Job Summary
Based in New Westminster and part of the Fraser Health Authority, Royal Columbian Hospital is a tertiary cardiac hospital and academic centre, and the regional hub for cardiac catheterization, structural interventional cardiology, electrophysiology, cardiac surgery, and mechanical circulatory support. The 21-member Division of Cardiology is a collegial division that continues to grow. The new Jim Pattison Acute Care Tower, slated to open in 2026, will enhance our inpatient cardiology footprint, provide a new Cardiac Intensive Care Unit (CICU), and continue our position as a leading cardiac centre in British Columbia. Further, division members are eligible for academic appointment to the University of British Columbia (UBC) Division of Cardiology and Cardiac Surgery, to a level commensurate with academic position requirements. Division members are fortunate to work resident doctors from various programs, including UBC Cardiology, and are supported by Nurse Practitioners, Associate Physicians, and other allied health clinicians.
We are seeking applicants with Royal College-accredited (or equivalent) training in cardiology, as well as additional fellowship training in advanced heart failure. Specific expertise in hypertrophic cardiomyopathy, the impact of valvular disease on heart failure, or experience as a clinical trial investigator or in medical education is encouraged.
The successful applicant will be afforded opportunities to work in our Heart Function Clinic; join our MitraClip and Transcatheter Heart Valve teams; provide consultative services to patients in cardiogenic shock or requiring mechanical circulatory support for consideration of advanced cardiac therapies; and attend on the cardiology inpatient/CICU and consult services. Applicants will also be encouraged to develop and maintain a robust outpatient cardiology practice.

Detailed Overview:
Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
Reporting to the Vice President, Digital Patient and Provider Experience, the Executive Director, Centre for Advanced Analytics, Data Science, and Innovation (CAADSI) provides leadership and direction in the review and optimization of business systems, through integrated analytics services providing and interpreting key analytics on the status and standing of clinical and business operations.
Participates in the Senior Leadership Team of the Vice President, Digital Patient and Provider Experience portfolio, plans, implements and evaluates related physical, financial and human resources requirements support of the strategic and operational needs of Fraser Health, participates in the development of the mission, strategies and goals to ensure the optimum delivery of services.
Responsibilities:
Organizational:
- Develops and recommends short and long-range goals and objectives for portfolio departments ensuring plans support the goals, policies and vision of Fraser Health.
- Plans and implements operating and capital budgets for the reporting departments including budget preparation, authorization control and reporting of expenditures ensuring the efficient utilization of the financial resources of the departments within the objectives, plans and budgets established by senior FH Executives. Hold authority to allocate financial resources across departments to best meet portfolio and Fraser Health requirements.
- Provides senior leadership to all staff across the departments to build motivation to attain goals for the department, portfolio and organization. Develops and recommends organizational structures to reflect the operational needs, the responsibility of each employee and an on-going system for measuring performance.
- Oversees the recruitment and professional development of employees across the portfolio including responsibility to oversee and, as required, participates in the management of human resource matters for the portfolio of departments.

Specific Functions:
- Oversees and leads transformation of systems to effect change and improved results. Collaborates with leaders across FH to ensure effective management and transforms systems to better support operational and strategic objectives. Business process changes have authority wide implications and involve collaboration and consultation to resolve issues and arrive at consensus.
- Leads and contributes the overall business systems development and process redesign, report development, appropriate documentation and education of all systems development, enhancement and implementation.
- Provides direction and consultation to the Facilities Management and Public Private Partnership services in the areas of process management and system development.

Qualifications:
Education and Experience
Master's Degree in Business Administration, Health Administration, Health Informatics or related field, plus (10) to fifteen (15) years' of senior system analysis and transformation experience in a large, complex business environment, strategic transformation, multidisciplinary initiatives and project management.

Royal Columbian Hospital is pleased to invite applications for a Cardiologist who has completed at least a one-year dedicated fellowship in adult echocardiography and has a strong foundation in general cardiology.
Royal Columbian Hospital is a tertiary provincial referral hospital and academic centre located in New Westminster, BC. As part of the Fraser Health Authority, with a population of over 2 million people, RCH is the regional hub for cardiac catheterization, structural interventional cardiology, electrophysiology, cardiac surgery, and mechanical circulatory support. RCH echocardiography laboratory is a high-volume centre providing inpatient and outpatient services, supporting structural heart and surgical programs and providing 24/7 echocardiography call. Further, our echocardiography laboratory regularly provides training to multilevel learners from various residency programs, including UBC Cardiology, as well as sonographer students.
The successful applicant will join a growing 21-member Division of Cardiology that consists of general cardiologists, critical care cardiologists, electrophysiologists, interventional cardiologists and echocardiographers. The division members benefit from an environment that values teamwork, multidisciplinary collaboration, innovation, quality improvement and research. Further, the division members are eligible for academic appointment to the University of British Columbia (UBC) Division of Cardiology and Cardiac Surgery, to a level commensurate with academic position requirements. Finally, the new Jim Pattison Acute Care Tower, slated to open in 2026 as part of a multi-phase RCH Redevelopment Project, is expected to result in a substantial enhancement of diagnostic cardiology services to match the expansion of the inpatient cardiology footprint and electrophysiology and structural interventional programs. This expansion will reinforce our position as a leading cardiac centre in British Columbia.
Key Areas of Involvement
A successful applicant will:
Engage in all aspects of echocardiography, including diagnostic transthoracic and transesophageal echocardiography, contrast and 3-dimensional echocardiography, stress echocardiography, and strain imaging when indicated.
Perform pericardiocentesis, when indicated.
Assist with the guidance of the interventional electrophysiology and transcatheter procedures including PFO and ASD closures, left atrial appendage closures, and transseptal punctures.
Participate in the screening and follow-up process of the structural valve program (TAVI, MitraClip), with the possibility of direct involvement with procedural guidance as the program expands.
Assume a leadership role in the expansion and standardization of the stress echocardiography program (exercise, bike and Dobutamine protocols with contrast administration, as required).
Participate in the echocardiography call as scheduled.
Contribute to medical education of the residents and sonographers.
Participate in the cardiovascular case rounds providing echocardiography expertise.
Supervise stress tests (exercise and pharmacological) for the MIBI procedures.
Participate in cardiology clinical service.
Be encouraged to develop and maintain a robust outpatient cardiology service.
Qualifications and Requirements
MD or equivalent and RCPS certified in cardiology
Minimum of 1 year of Advanced Specialist (previously Level III) Echocardiography Fellowship, preferably with significant interest in stress echocardiography
Eligibility for CPSBC licensure
