The Primary Construction Team consists of ACCIONA Infrastructure Canada Inc. (ACCIONA) and Amico Major Projects Inc. (Amico), as Trillium Guideway Partners (TGP).
What is the project?
The Ontario Line ("OL") is a fully integrated, stand-alone, rapid transit system that connects Ontario Science Centre to the Exhibition and Ontario Place grounds. The Northern Civil, Stations and Tunnel ("NC") project consists of approximately 7 kms of underground subway and elevated guideway, with stations along the segment providing connections to surface bus and streetcar routes. The NC project has been divided into two main progressive design-build contracts: (1) the Elevated Guideways and Stations Contract ("EGS") and the Pape Tunnel and Underground Station Contract ("PTUS"), with supporting Early Works.
What is the Opportunity?
The Construction Quality Control Manager plays a crucial role in ensuring that construction activities meet established quality standards, regulatory requirements, and project specifications by
implementing robust quality control, inspections and testing processes. The Construction Quality
Control Manager helps to minimize risks, enhance project outcomes, and deliver a high-quality
project.
Responsibilities
- Develop, review, and execute Inspection and Test Plans (ITPs).
- Oversee and manage the Construction Quality Control staff, ensuring team members possess appropriate qualifications and experience as outlined in the Construction Quality Management Plan.
- Provide training, guidance, and continuous development opportunities to the QC team.
- Ensure laboratories maintain necessary accreditations and certifications compliant with DMCA
- requirements.
- Review and authorize quality-related documentation, such as inspection reports, test results, and quality assurance records.
- Evaluate test outcomes to confirm compliance with project specifications and applicable standards.
- Maintain comprehensive and accurate inspection and testing records.
- Identify quality deficiencies, issue Non-Conformances, and verify timely and effective corrective actions.
- Conduct external quality audits on subcontractors and suppliers to ensure adherence to quality standards.
- Participate in Quality Working Group meetings, providing timely and relevant quality control updates.
- Provide updates to the monthly Quality Management System reports.
- Monitor subcontractor performance to ensure adherence to quality control guidelines, contractual obligations, and project specifications.
- Offer guidance and support to subcontractors in resolving quality issues and enhancing their performance.
- Generate periodic progress reports highlighting quality control activities, achievements, challenges, and milestones for stakeholder review.
- Track key performance indicators and metrics to assess quality control effectiveness and identify areas for improvement.

What You'll bring to the Team (Knowledge, Skills, Competencies)
- Certified ISO 9001 Lead Auditor is mandatory.
- Experience as a Construction Quality Control Manager within the field of rail and transit, transportation, and infrastructure projects of similar size, complexity, and contractual value to this Project.
- Knowledge of applicable local and international construction codes, regulations, and industry best practices such as the Ontario Provincial Standards Specifications, and MTO standards.
- Thorough understanding of construction methods, procedures and standards.

- Ensure ongoing compliance to the Part 111 – Current Good Manufacturing Practice in Manufacturing, Packaging, Labeling, or Holding Operations for Dietary Supplements of the U.S. FDA's Code of Federal Regulations Title 21 for dietary supplements produced for the U.S. market.
Key Responsibilities:
- Set priorities and develop objectives for the Quality department on an annual basis and throughout the year, as appropriate. Ensure that objectives are achieved.
- Identify continuous improvement opportunities and develop/ plan implementation strategies for the Quality department including process improvement projects and initiatives improving organizational effectiveness.
- Develop the budget for successful and efficient operation of the Quality department.

- Represent the company and participate in health authority and third-party/ customer audits. These audits include but are not limited to those conducted by Canadian Food Inspection Agency (CFIA), Natural & Non-Prescriptive Health Products Directorate (NNHPD), US Food & Drug Administration (FDA), Organic certification body, or private label customers.
- Oversee the execution and continual improvement of all Quality Assurance and Quality Systems programs including, but not limited to, raw material/ packaging/ finished product release, pre-operational/ in-process inspections, document control, change control, deviation/ CAPA management, employee training, validations, auditing, non-conforming product and product recall.
- Lead and facilitate the annual Mock Recall/ Traceability exercise with the site's Recall Management Team. Address any gaps and implement the corrective/ preventive actions from the mock recall exercise in a timely manner.
- Lead the Organic certification program by maintaining documentation required for certification, facilitating annual on-site audits, liaising with the certifying bodies to provide requested documentation, facilitating traceability/ mass balance exercises, and ensuring invoices are paid in a timely manner.
- May include other duties as assigned from time to time.
Environmental and Social Responsibility:
- Support with the development, implementation and monitoring of the organization's environmental and social goals as they relate to your team. This includes establishing your team's performance metrics in alignment with the organization's sustainability strategy.

