirty! Our current opportunities are spread across the entire West Coast of Canada.
**Location**
This position will support the construction of the Woodfibre LNG Terminal in Squamish, British Columbia. This position offers rotational travel / fly in-fly out on a 14 and 7 rotation schedule. #LI-RP1
**Responsibilities**
+ Lead environmental compliance for a project
+ Identify, assess and reduce environmental risks to the company
+ Update environmental plans
+ Perform and oversee field inspections and monitoring (water quality, underwater noise etc.)
+ Identify wetland and sensitive environmental areas for protection and fencing in advance of construction activities.
+ Maintaining project data tracking requirements
+ Monitor, forecast and communicate environmental costs at the project level
+ Develop and conduct environmental protection and awareness training to staff at all levels
+ Function as a principal technical advisor and coordinator for environmental issues
+ Coordinate with relevant crews on their work locations, material needs, quantities and invoices
+ Interpret and apply environmental specifications and drawings avoiding and minimizing adverse effects to the natural environment and local communities.
+ Prepare project and Kiewit required reports and communication of environmental risks to project management
+ Attend field visits with Client and regulatory agencies
+ Liaise with the client providing them design information, schedule details, quantities etc. ensuring they are aware of any unanticipated discoveries, critical permitting and compliance issues.
**Qualifications**
+ Minimum undergraduate degree in an environmental science or engineering field
+ 4 + years of experience in environmental compliance for large construction projects (ideally infrastructure)
+ Qualified Environmental Professional (QEP) designation is preferred
+ Working knowledge of Provincial and Federal environmental legislation
+ Highly motivated, with a demonstrated passion for excellence and taking initiative
+ Strong work ethic, willing to do what it takes to get the job done right the first time
+ Demonstrated commitment to ethics and integrity
+ Passion for safety, with the ability to help us ensure that nobody gets hurt
+ Strong interpersonal, written, and verbal communication skills

+ Work as a team in close collaboration with project managers, project directors, technical leaders, engineers, and technicians;
+ Coordinate all stages of site environmental site assessments (ESAs) and remediation projects;
