Since the spring of 2023, PBC Solutions administers and leads the transformation and digitization of Health Insurance BC Services (HIBC) on behalf of the BC Ministry of Health. HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs. In the future, the business will expand to additional public and private client work.

Position Summary
As a key member of the Information Management & Information Technology (IMIT)Application Services team, the Application Architect will:

  • Provide strategic business and technology consulting to enable effective decision making on information technology investments.
  • Apply industry and information technology expertise to conduct feasibility studies, develop proposals, and design solutions in support of existing services and business growth.
  • Work collaboratively with others to ensure architecture is aligned with business requirements.
  • Document, develop and maintain the high-level knowledge and design for the overall architecture of applications and security components for a particular solution.
  • Plan, conduct, and supervise complex assignments; as well as design and apply new methods and procedures.
  • Design, develop, evaluate, and integrate business services, operating systems, and databases.
  • Lead multi-developer projects and providing supervision, guidance, expertise, and direction to all members of the team.
This position is designated as a Grid Level 32, with a range of $121,092 - $139,245 per year. This includes a Temporary Market Adjustment Adjustment (TMA) of 11.8%.

Primary Duties
Provides leadership, consulting, and strategic direction
  • Provides direction and mentoring to staff in application development.
  • Provides application and database design consulting expertise, direction, and assistance to other team members.
  • Anticipates obstacles and thinks through the likely impact of the alternative proposals/solutions.
  • Maintains awareness of industry trends and provides regular briefing updates to client management.
  • Researches new features, software, and tools.
  • Verifies stability, interoperability, portability, security, and scalability of application architecture.
  • Keeps up-to-date on emerging application design and database architectures, technologies, and methodologies.
  • Quickly assess multifaceted problems and complex situations.
  • Recognizes patterns and distinguishes the root cause.
  • Analyzes and interprets data and draws inferences.
Ensures enterprise-wide application design standards are maintained
  • Creates applicable reference architecture and application design standards.
  • Evaluates application development practices and creates development standards, policies, and procedures.
  • Ensures application design and development policies are adhered to.
  • Develops architecture and security strategy plans and roadmaps based on sound enterprise architecture practices.
  • Maintains deep knowledge of the product architecture and of the technologies used.
  • Maintains technical documentation of the solutions.
  • Documents and develops in-depth knowledge of the application/sand security components.
Liaison with clients and partners
  • Facilitates collaboration with clients to transform requirements into effective solutions.
  • Consults with and advises clients on business solutions.
  • Works with internal and external partners to provide innovative solutions to business problems.
Project Delivery
  • Is accountable for architectural deliverables.
  • Oversees developments and changes in the digital business to ensure they are adequately addressed in architecture and security strategy plans and updates artifacts.
  • Reports updates proactively.
  • Escalates issues in a timely manner.
  • Ensures closure and resolution of the same.
  • Builds checks in the team to ensure timely escalations.
  • Identifies key and high-risk components.
Performs other related duties as required, including:
  • Works with leadership to assist with financial planning and management.
  • Participates in planning of software maintenance releases.
  • Assists in the preparation of documents in support of procurement of goods and services.
  • Represents Information Technology at advisory and user group meetings.
  • Other duties as assigned.
Required Education and Experience
University degree in a related field, or a suitable combination of education and previous work experience. A related field includes the following:
  • Degree in Computer Science or related field and 5 years of experience; OR
  • Diploma in Computer Science and 7 years of experience; OR
  • Certificate or program completion in Computer Science, or some course work in Computer Science and 12 years of experience.
Related experience includes the following:
  • Extensive experience in technology-related field (developer, network admin, security analyst, architecture) and in delivering COTS-based technology solutions in a complex environment.
  • Experience in the healthcare industry considered an asset.
  • Experience managing and leading virtual, cross-functional teams, including defining requirements, developing designs and project plans, and delivering results.
  • Experience in developing large-scale enterprise business solutions in a multiplatform environment.
  • Experience in physical/implementation architectures to ensure scalable performance.
  • Experience with architecture design concepts and techniques and the ability to communicate and evangelize those concepts to a broad-based team.
  • Experience with Systems Development Life Cycle process.
  • An equivalent combination of education and experience may be considered.
Knowledge, Skills, and Abilities
  • Knowledge and understanding of Enterprise Architecture process and frameworks.
  • Knowledge and technical expertise of current and emerging systems development methodologies, techniques, tools, and industry best practices in developing flexible and re-useable designs to support software environments and integration activities.
  • Knowledge of the principles, practices and tools of project management.
  • Act as an advocate for ensuring that the application architecture aligns with the overall enterprise architecture goals.
  • Work with other IT groups, develop and maintain an application roadmap that provides reduced overall complexity and increased cost efficiency.
  • Hands-on experience with business requirements analysis.
  • Proven experience in components design and development.
  • Ability to ensure a complete, accurate and valid inventory of all systems, infrastructure, and applications.
  • Excellent understanding of high availability and secure architectures.
  • Proven experience understanding Health industry challenges, like privacy, vulnerability, security, etc. is an asset.
  • Proven ability to develop and maintain code using a variety of programming languages such as Delphi, C#, C++, Java, JavaScript, XML, XSLTis an asset.
  • Experience in the development of Restful APls would be considered an asset.
  • Knowledge of Natural, Cobol, Node.js, Angular, Docker, Elastic Search, Keycloak and UX would be considered an asset.
  • Deep experience in database designing - primarily Oracle.
  • Cloud hosting experience would be considered an asset.
  • Leadership and direction setting through technical subject matter expertise.
  • Ability to communicate concisely, both verbal and written at a level consistent with the audience's level of understanding.

We are seeking an experienced Application/Software Architect to join our bid team for a major federal government project. The selected resource will lead architectural and technical efforts in the design, integration, and support of complex command-and-control (C4ISR) and ISTAR systems for defence operations.

  • 7+ years of experience in front-end or full-stack development, with recent experience in technical architecture roles.
  • Deep knowledge of JavaScript frameworks including Vue.js and React.js, and an understanding of their ecosystems.
  • Proven experience leading or supporting framework migrations within production systems.
  • Strong knowledge of unit, integration, and end-to-end testing frameworks (e.g., Jest, Mocha, Cypress, Testing Library).
  • Demonstrated use of diagnostics and observability tools to troubleshoot and optimize applications.

What You Will Be Doing 

As a Senior Technical Architect, you will: 

  • Lead architectural strategy, ensuring alignment with business objectives and technology best practices. 

  • Design and oversee the development of backend and frontend systems using Java, Spring Boot, Node.js, and React/Next.js. 

  • Establish technical roadmaps, design patterns, and architecture governance frameworks. 

  • Set and enforce standards in coding, testing, CI/CD, and DevOps at the architectural level. 

  • Architect robust APIs and microservices for high-volume, global-scale applications, including payment integrations and emerging technologies like crypto and stablecoins. 

  • Partner with product, QA, and engineering teams to deliver production-ready, maintainable solutions. 

  • Drive refactoring initiatives and manage architectural debt to maintain a healthy, adaptable codebase. 

  • Design cloud-native architectures leveraging AWS (API Gateway, Lambda, Step Functions, DynamoDB) and AWS SAM for serverless development. 

  • Define secure, scalable, and cost-effective infrastructure patterns. 

  • Promote infrastructure as code and modern DevOps practices to accelerate delivery and ensure reliability. 

  • Serve as a key technical authority, guiding teams through architectural decisions and resolving complex challenges. 

  • Communicate architectural strategies clearly to both technical and non-technical stakeholders. 

  • Champion Agile principles while fostering a culture of innovation and continuous improvement. 

What We’re Looking For 

  • Bachelor’s or Master’s degree in Computer Science, Engineering, or equivalent experience. 

  • 10+ years in software engineering, with at least 3+ years in an architecture-focused role. 

  • Expertise in Java and Spring Boot; strong experience with Node.js, React/Next.js, and microservices. 

  • Proven AWS skills, especially in serverless architecture and services like API Gateway, Lambda, Step Functions, DynamoDB, and AWS SAM. 

  • Experience with payment gateways, international payment rails, or blockchain/crypto integrations (strong plus). 

  • Advanced knowledge of RESTful APIs, OAuth, and relational/NoSQL databases. 

  • Strong advocate for CI/CD, automated testing, and Agile delivery. 

  • Excellent ability to convey architectural concepts and mentor cross-functional teams.

The Technical Architect - ServiceNow, will contribute to a team of specialists working to assist our clients customers in understanding their ServiceNow environments. The Technical Architect - ServiceNow will join the IT & Software Asset Management (ITAM) Team to focus primarily on the implementation, configuration, and management of customers' ServiceNow platform. The Technical Architect - ServiceNow will be an expert in ServiceNow and have a proven methodology and best practice for implementation the ServiceNow platform and associated modules. To be successful the Technical Architect - ServiceNow will have a process definition supporting ServiceNow implementations and will be very experienced with the practical implications of implementing and sustaining those processes. The Technical Architect - ServiceNow will be a technical lead and member of an overall engagement project team focused on delivering successful customer outcomes; focusing primarily on leading the implementation of the ServiceNow platform and the implementation of ServiceNow ITAM, ITSM, ITOM, ITBM modules and the development of the modules specific to the customer business requirements and outcomes.

Responsibilities

  • Implement ServiceNow Platform and specifically the ITSM, ITOM, ITBM and ITAM modules
  • Support engagement efforts for process definition, re-engineering, improvement, and gap analysis of current/future-state processes during workshops with key customer sponsors and stakeholders
  • Guide customers in their efforts to take maximum advantage of the investments made in the ServiceNow platform including improvements to business processes
  • Lead technical aspects of project delivery and solution delivery for engagements
  • Provide technical leadership on best practice for ongoing support of ServiceNow
  • Lead the configuration and development of modules to meet customers' business outcomes and requirements
  • Work with the customer to ensure the configuration of ServiceNow meets their overall requirements including drafting technically focused user stories, acceptance criteria, testing strategy, and knowledge transfer
  • Guide and provide required oversight/training for the customer's system administrators throughout the engagement
  • Provide support and technical consultancy for ServiceNow implementations and on-going BAU usage of ServiceNow
  • Consult with Consultants and customers to improve processes and services for the usage of the ServiceNow Platform
  • Lead the overall quality standard to ensure accuracy of customers' hardware and software asset information and how it is being used within the ServiceNow Platform
  • Identify potential "problem" areas within customer ServiceNow environments and provide advice on problem resolution
  • Keeps up to date with industry trends and new ServiceNow offerings to enhance the usability of the ServiceNow Platform
  • Work with the customer during Kick-off calls to identify their requirements for the ServiceNow platform and modules
  • Work with the customer during Kick-off or Discovery calls to identify the topography of their IT systems, products, and platforms they utilize and select the appropriate discovery tools to collect installation data from these environments
  • Support sales and pre-sales activities as required
  • Provide technical support to customers as they implement the ServiceNow platform and the respective modules such as but not limited to ITSM, ITAM, ITOM, and ITBM
  • Work with the customer as needed until the ServiceNow platform and modules are delivering the required outcomes
  • The Technical Architect - ServiceNow will complete all work within agreed timescales and KPI's
  • Assist SHI teams in managing project timelines and customer expectations
  • Develop into a "go-to" resource for others on the team as well as regional sales teams to answer ServiceNow specific questions; provide training and mentoring to other team members
  • Attend, support and represent SHI at conferences and events
  • See themselves as part of the greater whole in meeting or exceeding business objectives on a regular basis, as well as assistance in driving key initiatives for ITAM
  • Stay up to date on new ServiceNow product offerings, take on-going training and certification and accreditations
  • Maintain industry leading knowledge to understand all aspects of the ITAM and Software life-cycle - from licensing to purchasing to deployment to decommissioning

Qualifications

  • Have a post secondary education (College/CEGEP diploma or University degree)
  • Minimum 10 years experience as a Technical Architect
  • Minimum 3 years experience analyzing requirements and developing HRMS software applications
  • Experience designing and implementing HRMS software applications
  • Minimum 4 years experience in data modeling and data integration using SQL Navigator


Additional Information

  • Must be able to obtain and maintain a Government Secret Level clearance
  • Able to go onsite 5 days a week (Ottawa- Byward Market)