Required Qualifications:

- A minimum of a Bachelor of Science degree majoring in chemistry, food science, biology, biochemistry, microbiology, or a related discipline is required.
- A minimum of five (5) years of practical experience in a managerial position with leading teams, developing, and reviewing performance metrics and directing roles/ responsibilities is required.
- A minimum of seven (7) years of practical experience in a Quality role within a regulated industry such as natural health products or pharmaceutical is required.
- Expertise in Quality Systems, GMP regulations, Health Authority / Third-Party inspections and audits, and risk-assessments is required.
- Significant experience with technical writing, such as developing Quality policies, written programs, and Standard Operating Procedures is required.
- Strong ability to effectively coach peers in making sound quality decisions and resolve quality issues is required.
- Proficiency in Microsoft Office (Excel, Word) is required.
- Demonstrated ability to lead continuous improvement initiatives/ projects within the Quality function is required.
- Good understanding of or experience with the Lean Manufacturing Principles is preferred.
- Experience with NSF International Standard 173 Section 8 for dietary supplements would be an asset.

Job Responsibilities:
Reporting to the General Manager, drive a strong quality culture throughout the organization and oversee the development, strategic direction and implementation of policies and procedures to ensure quality programs continue to be best in class. Develop Strategy for future successful performance of Deco Automotive and P&F Tool & Die by assessing individual skill sets within department, assessing current systems and initiate the necessary changes.
Minimum Requirements
- Responsible for quality operations across two divisions - Deco Automotive and P&F Tool and Die - and must be able to travel regularly between both locations to fulfill role responsibilities.
- University degree in Engineering or equivalent field
- Minimum 5-7 years working in a Quality related role
- 3-5 years' experience providing leadership to and growing a team
- Certification as a Quality Manager (CQM), Quality Engineer (CQE), Quality Auditor (CQA) preferred
- Strong knowledge and experience with 8D, issuing NCRs (internally and with suppliers)
- Strong Root Cause Analysis and problem-solving skills
- Experience developing and maintaining procedures, work instructions, and process flow documentation
- Strong working knowledge of 6-Sigma methodology (certification not required)
- Excellent written, verbal and presentation skills
DUTIES & RESPONSIBILITIES:
- Ensure that all QA/QC policies and procedures are being followed consistently
- Manage internal and external non-conformances and verify effectiveness of corrective and preventative actions
- Maintain and improve QA department documentation (policies, WI, process flows, KPIs)
- Foster a culture of Continuous Improvement by driving PDCA methodology
- Work closely with other departments to complete in-depth investigations of customer complaints or when issues or trends are identified

Purpose:
The Quality Manager has direct responsibility for the site’s ISO certification including process audits, work procedures, corrective and preventative actions. The corporate Variation Management program involving SPC, Control Plans, 8D Root Cause Analysis and CCAR’s are within this process. Responsible for assuring quality products are produced through the control of processes and raw materials.

The cost of poor quality impacts the plant’s bottom line. Control of non-conformance within the associated quality systems mitigates the financial impact of poor quality. Exposures in the 25,000 GBP range are possible.
Key Result Areas:
- Operate with corporate quality in implementation of Variation Management tools (Root Cause analysis, Control plans, SPC, etc).
- Maintain the CCAR and SCAR systems.
- Ensure plant activities meet all ISO requirements.
- Liaison with corporate R&D on quality related issues.
- Maintain incoming raw material certificate acceptance program.
- Support technical manager with data analysis of internal defects via the non- conformance report and semi-annual quality report.
- Support technical manager with notification of problem raw material specifications.

Qualifications:
Bachelor's degree in Materials/ Ceramics or a related field.
Experience:
Five to seven years experience with monolithic refractories or use of refractory in the industry is a plus.
Knowledge:
Knowledge of such areas as Document Control, Reporting of Quality Status, Internal Audits, Non-conformances (CAPA), Change Management and Risk Assessments. The application of quality tools such as SPC, Control Plans, FMEA’s, Lean Concepts, etc… in an industrial manufacturing setting. Able to think in a process manner understanding the quality interrelationships between individual areas of the business.
Skills & Behaviour:
Computer skills and report writing skills are required. Capable of leading process improvement teams with both salaried/hourly personnel and completing the effort in a timely fashion. Strong leadership, training, analytical and problem-solving skills with an understanding of process improvement. Strong verbal and written communication skills.
Problem Solving & Complexity:
