JOB DESCRIPTION: QUALITY INSPECTOR

  • Read & Interpret drawings, 5 years (Preferred)
  • Ensure that existing standard operating procedures, quality programs and welding procedure specifications are being followed by company staff
  • Perform weld inspection as per Code
  • Supervise welding certification of new hires
  • Minimum Level 2 CWB certification
  • Review welding specifications and/or requirements for each project and work with team to solve fabrication challenges
  • Identify project quality control requirements and ensure they are always met
  • Review project drawings and specifications, developing inspection and test plans and implementing them
  • Inspect materials and finished goods to ensure they meet Code, customer requirements and/or contract specifications, including but not limited to checking welds, welding consumables, base material, cut & formed parts, layout work and coatings
  • Effective verbal and written communication skills, above average level of expertise in business office applications are a must.
  • Working knowledge of welding, metal fabrication and machining processes.
  • Working knowledge of CWB W47.1, W47.2 and W59 and AWS D1.1 and D1.7standards.
  • Experience in development and implementation of QC programs, SOPs, PQRs and WPS.
  • Familiarity with requirements of the custom metal fabricating industries.
  • Approves incoming materials by confirming specifications, conducting visual and measurement tests, rejecting and returning unacceptable materials
  • Perform source inspections, in-process inspections and final inspections
  • Communicating required adjustments to shop foreman and returning products for re-work, confirming re-work through proper system (both in ERP and procedurally)
  • Documents inspection results by completing reports and logs, summarizing re-work and waste, inputting data into quality database
  • Perform all daily inspection and test of the scope and character necessary to achieve the quality required in the drawings and specifications for all works under the contract performed ON or OFF site.
  • Taking care of QA/QC documents of the entire project including certificates, calibration, test results, inspection requests, non-compliance reports, materials delivered and other QA/QC documents.
  • Perform inspections, reports and archiving documentation and collecting and filing the required Quality Records.
  • Carry out inspection and checking for all quality related procedures in all Channel workshops and ensures activity at all shops are as per approved method statement and inspection test plan.
  • Evaluates the qualifications of welders and Non Destructive Test-NDT technicians with regard to the activities assigned.
  • Perform precision dimensional measurements
  • Review production documentation for compliance and adequacy of inspection and as necessary, develop required inspection criteria for the production of quality products
  • Analyze compliance with applicable quality elements, relevant standards and processes and initiate any required corrective and preventative actions; verify the response and effectiveness of the implementations
  • Ensure products meets or exceeds internal and customer requirements
  • Work with production, purchasing and engineering to ensure the quality requirements of production parts are met
  • Dealing with the Client for all the Quality matters and coordinates with client’s QA/QC departments for inspection and meeting about quality problems including the closure of Non-Compliance Report.
  • Required to participate and oversee all the internal/external audits.
  • Accomplish the Quality Control functions/activities of a project or its parts, including Quality Control inspection schedules and the collection of Quality Records.
  • Develop and Assesses the implementation of the Quality Plan and Quality Control Plans on shops
  • Ensures proper WPS are in place

BASIC FUNCTION:
The Electrical Quality Control Inspector will be responsible for ensuring all electrical installations meet Impact Energy standards, client requirements, and CEC code & Sask. Power requirements. This role involves conducting inspections, documenting findings, and working closely with project managers, site supervisors, and electricians to maintain quality and safety throughout all project phases.

PRINCIPAL RESPONSIBILITIES:
Duties could include but not limited to:
● Ability to define and create inspection points with E&I assets with scoping drawings
● Perform inspections of electrical systems, equipment, and installations to verify compliance with design specifications, drawings, and applicable codes (CEC, CSA, etc.).
● Review and interpret electrical plans, technical drawings, and specifications to ensure accuracy and quality standards are met.
● Identify and document non-conformances, deficiencies, or deviations and follow up on corrective actions.
● Conduct routine quality checks during all stages of construction and installation (rough-in, pre-commissioning, final testing).
● Prepare detailed inspection reports, maintain records of tests, and provide feedback to project management.
● Track asset inspections and % complete with pass/fail rate
● Track Rework HRs
● Create and own Punchlists
● Inspect and provide Quality Surveillance Reports
● Verify proper use of materials, tools, and equipment according to manufacturer and safety standards.
● Assist in commissioning and final acceptance testing of electrical systems.
● Collaborate with site supervisors, engineers, and project managers to resolve technical and quality issues.
● Ensure compliance with health, safety, and environmental regulations during inspections.
● Participate in internal and external audits as required. Ensure ITP is completed and Create Turnover Package
● Initiate and Attend Walkdowns with Client
● Provide Quality Bulletins Company Wide
● Ensure Technical Training is up to date (3M Training etc)

