Based in Sault Ste. Marie, ON , the Health and Safety Officer will report to the Health and Safety Manager and will have a wide range of duties which ultimately focus on ensuring a safe work environment for all TULLOCH employees.

What You’ll Do:
As part of the Health and Safety team, you will:
 

  • Play a key role in the implementation of TULLOCH’s overall Health and Safety Program.
  • Develop, implement, and follow-up on Standard Operating Procedures, Policies, and Processes to meet the multi-disciplined needs of the company while ensuring compliance with regulatory and legislative requirements.
  • Create, enroll, and deliver Health and Safety training programs.
  • Work collaboratively with fellow Health and Safety Officers, Health and Safety Representatives, and Joint Health and Safety Committees.
  • Provide advice, strategies, and solutions to managers and supervisors on all Health and Safety topics.
  • Gather, organize, analyze, and report Health and Safety statistics to management.
  • Facilitate Health and Safety concerns, incidents, and investigations in co-operation with other Health and Safety members, employees, supervisors, and management.
  • Proactively identify recommendations and develop plans that will contribute to a safe working environment for our employees while supporting the administration of our Health and Safety programs.
  • Support Project Managers in the contract pre-qualification process.
  • Review scopes of work to determine job requirements for the preparation of Health and Safety plans, job hazard analysis, and emergency response plans.
  • Lead and facilitate the project hazard analysis and risk assessment process across all project disciplines.
  • Conduct effective ergonomic analysis of the workplace and implement required improvements or adjustments, as necessary.
  • Oversee workplace inspections and conduct field audits.
  • Travel as required to support safety meetings, training, assessments, audits, and project requirements.

  • Thorough knowledge of Provincial Health and Safety Acts, Codes, and Regulations
  • Health and Safety accreditation or working towards professional designation (CRSP, NCSO, or equivalent)
  • Unwavering commitment to health and safety in the workplace
  • Ability to gather, analyze, and evaluate data to make sound recommendations on health and safety matters
  • Radiation Safety experience
  • High motivation with results-oriented focus
  • Superior organizational and multi-tasking skills
  • Strong interpersonal, leadership, and critical thinking skills
  • Excellent communication skills (oral and written), including delivery of training presentations
  • Proficiency in Microsoft 365/Office Suite
  • Valid Class G driver’s licence
  • Experience with COR (Certificate of Recognition) is an asset.

+ You will follow and actively promote WSP Safety Shield, Six Safety Essentials, HEART, and Global Safety Rules.
+ You will advise an employee of the existence of any potential or actual danger to their health or safety of which project management is aware.
+ You will coordinate the WSP H&S Program on multi-employer project sites with all parties, including the Client and subcontractors.

+ You will recognize, evaluate, and control occupational exposures to toxic chemicals, utilizing regulatory and professional reference resources such as Threshold Limit Values (TLVs) by the American Conference of Governmental Industrial Hygienists (ACGIH), OELs, NIOSH Pocket Guide, and others; you will consult and engage WSP's Certified Industrial Hygienists (CIH), Registered Occupational Hygienists (ROH), and other professionals as needed.
+ You will communicate WSP H&S requirements to subcontractors and ensure their compliance.
+ You will participate in client-facing meetings/inspections and communicate Health and Safety stats and presentations.
+ You will participate in Project Joint Health and Safety Committees, as applicable.
**What you'll bring to WSP:**
+ Three or more years of Occupational Health and Safety experience, preferably within the Ontario construction industry and large-scale Projects.
+ Candidates must possess a health and safety-related certification, such as NCSO, CRSP, or CRST.
+ Experience working on engineered construction, civil works, geotechnical, demolition, environmental remediation and/or nuclear construction projects.
+ Experience and knowledgeable working under Ontario H&S Legislation, codes, practices, standards.
+ Proven record of developing, implementing, and embedding a strong safety culture on project sites.
+ A valid G license and have a reliable vehicle.
+ Valid Standard First Aid with CPR C (or ability to obtain within first 2 months of employment).
+ Demonstrated ability to effectively communicate technical safety expectations and issues both written and oral.
+ Ability to freely access all points of a construction site in wide-ranging climates and environment.
+ Must be eligible for CNL Reliability Status security clearance ( _individual must have 3 full years of verifiable current history in Canada, USA, UK, New Zealand and/or Australia to be eligible_ )

Site Safety Officer provides safety guidance and support to all levels of management in the understanding, implementation, audit, and review of Cando’s Safety Management Systems. Roles & Responsibilities

  • Lead / Assist with the ongoing development, administration, and revision of the company’s safety management system (SMS); ensure materials are accurate, current, and contain site specific information for each user group
  • Perform safety audits independently and in conjunction with site managers; use findings to determine learning and implementation gaps and the best allocation of resources to meet SMS requirements
  • Coordinate and participate in regulatory initiatives and business enhancements to the SMS and safety processes; liaise with Federal and Provincial regulators as required
  • Monitor the progress of training activities related to the SMS and ensure all objectives are met
  • Design and implement corrective actions identified in audit findings by way of guidance, research and support implementation controls
  • Work alongside managers, utilizing technical expertise and experience with transload, engineering, mechanical and railway operations to determine areas that could be approved upon through the administration of hands on and/or technical training
  • Investigate workplace incidents and prepare comprehensive investigation reports and remedial measures
  • Provide mentoring to managers and employees on safety initiatives including SMS practices and incident investigation techniques
  • Interact with contractors, customers, partners and other railway company personnel as required
  • Develop curriculum and execute training for Safety Management System initiatives

Skills, Knowledge, & Abilities

  • Post Secondary education (degree or diploma) in health and safety
  • Strong understanding of the elements within legislated Safety Management Systems
  • Well versed in the principles of occupational health and safety with a thorough understanding of Occupational Health and Safety Regulations in Ontario
  • Understanding of Federal and Provincial legislation with respect to railway operations and safety management systems
  • Considerable knowledge of modern principles, practices, and techniques for administering and delivering safety programs and investigating workplace incidents
  • Comfortable in the field of public speaking and the ability to train personnel
  • Communicate effectively both orally and in writing with people of all backgrounds and levels of comprehension; demonstrated report writing experience
  • Personable and able to demonstrate initiative to work with others and to foster a respectful workplace among all levels of Cando’s structure
  • Proficient in Microsoft Word, Excel, PowerPoint and Outlook with the skill to adapt easily to other software systems
  • Knowledge of railway operations procedures, railway engineering and mechanical practices
  • Ability to obtain and maintain CROR certification, a valid provincial driver’s license, safety critical medical status, and meet all safety and customer requirements
  • Willingness to participate in furthering education to meet company needs
  • Ability to travel to all Cando locations in Canada
  • Ability to take initiative on tasks and work independently within deadlines

Education & Experience

  • Five (5) years experience in health and safety or related role
  • Three (3) years’ experience researching, preparing, and implementing safety management systems in a rail or industrial environment
  • Accredited safety auditor credentials or other professional designation (CRSP) in the field of Occupational Health and Safety is preferred
  • Experience working with commuter / passenger railway agencies an asset
  • Mainline railway operations background in safety, training and leadership an asset
