Responsibilities
- Conduct research and analysis to forecast land use and potential challenges to infrastructure development.
- Conduct review of various department applications including permits, site plans, variance requests, and re-zonings.
- Develop and implement plans, policies, and regulations for land use, specifically in the utility industry.
- Work with government officials, developers, and community stakeholders to ensure that plans and policies are implemented in alignment with our client’s needs.
- Evaluate the effectiveness of existing plans and policies and make recommendations for improvement.
- Coordinate public participation in planning and development processes, including holding public meetings, preparing notification documents, and gathering feedback from residents and businesses.
- Ensure that development projects comply with applicable regulations and guidelines, including zoning laws, environment regulations, and building codes.
- Collaborate with other professionals, such as architects, engineers, and other various contractors, to ensure that the design of future projects is aligned with public policies.
- Prepare reports and presentations to communicate planning recommendations and decisions to stakeholders and the public.
Qualifications
- Registered Professional Planner (RPP), or equivalent, professional certification.
- Bachelor’s or Master’s degree in urban planning, geography, architecture, or a related field.
- Knowledge of land use planning, urban design, and municipal policy and processes.
- Experience in executing official plan amendments, and zoning appeals.
- Excellent communication and interpersonal skills.
- Ability to work collaboratively with a wide range of stakeholders, including government officials, community members, and developers.
- Familiarity with local, provincial, and federal regulations related to land use planning and development.
- Strong analytical and problem-solving skills.
Working Relationships:
- Regular collaboration with cross-functional teams across departments.
- Frequent interaction with clients, legal teams, and external stakeholders.

What you will accomplish with us:
- Conduct various studies and analyses of urban, regional and transportation issues;
- Perform regulatory analyses of sites and project insertion contexts, in collaboration with other involved disciplines, for example architecture, landscape architecture, branding and communications, sustainable development, structural engineering;
- Undertake various environmental characterization studies;
- Develop argumentative dossiers for projects under the studio’s responsibility;
- Draft service offers, reports, studies, analysis documents, guides, PPU, PIIA and other regulatory or urban planning tools;
- Participate in the visual design, development and planning of urban development projects, and road, public transit, and active transportation projects;
- Create, in collaboration with the graphics and modelling studio, various graphic documents (maps, figures, etc.) and presentations to facilitate the understanding of files;
- Handle, as needed, necessary follow-ups and presentations (public consultations and others) with municipal authorities to support project implementation, in accordance with Lemay’s Public Participation Charter;
- Carry out technical, administrative and financial follow-ups of projects according to procedures and tools implemented by Lemay.
- University degree in Urban Planning;
- Member in good standing of the Ordre des urbanistes du Québec, or eligible for membership;
- Minimum of 5 years of experience in urban and regulatory planning;
- Strong knowledge of Quebec’s planning and regulatory framework under the Act respecting land use planning and development (RSQ, c. A-19.1);
- Proficiency in GIS mapping software (ArcGIS, QGIS, etc.), an asset;
- Proficiency in Microsoft Office;
- Proficiency in Adobe Suite (InDesign and Illustrator);
- Knowledge of AI-assisted modelling tools, an asset;

What You’ll Do:
As part of the Planning team within TULLOCH Engineering, you will:
- Work on both large and small development projects throughout northern and central Ontario, acting on behalf of both private-sector development proponents and municipal clientele
- Work with municipalities on strategic/long-range planning policy projects
- Lead development proponents through the Planning Act process
- Lead Public Consultation meetings and presentations to Committees of Adjustment or Municipal Councils in support of Planning Act applications
- Prepare Planning Act applications for Consent, Minor Variance, Zoning By-Law Amendments (Rezoning), Official Plan Amendments, Plan of Subdivision/Condominium, and Site Plan Control