Requirements:
● Hold a valid Interprovincial Red Seal Certification as a Construction Electrician
● Previous experience in electrical inspection, quality control, or related field within the construction or industrial sectors.
● Strong knowledge of electrical codes, standards, and best practices (CEC, CSA, etc.).
● Ability to read and interpret technical drawings, blueprints, and schematics.
● Excellent attention to detail and problem-solving skills.
● Strong communication and documentation skills, both written and verbal.
● Proficiency with inspection tools, testing instruments, and reporting software.
● Ability to work independently and collaboratively in a fast-paced construction environment.
● Ensuring all safety certifications are up to date and valid
● Class 5 Driver's License, with clean Driver Abstract
● Able to pass a Criminal Record Check and D&A Pre-Access Testing

The Electrical Quality Control Inspector is located in Pickering and typically reports directly to the QC Manager. The quality control inspector is responsible for performing daily inspections and test activities for receipt, processing, and final inspections and tests as instructed by the QC Manager. The Electrical QC Inspector is accountable for documenting all inspection and test activities in accordance with the various QA programs of Black and McDonald PGR. The Electrical QC Inspector is responsible for working with other groups during the implementation of the Quality Program activities. The Electrical QC Inspector shall ensure the highest degree of employee and plant safety, as well as quality standards, are met.

DUTIES AND RESPONSIBILITIES

  • Perform work activities in a safe manner and in compliance with Black and McDonald Safety Program and those of our customers
  • Perform receipt, in process and final inspection and test activities including maintaining accurate inspection and test status of items
  • Perform special process monitoring activities
  • Ensuring correctness of Work Sign-off activities as related to inspection and test activities
  • Aid with the implementation of the Quality Management System and Programs within PGR
  • Preparation or review of Inspection and Test Plan(s)
  • Coordination for Project QC activities, including interfaces with client or outside organizations (subcontractors)
  • Accurate and timely verification of inspections and tests shown in the Inspection and Tests plans or as otherwise assigned by the QA Manager
  • Documentation of the results of the inspections and tests as required
  • Ensure proper use and safe handling of measurement and test equipment, including recording where used
  • Identify and control nonconforming items according to Black & McDonald Procedures

+ Sign off MCS for completed operations inspected and if witness was required work with customer and BWXT Witness to get MCS signed off.
+ Interpret customer drawings (including geometric tolerances) and technical information packages.
+ Assess part compliance, initiate NCR and follow through NCR process for disposition and timely closure.
+ Safely move components including the use of lifting devices such as overhead cranes and jib cranes as applicable.
+ May be required to assist with Quality Surveillance of sub suppliers.

**Position Summary: **

The Director, Quality Assurance will lead the daily Quality operations and Quality Management System (QMS) processes and collaborate with AH/AHD Quality partners. The Director of Quality is accountable for the implementation of inspection standards for supply chain, logistics, Shipping, incoming, in-process, quality gates, final and conformity inspections on new or used components and helicopters under the Regulatory requirements of EASA POA, TCCA CAR 561, TCCA CA 571/573 and FAA Part 145 requirements.

**Primary Position Responsibilities: **

* Business Quality Management *

* Administer budget, QMS, processes, documentation, employee training and career development across the entire business eco-system.

* Assist Executive Committee/management with integrating strategic Quality planning and management into the business planning cycle.

* Lead the customer satisfaction attitude of a First Time Right and Speak Up/Listen Up Culture for problem resolution and prevention.

* Establish Quality Key Performance Indicators (KPI) and measurements at appropriate levels and departments within the enterprise to capture nonconformities, customer complaints, and process performance.

* Sustain the TCCA /FAA/EASA repair station, production certificate, certificated employees, and AS9100 QMS approvals by site applicability and support the development of new approvals as the business needs require.

* Accountable for continuous compliance to EASA POA requirements including proactive identification of gaps and actions taken to close gaps.

* Meet the management personnel TCCA requirements for CAR561.04 and CAR573.03-.04 in addition to completing the TCCA interview and approval process.

* Apply Quality and Aviation Safety expertise in aircraft related maintenance and manufacturing of helicopters and helicopter blades, gearboxes, composites, tail booms, avionics, test equipment, Non Destructive Inspection and special processes to create and sustain a world class Quality organization.

* Harmonize the common ways of working with other Airbus Helicopters facilities globally for Quality standards and systems integration. Ex: SAP, Non Conformance Management and Manufacturing Execution System.

* Supervise the creation and maintenance of documentation used throughout the processes to ensure compliance with external regulations, internal requirements, configuration, obsolescence, and design.

* Collaborate with design and certification teams for new product designs, manufacturing, and training methods.

* Standardize inspection criteria and activities to comply with approved data, maintenance manuals and regulatory requirements (Ex: TCCA/OSHA/EPA/FAA/EASA), as well as company policies and procedures.

* Accountable for ensuring Initial and continuing Supplier Quality requirements are met through Supplier risk management and supplier audits management.

* Be the reference for safety compliance standards in the Quality department. Ex: Use of personal protection equipment, identification of FOD, cleaning of parts and helicopter and parts protection.

* Accountable for the management of all Calibration of Measuring and Test Equipment and management of calibration including NDT and Material Testing within the organization.

* Accountable for the development of the annual Internal Audit Plan and the management of the AHCA internal audits and corrective actions. by internal auditors whilst maintaining the integrity of independence.

* Accountable for Cost of Non Quality ( CNQ), Right First Time , On Time Quality KPIs at AHCA.

* Develop annual Safety, Quality, Cost, Delivery, and People (SQCDP) KPIs and apply practical problem solving (PPS), plan do check act (PDCA), root cause and corrective action and other quality department tools to ensure company objectives are on target.



* Leadership and Personnel Development *

* Develop a 12 month and a 3 year roadmap for the department to identify projects critical to the success of the Organization aligned with current and future business needs.

* Continually assess business processes within Quality for its capability to be effective, efficient and deliver outputs RIGHT FIRST TIME.

* Establish Quality values and ideals critical to business success and be a business advocate to communicate and implement improvements with effective change management practices.

* Develop and sustain a Coach and a Catalyst mindset in Quality to help departments succeed in delivering outcomes Right First Time every time.

* Accountable for the implementation of Airbus Operating System within Quality.

* Accountable for the assessment and implementation of evolving regulatory requirements within the business like Part IS, EASA POA,SMS, DOA quality compliance etc.

* Accountable for educating all new employees on Airbus Quality and Aviation Safety requirements through Orientation Training.

* Organize periodic team meetings to ensure effective communication of company/department projects, resolve issues, customer needs and company/department objectives.

* Accountable to communicating business objectives and translating objectives to actionable KPIs for every employee in Quality through their SQCDP objectives.

* Conduct periodic performance evaluations, competence assessments, and development plans for the team to make recommendations on merit, promotion, transfers, hiring, and disciplinary actions up to termination.

* Budget and schedule the training plan for new hires and recurrent training to further develop team inspection methods, regulatory requirements and company policies/procedures.

* Network continually with other Quality and Aviation Safety Counterparts within other Airbus Helicopter and Airbus Canada entities to build relationships.

* Support the Quality managers and supervisors scheduled status meetings, department meetings and company events to report on and address any concerns regarding quality department functions.

* Liaise closely with the Aviation Safety Departments to support and participate In all investigations, Hazard Reports, risks and incidents as required to promote the 2028 Aviation Safety Objectives.

* Annually plan Quality budgets, periodic forecasts, scheduling expenditures, analyzing variances, and adjusting costs to the business conditions and manage departmental expenses proactively to stay under budget.



* Quality Department Continuous Improvement and Risk Management *

* Champion the continuous improvement efforts enterprise wide collaborating with other internal and external customers as required on reducing Cost of Non Quality, improving customer satisfaction, support, and sales.

* Innovate and benchmark within the aviation or other industries to improve key Quality processes and metrics such as new measurement equipment, defect detection technology, workplace safety, ergonomic, digital transformation and software tools.

* Proactively identify skills and resource related risks and add them to the ERM to conduct risk identification, evaluation and mitigation.

* Perform risk mitigation of key processes which may affect customers, safety, costs, schedule, or business continuity factors.

* Continually De-risk skills issues by developing a Poly-poly system in QA.

* Accountable for identifying and managing all Supplier risks in conjunction with the Purchasing department.



**Position Requirements: **

* Education *

* Bachelor’s Degree in Aerospace/Aviation/Industrial Engineer/Engineering or related field or 15 years of equivalent experience in a Quality Assurance management role

* Master’s degree considered an asset



* Experience *

* 10 years of Aerospace/Aviation Industry, Military or Quality experience and 3 years in a Leadership role Civilian and/or Military.

* AME license considered an asset.

* ASQ certifications considered an asset.
